সাত বাংলাদেশিকে নিয়ে গেছে বিএসএফ

সিলেটের জৈন্তাপুর সীমান্তে সাত বাংলাদেশিকে ধরে নিয়ে গেছে ভারতীয় সীমান্তরক্ষী বাহিনী (বিএসএফ)। এঁরা সবাই শ্রীপুর পাথর কোয়ারিতে কাজ করেন।

গতকাল সোমবার দুপুরে পাথর কোয়ারির বাংলাদেশ অংশে ব্যক্তিমালিকানাধীন একটি গর্তের আশপাশ ঘেরাও করে বিএসএফ ওই শ্রমিকদের নিয়ে যায়। বর্ডার গার্ড বাংলাদেশের (বিজিবি) শ্রীপুর ক্যাম্পের সদস্যরা এগিয়ে গেলে বিএসএফ বাংলাদেশ অভ্যন্তরের ২০০ গজ এলাকায় অবস্থান করে জিজ্ঞাসাবাদের জন্য শ্রমিকদের নিয়ে গেছে বলে জানায়। তবে আজ মঙ্গলবার সকাল পর্যন্ত ওই সাত বাংলাদেশি শ্রমিকদের ফেরত দেয়নি বিএসএফ।

বিএসএফের ধরে নিয়ে যাওয়া বাংলাদেশি পাথর শ্রমিকেরা হলেন—জৈন্তাপুর উপজেলার সদর ইউনিয়নের আশামপাড়া গ্রামের শাহেদ আহমদ (২২), একই গ্রামের আবদুস সামাদ (২০), নূর ইসলাম (২০), আবদুল করিম (১৮), মোরশেদ আলম (২৫) ও সেলিম আহমদ (২০)।

যোগাযোগ করলে বিজিবি শ্রীপুর ক্যাম্প কমান্ডার আবু বক্কর ঘটনার সত্যতা নিশ্চিত করে প্রথম আলো অনলাইনকে বলেন, ‘কী কারণে এঁদের ধরে নিয়ে যাওয়া হয়েছে—জানতে চাইলেও বিএসএফ আমাদের জানাননি। সোমবার রাতে বিএসএফ সূত্রে জানা গেছে সাত বাংলাদেশি পাথর শ্রমিককে ভারতের মেঘালয়ের ডাউকি থানা হেফাজতে রাখা হয়েছে। বিষয়টি বিজিবির ঊর্ধ্বতন কর্তৃপক্ষকে জানানো হয়েছে।’

এক শ্রমিকের বাবা আশামপাড়ার আবদুল জলিল জানান, বাংলাদেশ সীমান্তের ভেতরে আবদুল মতিন নামের একজন পাথর কোয়ারি মালিকের গর্ত ছিল। সেখানে প্রায় দুই সপ্তাহ ধরে কাজ করছিল তাঁর ছেলেসহ সাতজন। কী কারণে তাদের ধরে নিয়ে যাওয়া হয়েছে—এ বিষয়টি তাঁরা নিশ্চিত হতে পারেননি।

জৈন্তাপুর সদর ইউনিয়ন পরিষদের চেয়ারম্যান মো. আলমগীর হোসেন বলেন, ‘কোনো কারণ ছাড়াই এঁদের ধরে নিয়ে যাওয়ায় পরিবারগুলোতে উদ্বেগ দেখা দিয়েছে।’

বিএসএফের হাতে আটক যুবকের লাশ পদ্মায়

চাঁপাইনবাবগঞ্জে পদ্মার পাড়ে আজ বুধবার এক গরু ব্যবসায়ীর লাশ পাওয়া গেছে। স্থানীয় লোকজন ও পুলিশ জানায়, ভারতীয় সীমান্তবর্তী দৌলতপুর ক্যাম্পের কাছ থেকে ৪ জানুয়ারি ভারতীয় সীমান্তরক্ষী বাহিনী (বিএসএফ) তাঁকে ধরে নিয়ে যায়।

