লালমনিরহাটের হাতীবান্ধা উপজেলার জাওরানী সীমান্তে গত সোমবার রাতে ভারতীয় সীমান্তরক্ষী বাহিনীর (বিএসএফ) সদস্যদের গুলিতে এক বাংলাদেশি নিহত হয়েছেন। তাঁর নাম মনোরঞ্জন মণ্ডল (৩০)।
জাওরানী সীমান্তের মেইন পিলার নম্বর-৯১২ ও সাব-পিলার নম্বর-৩-এর কাছে খামারবাড়ী গ্রামের বিপরীতে ভারতীয় গ্রাম কাতাইবাড়ী এলাকায় মনোরঞ্জনকে বিএসএফের সদস্যরা গুলি করে হত্যা করে লাশ নিয়ে যান।
হাতীবান্ধার দইখাওয়া বিওপির কোম্পানি কমান্ডার সুবেদার আমির জানান, সম্ভবত অবৈধভাবে ভারতে ঢোকার সময় বিএসএফ সদস্যদের গুলিতে মনোরঞ্জন মারা যান। নিহত মনোরঞ্জনের বাড়ি মুন্সিগঞ্জের লৌহজং উপজেলার খোলাপাড়া বালিগাঁও গ্রামে। তিনি পেশায় একজন দর্জি। খোঁজ নিয়ে জানা গেছে, ভারতে তাঁর বোন থাকেন।

বিডিআর-বিএসএফ পতাকা বৈঠক : জৈন্তাপুর সীমান্ত কেউ ব্যবহার করবে না

বিডিআর-বিএসএফের পরবর্তী উচ্চপর্যায়ের বৈঠকের আগ পর্যন্ত কেউ সিলেটের জৈন্তাপুর সীমান্ত ব্যবহার করবে না বলে জানিয়েছে বিডিআর। আজ সোমবার বিকেলে বিডিআর ও বিএসএফের মধ্যে পতাকা বৈঠক শেষে এক সংবাদ ব্রিফিংয়ে এ কথা জানানো হয়।
বিকেল চারটা থেকে সন্ধ্যা সোয়া ছয়টা পর্যন্ত জাফলং পার্শ্ববর্তী তামাবিল সীমান্তে এ পতাকা বৈঠক অনুষ্ঠিত হয়।
বৈঠকে বাংলাদেশ প্রতিনিধিদলের নেতৃত্ব দিয়েছেন ২১ রাইফেলস ব্যাটালিয়নের অধিনায়ক জহিরুল আলম আর বিএসএফের প্রতিনিধিদলের নেতৃত্ব দেন শিলং বিএসএফ ১ নম্বর ব্যাটালিয়নের অধিনায়ক কর্নেল শেখর গুপ্ত।
ব্রিফিংয়ে আরও জানানো হয়, সীমান্তে এখন থেকে বিরোধপূর্ণ যে জায়গা রয়েছে, সেখানে বিএসএফ আর আগ্রাসী ভূমিকা পালন করবে না। বিডিআর-বিএসএফ শান্তিপূর্ণ সহাবস্থানে থাকবে।
এ সময় সাংবাদিকেরা তাঁদের কাছে জানতে চান আগেও শান্তিপূর্ণ সহাবস্থানের কথা বলা হয়েছিল, এর পরও গোলাগুলির ঘটনা ঘটেছে। এর জবাবে জহিরুল আলম বলেন, আর এ ধরনের ঘটনা ঘটবে না বলে নিশ্চয়তা দেওয়া হচ্ছে।

15 wounded in BSF firing
Villagers flee for safety as over 1,000 gunshots traded on Jaintapur border in Sylhet; offensives after Delhi meeting shock BDR chief

