বিএসএফের গুলিতে বাংলাদেশি নিহত

লালমনিরহাটের পাটগ্রাম উপজেলার বুড়িমারী ইউনিয়নের বামনদল সীমান্তে গতকাল সোমবার ভারতীয় সীমান্তরক্ষী বাহিনীর (বিএসএফ) গুলিতে এক বাংলাদেশি যুবক নিহত হয়েছেন। এ ছাড়া গুরুতর আহত বাবু মিয়া কে উন্নত চিকিৎসার জন্য রংপুরে নেওয়া হয়েছে।

বিডিআর জানায়, গতকাল উপজেলার বামনদল সীমান্তের ৮৩৮ নম্বর মেইন পিলারের কাছ দিয়ে বাংলাদেশি ও ভারতীয় গরু ব্যবসায়ীদের যোগসাজশে গরু পারাপারের সময় বিএসএফের সদস্যরা সাতটি গুলি ছুড়লে ঘটনাস্থলেই বেলাল হোসেন (২৫) নিহত হন। নিহত যুবকের লাশ বিএসএফ নিয়ে গেছে।

A Bangladeshi farmer was shot dead and two others were injured by Indian Border Security Force (BSF) on Burimari border in Patgram upazila of Lalmonirhat yesterday.

The deceased Belal Hossain, 26, hailed from Namajitari village in the upazila, died on the spot while Babu Mia, 25, and Hasan Ali, 28, of Bamandal village received bullet injuries but managed to flee the scene.

Babu and Hasan were rushed to Patgram Upazila Health Complex.

The BSF men took away the body of Belal.

Bangladesh Rifles (BDR) Burimari camp commander Subedar Sayeed Ahmed said he sent a letter to BSF Biyezbari camp of West Bengal protesting the killing and asking them to return the body of Belal as soon as possible.

BSF men opened fire on the farmers without any provocation, he claimed.

BDR sources said Indian troops shot seven rounds of bullet targeting the Bangladeshi farmers when they went to a field adjacent to the border area at about 6:15am.

In reply, BSF members of Biyezbari camp sent a letter to BDR claiming that a patrol team of BSF fired when the three farmers along with their associates were illegally crossing the border.

BSF will hand over the body to BDR after an autopsy within 24 hours, sources said.

A tense situation is prevailing in the bordering area.

A Bangladeshi was shot dead by Indian Border Security Force (BSF) along Doikhawa border at Hatibandha upazila in Lalmonirhat early yesterday.

The victim, Saikur Rahman, 21, son of Golam Mohammad of Uttar Gotamari village of the upazila, was a cattle trader.

The man died on the spot as BSF men fired three bullets at him around 5:45am. The body was taken into the Indian territory, said Border Guards Bangladesh (BGB) Doikhawa camp.

BGB condemned the killing and sent a letter to BSF demanding the body back by this morning.

BSF of Baro Morichabari camp in West Bengal told BGB the cattle trader was smuggling Indian cattle into Bangladesh.

However, Lieutenant Colonel Aslam Hossain, commanding officer of Lalmonirhat 31 Rifles Battalion, said BSF would hand over the body to BDR after autopsy.

লালমনিরহাট সীমান্তে বিএসএফের গুলিতে বাংলাদেশি নিহত

লালমনিরহাট সীমান্তে ভারতীয় সীমান্তরক্ষী বাহিনীর (বিএসএফ) গুলিতে এক বাংলাদেশি নিহত হয়েছেন। তাঁর নাম সাইয়াকুর রহমান (২০)। তাঁর বাড়ি হাতিবান্ধা উপজেলার বুতমারী গ্রামে। সাইয়াকুর রহমানের লাশ বিএসএফ নিয়ে গেছে। আজ শুক্রবার ভোর সাড়ে পাঁচটার দিকে হাতিবান্ধার দই খাওয়া এলাকায় তিনি নিহত হন।