স্থানীয়দের বরাত দিয়ে বার্তা সংস্থা ইউএনবি জানায়, ওই ব্যক্তির নাম সাদ্দাম হোসেন (২২)।

সাদ্দাম শিবগঞ্জ উপজেলার সিংনগর পণ্ডিতপুর গ্রামের মোর্তজা হোসেনের ছেলে। সাদ্দামের স্বজনেরা জানান, তাঁর শরীরে কয়েকটি আঘাতের চিহ্ন রয়েছে। তাঁর হাত-পা দড়ি দিয়ে বাঁধা ছিল। ময়নাতদন্তের জন্য সাদ্দামের লাশ সদর উপজেলার মর্গে পাঠানো হয়েছে।

ভূরুঙ্গামারী সীমান্তে বাংলাদেশিকে ধরে নিয়ে গেছে বিএসএফ

কুড়িগ্রাম : কুড়িগ্রামের । ভূরুঙ্গামারী উপজেলা সীমান্ত থেকে সোমবার ভোররাতে এক বাংলাদেশি যুবককে ধরে নিয়ে গেছে ভারতীয় সীমান্ত রক্ষী বহিনী (বিএসএফ)।

স্থানীয় সূত্রে জানা যায়, ভোররাতে প্রকৃতির ডাকে সাড়া দিতে গেলে ভারতীয় সীমান্তের বালাভুত ক্যাম্পের টহলরত বিএসএফ সদস্যরা তাকে আটক করে নিয়ে যায়।

বিজিবি ও স্থানীয় সূত্রে জানা যায়, ভূরুঙ্গামারী উপজেলার শালঝোর কাজীপাড়া এলাকার সুরুজ আলীর ছেলে আসলামুল হক (৩০) প্রকৃতির ডাকে সাড়া দিতে গেলে ঘন কুয়াশায় ভুল করে নো-ম্যান্স ল্যান্ডে ঢুকে পড়ে।

এ সময় ভারতীয় বিএসএফ ৭-এর আওতায় বালাভুত ক্যাম্পের টহলদল আন্তর্জাতিক পিলার নং- ৯৯২ এর ১০ এস পিলারের কাছ থেকে তাকে আটক করে ভারতের সীমান্তে নিয়ে যায়।

ভূরুঙ্গামারীর দিয়াডাঙ্গা কোম্পানি কমান্ডার সাখাওয়াত হোসেন বাংলানিউজকে ঘটনার সত্যতা স্বীকার করে জানান, বিজিবি ঘটনার কড়া প্রতিবাদ জানিয়ে পতাকা বৈঠকের মাধ্যমে অপহৃত ব্যক্তিকে ফেরত চেয়েছে।

BSF kills another Bangladeshi

Amid ongoing criticism over the torture of a Bangladeshi cattle trader, the Indian Border Security Force shot dead a Bangladeshi at the Dhannokhola border on Saturday morning.
Three others were also wounded in the incident, Atiar Rahman, nayeb subedar of Dhannokhola Camp of the Bangladesh Border Guard, told bdnews24.com.

He said 22-year-old Rasheduzzaman, a cattle trader, was injured after the BSF opened fire at Mathpara Urshi area around 5am. He later succumbed to injuries after he reached Bangladesh territory.

"We have contacted the BSF and protested the killing. But they deny that they have killed him," he said.

Rasheduzzaman is the son of Mosharraf Hossain of Matipukur village under Jessore's Sharsha Upazila. Benapole land port police recovered his body and sent it to Jessore Sadar Hospital's morgue.

The injured--'Hamidur', 27, 'Bahauddin', 30, and Monirul Islam, 32 -- have been treated locally.

BSF's atrocities along the border recently came under the spotlight again after a video showing a 22-year-old Bangladeshi, Habibur Rahman, being stripped, kicked and beaten by them.

NDTV and some other Indian TV channels aired the video on Wednesday.

Habibur told bdnews24.com on Thursday that he fell victim to the torture of BSF while returning to Bangladesh with cattle through Khanpur border of Paba upazila in Rajshahi district on Dec 9 last year.