Bangladesh Rifles and the Indian Border Security Force traded gunfire for around three hours yesterday after the latter crossed the Jaintapur border in Sylhet and shot at the locals.
At least 15 villagers were injured in the BSF firing, reports our staff correspondent from Sylhet.
The border troops from either side fired over a thousand shots, forcing the villagers to flee their homes, said witnesses.
The skirmish took place a day after BSF intruded into Bangladesh, dug bunkers and retreated following a flag meeting.
Only three days back, the Indian frontier force assured their Bangladesh counterpart of no more shooting at the civilians in the border areas. The assurance came when directors general of the two forces met in New Delhi.
Some 40 Indians entered the Bangladesh territory through Muktapur-Jaintapur at around 10:30am.
An hour later, they were joined by a hundred more. Backed by the Indian guards, they attempted to erect bamboo huts at Mandir Tila in Dibir Haor area, about 300 yards off the no-man's land.
A fight ensued when the villagers asked the intruders to leave. Hurling stones, the two sides chased each other for an hour.
At around 2:00pm, BSF opened fire on the villagers and the BDR personnel.
Bangladesh border guards shot back at them, leading to a gunfight that continued till the Indians retreated at around 4:45pm.
Lieutenant Colonel Zahirul Alam, commanding officer of 21 Rifle Battalion in Sylhet, said the attack on the villagers was premeditated. Alongside BSF jawans, Indian Khasias took part in it.
He however could not confirm the number of shots exchanged.
Talking to The Daily Star last night, BDR Director General Major Gen Md Mainul Islam termed the incidents "very regrettable”.
He said BSF stopped firing after BDR contacted the Indian side.
He observed the decisions taken at the recent meet do not seem to have been communicated to the BSF ranks at the grassroots level.
Gen Mainul stressed the need for the joint boundary working group to meet immediately to prevent a flare-up.
Of the injured, Abul Kalam, 35, was admitted to Sylhet MAG Osmani Medical College Hospital.
The others--Sumon 25, Abdur Rahman, 30, Mohammad Russell, 20, Ram, 25, Matin Miah, 30, Abdur Rahim, 40, Solaiman Miah, 80, Abdul Halim, 40, Mashuk,35, Sabbir Ahmed, Mokbul Ali, 26, Monir Hossain, 25, Kabir Ahmed, 22 and Akkel Ali--were taken to Jaintapur upazila health complex.
Most of those wounded hail from Dibir Haor, Ghilatail, Naljur and Fulbari areas.
The situation along the Jaintapur border has been tense since early February.
Indians have lately made several attempts to occupy land in Dibir Haor and Kendra Beel areas.
On February 4, BSF abducted nayek Mujibur Rahman from Dibir Haor. They returned him after a flag meeting on the Tamabil frontier.
But on February 14, the Indian border force shot and injured three Bangladeshis.
They fired at the villagers again on February 26 and 28.

BSF digs 25 bunkers inside Bangladesh
Retreats after 19 hours following border talks

Indian Border Security Force dug 25 bunkers following an overnight intrusion into Bangladesh territory through Padua-Protappur border in Gowainghat upazila of Sylhet and retreated yesterday afternoon after 19 hours.
The BSF's retreat from about 100-yard inside the international border came after an emergency flag meeting with Bangladesh Rifles from 1:30pm to 3:30pm on 'no man's land' at Padua-Protappur amidst tension prevailing since Friday night.
Lt Colonel Zahirul Alam, commanding officer of 21 Battalion of BDR, Sylhet, who led the BDR team at the meeting, told The Daily Star at 5:40pm yesterday, "BSF started retreating from the position they took inside Bangladesh territory on Friday. They had already left the bunkers."
BSF commanding officer of Battalion-1, Shillong, S Shekhor led the Indian side at the meeting.
A sector commander-level flag meeting between the BDR and BSF would be held soon to settle the ongoing trouble on Jaintapur, Tamabil and Padua borders, Zahirul said.
Earlier, around 9:00pm on Friday BSF trespassed into Bangladesh territory through border pillars No 1270 and 1271 and dug 25 bunkers while BDR took position in the nearby area and dug eight bunkers.
"We raised strong protests in the meeting and asked them to retreat to their previous position in line with the decision taken in September 2009", said Zahirul Alam adding that the BSF agreed to leave.
Colonel Alam also said that according to a joint decision taken in September 2009, the BSF and BDR had kept themselves at a distance of 200 yards from Padua-Protappur border.
Meanwhile, BDR on Thursday handed over an Indian to BSF, who intruded into Bangladesh through Padua border on the previous day. The BSF also returned a Bangladeshi, held by them from zero line along the same border the same day.