এ ঘটনায় লালমনিরহাট ৩১ রাইফেলস ব্যাটালিয়নের দই খাওয়া বিওপি ক্যাম্পের পক্ষ থেকে ঘটনার নিন্দা ও প্রতিবাদ জানিয়ে নিহতে ব্যক্তির দেহ ফেরত চেয়ে বড় মরিচাবাড়ী বিএসএফ ক্যাম্পে জরুরি পত্র পাঠানো হয়েছে বলে সংশ্লিষ্ট সূত্র জানিয়েছে।

এ ব্যাপারে ৩১ রাইফেলস ব্যাটালিয়নের উপঅধিনায়ক মেজর শফিক উদ্দিন বলেন, বিএসএফ নিহত বাংলাদেশি যুবকের লাশ ময়নাতদন্ত শেষে বিডিআরের কাছে ফেরত পাঠাবে বলে জানিয়েছে।

বিএসএফের গুলিতে একজন নিহত

নীলফামারীর ডোমার উপজেলার উত্তর গোমনাতী বুড়ি তিস্তাঘাট এলাকায় আবদুর রশিদ (৩৭) নামের একজন বাংলাদেশি বিএসএফের গুলিতে নিহত হয়েছেন। আজ শুক্রবার ভোর সাড়ে পাঁচটার দিকে এ ঘটনা ঘটে।
তাঁর বাড়ি ডিমলা উপজেলার পূর্ব ছাতনাই গ্রামে। তিনি একজন গরুর ব্যবসায়ী।

জানা যায়, আজ ভোর পাঁচটার দিকে সীমান্তের ৭৮৯ নম্বর পিলারের কাছে আবদুর রশিদ ও তাঁর সঙ্গীদের লক্ষ্য করে বিএসএফ গুলি ছুড়ে। এতে আবদুর রশিদ গুরুতর আহত হন। তাঁকে রংপুর মেডিকেল কলেজ হাসপাতালে নিয়ে যাওয়ার পথে তিনি মারা যান। পরে সঙ্গীরা লাশ তাঁর বাড়ির সামনে ডোমার থানার ভারপ্রাপ্ত কর্মকর্তা (ওসি) সুকুমার মহন্ত ঘটনার সত্যতা নিশ্চিত করেছেন।

বেলা দুইটার দিকে বিষয়টি নিয়ে বিএসএফ ও বিডিআরের মধ্যে পতাকা বৈঠক অনুষ্ঠিত হয়। এ সময় বিএসএফের পক্ষ থেকে দুঃখ প্রকাশ করা হয়।

'বিএসএফ'র বিচার হওয়া উচিৎ'

ঢাকা, ডিসেম্বর ০৯ (বিডিনিউজ টোয়েন্টিফোর ডটকম)- হিউম্যান রাইটস ওয়াচ বলেছে, হত্যা এবং অন্য মানবাধিকার লঙ্ঘনের দায়ে ভারতীয় সীমান্ত রক্ষা বাহিনীর (বিএসএফ) বিচার হওয়া উচিৎ।

ভারত-বাংলাদেশ সীমান্তে বাংলাদেশি নাগরিক হত্যার জন্য বিএসএফ'র অতিরিক্ত বলপ্রয়োগই দায়ী বলে বৃহস্পতিবার এক প্রতিবেদনে মত প্রকাশ করেছে যুক্তরাষ্ট্রভিত্তিক মানবাধিকার সংস্থা হিউম্যান রাইটস ওয়াচ (এইচআরডব্লিউ)।

এইচআরডব্লিউ'র দক্ষিণ এশিয়া পরিচালক মীনাক্ষী গাঙ্গুলী বলেন, "হত্যাকাণ্ড ঘটিয়ে পার পেয়ে যেতে না দিয়ে মানবাধিকার লঙ্ঘনকারীদের বিচার করতে ভারত সরকারের প্রতি বারংবার আহ্বান জানিয়েছে হিউম্যান রাইটস ওয়াচ।"