The Indian border forces suspended eight personnel over the matter and said that an investigation was ongoing.

In 2010, human rights group Odhikar and the New York-based Human Rights Watch reported that the BSF had killed some 1,000 Bangladeshis over the last decade.

The continued killing grabbed media attention after publication of a photograph showing the body of 15-year-old Felani, shot dead by BSF troops on Jan 7 last year while returning to Bangladesh with her father, dangling on a barbed fence.

The Indian government expressed regret and sympathy and requested Bangladesh to motivate people to follow the legal routes in crossing the border. In a two-day home secretary-level meeting, India also promised to ease tension on the borders and stop killing of Bangladeshis.

The BSF, guarding the over 4,000 kilometres of porous border with Bangladesh, recently armed its troops with "non-lethal" weapons to reduce causalities and fatal injuries to Bangladeshi nationals attempting to cross over into this country.

But the border force's killings along the border have been ceaseless.

The last death was that of three young men on Dec 17.

BSF suspends 8 after 'torture video'

Dhaka, Jan 18 (bdnews24.com) – The Indian border guards have suspended eight of their men after a video, showing a Bangladeshi man being stripped, kicked and beaten by them, was aired Wednesday on some Indian TV channels.

BSF said on Wednesday night that the incident had taken place in Pashchimbanga's Murshidabad district along the Indo-Bangla border and investigation was ongoing, India's state-run news agency PTI said.

The five-minute video was first shown by NDTV, although the channel could not confirm its source and authenticity.

It shows three to four personnel donning BSF-style dark green fatigues stripping and then beating a lungi-clad man, his hands tied behind his back in the incident that reportedly took place on Dec 9.

Media reports say the man is suspected to be a Bangladeshi. NDTV said the man was beaten up after he allegedly declined them a bribe.

NDTV says it cannot confirm the origin or authenticity of the video released with the ticker: Caught on camera: BSF Brutality.

Ravi Kumar Ponoth, BSF's inspector-general for South Bengal, told NDTV that at first sight it seemed that some BSF personnel were indeed involved and that the Indian border was investigating the incident in the Kaharparha check post near Murshidabad border in West Bengal.

Kushtia and Rajshahi districts have border with Murshidabad.

In his first reaction, however, he had told India's Daily News and Analysis that it was unlikely the video had been shot by BSF personnel using a mobile phone, because his men are prohibited from using mobile phones when on duty.

Villagers told NDTV that the video was intentionally shot by the BSF troopers and distributed among the people to instil fear among them.

Another theory on how the video came to light is that a cyber cafe owner downloaded the footage from a BSF man's cellphone when he visited the cafe to download music.

বাংলাদেশিকে নির্যাতনের চিত্র ভারতীয় টিভিতে



ঢাকা, জানুয়ারি ১৮ (বিডিনিউজ টোয়েন্টিফোর ডটকম)- সীমান্তে এক বাংলাদেশিকে বিএসএফ জওয়ানদের নির্যাতনের ভিডিওচিত্র প্রচার করেছে ভারতীয় টেলিভিশন এনডিটিভি।

বুধবার এই ভিডিওচিত্র প্রচার হলেও ঘটনাটি কিছু দিন আগের বলে টেলিভিশনের খবরে বলা হয়েছে।

স্থানীয় সূত্রের উদ্ধৃতি দিয়ে এনডিটিভি বলছে, পশ্চিমবঙ্গের মুর্শিদাবাদ জেলার কাহারপাড়া সীমান্ত তল্লাসি চৌকিতে নির্যাতনের এই ঘটনা ঘটে।



এনডিটিভির ওয়েবসাইটে প্রকাশিত প্রতিবেদনে বলা হয়, ঘুষ দিতে রাজি না হওয়ায় ওই বাংলাদেশিকে নির্দয়ভাবে পেটায় ভারতীয় সীমান্ত রক্ষী বাহিনী-বিএসএফের সদস্যরা। তার জননাঙ্গে পেট্রোলও ঢেলে দেওয়া হয়।