সিলেটের পদুয়া সীমান্তে ভারতীয় সীমান্ত রক্ষীবাহিনী (বিএসএফ) ও বাংলাদেশ রাইফেলসের (বিডিআর) সদস্যরা পরিখা খনন করে মুখোমুখি অবস্থান নেওয়াকে কেন্দ্র করে দুই দেশের সীমান্ত এলাকায় উত্তেজনা দেখা দেয়। গতকাল শনিবার দুপুরে বিডিআর ও বিএসএফের মধ্যে পতাকা-বৈঠকের পর পরিস্থিতি স্বাভাবিক হয়।
২১ রাইফেল ব্যাটালিয়ন ও স্থানীয় সূত্র জানায়, সিলেটের গোয়াইনঘাট উপজেলার পশ্চিম জাফলং এলাকার পদুয়া সীমান্তে ১০ মার্চ আবদুল জলিল নামের পদুয়া এলাকার এক কৃষককে তাঁর কৃষি জমি থেকে বিএসএফ ধরে ওপারে নিয়ে যায়। পরদিন সকালে পতাকা-বৈঠকের মাধ্যমে ওই বাংলাদেশিকে বিডিআর ফিরিয়ে আনে। গত বৃহস্পতিবার থেকে বিএসএফ এই সীমান্তের শূন্য রেখায় বিচরণ শুরু করে। বৃহস্পতি ও শুক্রবার রাতে পদুয়ার পান্তুমাই বাঁশ বাগানের কাছে ১২৭০-৩ এস পিলারের আশপাশে বিএসএফ ২০ থেকে ২৫টি পরিখা খনন করে অবস্থান নেয়। বিএসএফের পরিখা পর্যবেক্ষণ করে বিডিআরও শুক্রবার রাতে সমসংখ্যক পরিখা খনন করে সতর্ক অবস্থান নেয়।
পদুয়ার পান্তুমাই গ্রামবাসী সূত্রে জানা গেছে, ওপারে বিএসএফ পরিখা খনন করে ভারী অস্ত্রশস্ত্র মজুদ করে। প্রতিটি পরিখায় তিন থেকে চারজন করে বিএসএফ সদস্য অবস্থান নেন। পরে এলাকাবাসীর সহযোগিতায় বিডিআর পরিখা খনন করে একইভাবে অবস্থান নিলে আশপাশের গ্রামে মানুষের মধ্যে আতঙ্ক ছড়িয়ে পড়ে।
পশ্চিম জাফলং ইউনিয়নের ফয়জুর রহমান প্রথম আলোকে জানান, বিএসএফের পরিখা খনন দেখে রীতিমতো যুদ্ধের আতঙ্ক দেখা দেয়। বিডিআর সতর্কতার সঙ্গে শুক্রবার রাতেই পরিখা খনন শুরু করলে স্থানীয় লোকজন এতে সহযোগিতা করেন। সকাল থেকে দুপুর পর্যন্ত টান টান উত্তেজনা ছিল। দুপুর থেকে পতাকা-বৈঠক শুরু হলে পরিস্থিতি কিছুটা স্বাভাবিক হয়। দুপুর একটা ৩০ মিনিটে পতাকা-বৈঠক শুরু হয়। বিকেল সাড়ে তিনটায় তা শেষ হয়।
নাম প্রকাশ না করার শর্তে ২১ রাইফেল ব্যাটালিয়নের একজন কর্মকর্তা জানান, পদুয়া সীমান্তে জমি নিয়ে বিডিআর-বিএসএফের বিরোধ শুরু হলে ২০০৯ সালের সেপ্টেম্বরে দুই পক্ষের মধ্যে অধিনায়ক পর্যায়ে একাধিক পতাকা-বৈঠকের পর একটি সিদ্ধান্ত হয়। সিদ্ধান্তটি হচ্ছে, পদুয়ায় ১২৭০-৩ এস পিলারের কাছে একটি জিরো লাইন চিহ্নিত করে উভয় পক্ষ এর ২০০ গজ অভ্যন্তরে না ঢোকা। বিএসএফ এই নিয়ম লঙ্ঘন করে। গতকাল পতাকা-বৈঠকে ওই সিদ্ধান্তের কথা তাদের স্মরণ করিয়ে দেওয়ার পর বিএসএফ পরিখা থেকে তাদের অবস্থান পরিবর্তন করে।
পতাকা-বৈঠকে বিডিআরের পক্ষে নেতৃত্বদানকারী ২১ রাইফেল ব্যাটালিয়নের অধিনায়ক লে. কর্নেল খন্দকার জহিরুল আলম প্রথম আলোকে জানান, পতাকা-বৈঠকে বিএসএফের পক্ষে নেতৃত্ব দেন অধিনায়ক শেখর গুপ্ত। তাঁকে ২০০৯ সালের সেপ্টেম্বর মাসের সিদ্ধান্তের কথা জানানো হয়। এতে তাঁরা পরিখা থেকে সরে যেতে সম্মত হন। জহিরুল আলম জানান, সীমান্ত পরিস্থিতি শান্ত রাখতে আলোচনা ফলপ্রসূ হয়েছে। বিকেল পাঁচটা থেকে সীমান্ত পরিস্থিতি স্বাভাবিক হয়ে উঠেছে।