স্থানীয়রা এনডিটিভিকে জানায়, নির্যাতনের পর ওই ব্যক্তি সীমান্ত পার হয়ে বাংলাদেশে ঢুকে পড়ে।

তবে নিরপেক্ষ কোনো সূত্র থেকে বিষয়টি নিশ্চিত হওয়া যায়নি বলে টেলিভিশনের প্রতিবেদনে বলা হয়।

মুর্শিদাবাদের সঙ্গে বাংলাদেশের কুষ্টিয়া ও রাজশাহী জেলার সীমান্ত রয়েছে।

মোবাইল ফোনে ধারণ করা এই ভিডিওচিত্রের উৎস নিয়ে দুই ধরনের কথা শোনা যাচ্ছে। একটি হচ্ছে, এক বিএসএফ জওয়ান একটি সাইবার ক্যাফেতে তার মোবাইল সেটে গান লোড করতে এলে সেখান থেকে গোপনে নির্যাতনের ওই দৃশ্য নামিয়ে রাখে সাইবার ক্যাফের লোকজন।

অন্যটি হচ্ছে- গরু চোরাচালানিদের সতর্ক করতে এ ভিডিওচিত্র প্রকাশ করেছে বিএসএফ সদস্যরা।

সীমান্তে বিএসএফের নির্যাতন বন্ধে দীর্ঘদিন ধরেই দাবি জানিয়ে আসছে বাংলাদেশ। বিএসএফের নির্যাতনের প্রতিবাদ জানিয়ে আসছে আন্তর্জাতিক মানবাধিকার সংগঠনগুলোও।

হিউম্যান রাইটস ওয়াচ ২০১০ সালের ডিসেম্বরে এক প্রতিবেদনে বলেছে, হত্যা এবং অন্য মানবাধিকার লঙ্ঘনের দায়ে ভারতীয় সীমান্ত রক্ষা বাহিনীর (বিএসএফ) বিচার হওয়া উচিৎ।

মানবাধিকার সংগঠনগুলোর হিসেবে, গত এক দশকে প্রায় এক হাজার বাংলাদেশি বিএসএফ’র গুলিতে নিহত হয়েছে। নির্যাতনের ঘটনা অসংখ্য।

এক বছর আগে ফেলানী নামে এক কিশোরীকে বিএসএফ গুলি চালিয়ে হত্যা করলে তা নিয়ে ব্যাপক সমালোচনার সৃষ্টি হয়। গুলিবিদ্ধ ফেলানীর লাশ দীর্ঘক্ষণ কাঁটাতারের বেড়ায় ঝুলছিল।

সীমান্তে নির্যাতন বন্ধে দীর্ঘদিন ধরে বাংলাদেশের পক্ষ থেকে প্রতিবাদ জানানোর পর স¤প্রতি বিএসএফকে প্রাণঘাতী নয়, এমন অস্ত্র দিয়েছে ভারত সরকার।