পশ্চিম জাফলং ইউনিয়নের ফয়জুর রহমান প্রথম আলোকে জানান, বিএসএফের পরিখা খনন দেখে রীতিমতো যুদ্ধের আতঙ্ক দেখা দেয়। বিডিআর সতর্কতার সঙ্গে শুক্রবার রাতেই পরিখা খনন শুরু করলে স্থানীয় লোকজন এতে সহযোগিতা করেন। সকাল থেকে দুপুর পর্যন্ত টান টান উত্তেজনা ছিল। দুপুর থেকে পতাকা-বৈঠক শুরু হলে পরিস্থিতি কিছুটা স্বাভাবিক হয়। দুপুর একটা ৩০ মিনিটে পতাকা-বৈঠক শুরু হয়। বিকেল সাড়ে তিনটায় তা শেষ হয়।
নাম প্রকাশ না করার শর্তে ২১ রাইফেল ব্যাটালিয়নের একজন কর্মকর্তা জানান, পদুয়া সীমান্তে জমি নিয়ে বিডিআর-বিএসএফের বিরোধ শুরু হলে ২০০৯ সালের সেপ্টেম্বরে দুই পক্ষের মধ্যে অধিনায়ক পর্যায়ে একাধিক পতাকা-বৈঠকের পর একটি সিদ্ধান্ত হয়। সিদ্ধান্তটি হচ্ছে, পদুয়ায় ১২৭০-৩ এস পিলারের কাছে একটি জিরো লাইন চিহ্নিত করে উভয় পক্ষ এর ২০০ গজ অভ্যন্তরে না ঢোকা। বিএসএফ এই নিয়ম লঙ্ঘন করে। গতকাল পতাকা-বৈঠকে ওই সিদ্ধান্তের কথা তাদের স্মরণ করিয়ে দেওয়ার পর বিএসএফ পরিখা থেকে তাদের অবস্থান পরিবর্তন করে।
পতাকা-বৈঠকে বিডিআরের পক্ষে নেতৃত্বদানকারী ২১ রাইফেল ব্যাটালিয়নের অধিনায়ক লে. কর্নেল খন্দকার জহিরুল আলম প্রথম আলোকে জানান, পতাকা-বৈঠকে বিএসএফের পক্ষে নেতৃত্ব দেন অধিনায়ক শেখর গুপ্ত। তাঁকে ২০০৯ সালের সেপ্টেম্বর মাসের সিদ্ধান্তের কথা জানানো হয়। এতে তাঁরা পরিখা থেকে সরে যেতে সম্মত হন। জহিরুল আলম জানান, সীমান্ত পরিস্থিতি শান্ত রাখতে আলোচনা ফলপ্রসূ হয়েছে। বিকেল পাঁচটা থেকে সীমান্ত পরিস্থিতি স্বাভাবিক হয়ে উঠেছে।

গোয়াইনঘাটে পতাকা বৈঠক শেষে পরিস্থিতি শান্ত

সিলেটের গোয়াইনঘাট উপজেলার প্রতাপপুর ও পাদুয়া সীমান্তে আজ শনিবার বিডিআর-বিএসএফের মুখোমুখি অবস্থানের পরিপ্রেক্ষিতে উদ্ভূত পরিস্থিতি মোকাবিলায় বিডিআর-বিএসএফের মধ্যকার পতাকা বৈঠকটি কিছুক্ষণ আগে শেষ হয়েছে।
এই পতাকা বৈঠকে বিডিআর প্রতিনিধিদলের নেতৃত্ব দেন সিলেট ২১ ব্যাটালিয়নের অধিনায়ক কর্নেল জহিরুল হক।
বৈঠকে সিলেটের গোয়াইনঘাটের প্রতাপপুর ও পাদুয়া বিরোধপূর্ণ ভূমিতে বিএসএফের অগ্রবর্তী অবস্থান নিয়ে আলোচনা হয়। এতে সিদ্ধান্ত হয়, বিরোধপূর্ণ জায়গা থেকে বিএসএফ সরে গিয়ে আগের জায়গায় অবস্থান নেবে এবং উচ্চপর্যায়ের অনুমোদন ছাড়া পুনরায় বিরোধপূর্ণ ভূমি নিয়ে একতরফা কোনো সিদ্ধান্ত নেবে না। এই পতাকা বৈঠক শেষে গোয়াইনঘাট সীমান্তে স্বাভাবিক অবস্থা ফিরে এসেছে।

BDR, BSF to sign 'Joint Record of Discussions' today

The border guards of Bangladesh and India sign the "Joint Record of Discussions" here today, culminating the annual summit-level talks, amidst expectations that each side will seek to address other's main concerns.
The document will be signed at a function by visiting BDR Director General Maj Gen Mainul Islam and his BSF counterpart Raman Srivastava at the latter's headquarters at 10:00 am. It will be followed by a joint press conference.
The Joint Record of Discussions is likely to record that no innocent life should be lost at the border due to the guards' actions as such a development was totally unacceptable because this involves local civilian populations.
It is also likely to bring out Bangladesh's willingness to motivate its people not to undertake any act, which may force BSF to take tough measures.
The Joint Record of Discussions is likely to suggest maintaining status quo and exercising restraint by both BDR and BSF in their moves in the adverse possession of enclaves.
India is understood to have conveyed at the talks that it would take care of Bangladesh's grievances relating to alleged intrusion by BSF and civilians near Jaintia Hills along the border with Sylhet.
Both sides agreed that tension along the border should be scaled down to the extent possible and should not be allowed to affect bilateral relations.
India, which has security concern upper most, in turn is understood to have been assured of Bangladesh's continued cooperation in apprehending northeastern Indian insurgents.
This the two sides hope would help lowering tension along the border substantially as these are the areas where disputes among locals on both sides of the border are sharper.
Sources said the Joint Record of Discussions is likely to reflect recognition in both sides that the resolve at the highest level of leaderships of the two countries should percolate down to the field level to avoid impression of a communication gap and lack of coordination.
BDR delegation led by its chief Mainul had the four-hour talks with Indian team and later met Indian Home Minister Palaniappan Chidambaram and Home Secretary GK Pillai on Monday.