BSF kills 4

Killings in 3 districts follow fresh Indian assurance of no-firing at border talks
Though the Indian authorities had repeatedly assured Bangladesh of showing restraint and stopping border killings, its border guards killed four Bangladeshis in the last two days in the border areas of Dinajpur, Kurigram and Meherpur districts.
The killings took place on the heels of a four-day deputy director general-level conference between Border Guard Bangladesh (BGB) and India's Border Security Force (BSF) in Shillong, which ended on Thursday.
The victims are Motiar Rahman, 20, of Dakkhin Daudpur village, and Tajul Islam, 26, of Rongaon village in Birampur upazila of Dinajpur, Alamgir Hossain, 25, of Krishna Nanda village in Phulbari upazila of Kurigram and Naharul Islam, 40, of Meherpur Sadar upazila.
The BSF troops at Gobindapur camp opened fire on several Bangladeshi cattle traders at Daudpur of Katla union in Birampur upazila around 4:00am yesterday, reports our Dinajpur correspondent.
Motiar and Tajul died on the spot while the others managed to flee unhurt.
The BSF men took away the bodies, Lt Col Tareq Iftekhar Ahmed, acting commander of Phulbari BGB camp, told The Daily Star.
The Indian soldiers fired four shots during the incident that took place around 170 metres from the zero line on the Indian side of the border, he added.
At a flag meeting between the two border forces in Daudpur area yesterday afternoon, Bangladesh protested the killings and demanded return of the bodies.
The Indian side assured Bangladesh of returning the bodies and stopping recurrence of such incidents.
The Kurigram victim came under BSF attack in Camperchhara area near the zero line at Gorakmondal border in Phulbari upazila.
The BSF men at Narayanganj BOP (border observation post) camp of Cooch Behar district fired shots at Alamgir when he went there around 6:30am yesterday to respond to nature's call, reports our Kurigram correspondent quoting Subedar Emran, Shimulbari company commander of BGB.
Alamgir suffered severe injuries but managed to return home near the Gorakmondal border.
He succumbed to his wounds when his relatives had been rushing him to Phulbari Upazila Health Complex, said Mobassher Ali, chairman of Naodanga Union Parishad.
Police sent his body to Kurigram Sadar Hospital morgue for autopsy.
During a flag meeting with BSF in the afternoon in Krishna Nanda area, Lt Col Ziaul Haque Khaled, commanding officer of 45 Border Guard Battalion, strongly protested the shooting incident.
Rajesh Sohan, commandant of BSF 46 Battalion, claimed that Indian border troops acted in self-defence as about a dozen Bangladeshis attacked them.
Our Kushtia correspondent adds: BSF troops at Bazrapur camp in Nadia district picked up Naharul and killed him when he went near Shewratala frontier of Gangni upazila in Meherpur around 7:30pm on Friday.
Rezaul Karim, camp commander of 35 Border Guard Battalion, could not confirm how Naharul was killed. BSF troops might have strangled him, he suspected.
At a flag meeting yesterday afternoon, BSF promised to return the body by today.
Meanwhile, Indian Home Minister P Chidambaram during his visit to Dhaka in July said New Delhi had ordered BSF not to shoot anyone crossing Indo-Bangladesh border, no matter whatever the circumstances were.
“Let me make it very clear….We have issued strict instructions to our border security forces that under no circumstances should they open fire on anyone trying to cross from either Bangladesh to India or India to Bangladesh. The message has gone down to the last jawan,” he said at a joint press conference with his Bangladesh counterpart Shahara Khatun.
At a home secretary-level meeting in Dhaka in January, the issue was raised to draw New Delhi's urgent attention to this matter.
“On behalf of the government of India and myself, I deeply regret the deaths of Bangladeshi nationals,” GK Pillai, Indian home secretary, told a joint press briefing.
“Our efforts would be to take all necessary steps so that no death takes place on Indo-Bangla borders and this is our commitment to you,” he insisted.
The Bangladesh-India joint statement, made during Indian Prime Minister Manmohan Singh's Dhaka tour in September, also expressed confidence that the Coordinated Border Management Plan would enhance cooperation between the border guards of the two neighbours and stop “loss of lives in the border areas.”
Following repeated pleas from Dhaka, New Delhi agreed in March to equip the BSF troops with non-lethal weapons to stop killing of unarmed Bangladeshis.
“The BSF jawans will carry non-lethal arms in addition to the regular ones,” BSF Director General Raman Srivastava announced on March 12.
The Daily Star could not reach Home Minister Shahara Khatun over the phone yesterday for her comments.
Contacted, Home Secretary Monzur Hossain only said, “The BGB chief has informed me about the killings.”
Asked about Indian promises, a senior home ministry official said, “Bangladesh has been pressing India to stop firing at the borders. Dhaka has raised the issue at almost every bilateral meeting and the Indian side has assured us of taking steps in this regard. But nothing really happens in practice as the killing continues.”