শুক্রবার বিশ্ব মানবাধিকার দিবস। এর আগের দিন "'ট্রিগার হ্যাপি': এক্সেসিভ ইউজ অব ফোর্স বাই ইন্ডিয়ান ট্রুপস্ অ্যাট দ্য বাংলাদেশ বর্ডার" ("'অস্ত্রকাতর': বাংলাদেশ সীমান্তে ভারতীয় সেনাদের অতিরিক্ত বলপ্রয়োগ") শীর্ষক ৮১ পৃষ্ঠার এ প্রতিবেদন প্রকাশ হলো।

নির্যাতনের শিকার, প্রত্যক্ষদর্শী, মানবাধিকার কর্মী, সাংবাদিক, আইন-শৃঙ্খলা বাহিনীর সদস্য এবং বিএসএফ-বিডিআর সদস্যসহ প্রায় একশ জনেরও বেশি ব্যক্তির সাক্ষাৎকারের ভিত্তিতে এ প্রতিবেদন তৈরি হয়েছে।

প্রতিবেদনে বলা হয়, বাংলাদেশ সীমান্তে বিএসএফ'র নির্বিচার বলপ্রয়োগ, আটক, নির্যাতন এবং হত্যাকাণ্ড চালানোর বহু ঘটনার প্রমাণ পেয়েছে এইচআরডব্লিউ।

প্রতিবেদনে বলা হয়, এ ধরণের গুরুতর মানবাধিকার লঙ্ঘনের ঘটনায় দায়ী সেনাদের ভারত সরকারের বিচার করা উচিৎ। পশ্চিমবঙ্গ সীমান্তে বিএসএফ'র হাতে দুদেশের নাগরিক হত্যা ঠেকাতে ভারত ও বাংলাদেশের দ্রুত পদক্ষেপ নেওয়ারও তাগিদ দেওয়া হয় এতে।

গত এক দশকে নয়শ'রও বেশি বাংলাদেশি বিএসএফ'র হাতে নিহত হয়েছে উল্লেখ করে পরিস্থিতি সামলাতে দুই দেশের সরকারের অবিলম্বে একটি যৌথ ও স্বাধীন তদন্ত প্রক্রিয়া চালু করা দরকার বলেও মত দেয় মানবাধিকার সংস্থাটি।

মিনাক্ষী বলেন, "যে কোনো সন্দেহভাজনকেই গুলি করার নির্দেশ দেওয়ার মতো ঘটনায় মনে হয় যে, সীমান্ত রক্ষা বাহিনী নিয়ন্ত্রণের বাইরে চলে গেছে।"

তিনি প্রশ্ন করেন, "বিএসএফ বলে আসছে, তারা অভ্যন্তরীণ তদন্ত চালিয়ে থাকে। তাহলে এইসব হত্যাকাণ্ডের জন্য কাউকে শাস্তি দেওয়া হয়েছে কি না তা প্রকাশ করতে তারা নারাজ কেন?"

নিজেদের তদন্ত করা বেশ কিছু ঘটনার দৃষ্টান্ত তুলে ধরে এইচআরডব্লিউ'রপ্রতিবেদনে বলা হয়েছে, বেশিরভাগ ক্ষেত্রেই এ ধরণের হত্যাকাণ্ডের শিকাররা নিরীহ নাগরিক। এমনকি এদের মধ্যে শিশুরাও রয়েছে। অবৈধপথে পশু ব্যবসায়ী, চোরাকারবারী এবং সন্ত্রাসী চক্রের লোকজনও সীমান্ত হত্যাকাণ্ডের শিকার।

তবে আত্মীয়স্বজনদের দেখতে কিংবা বাজারঘাট করতে সীমান্ত পার হওয়া দুদেশের নাগরিক বা সীমান্ত এলাকায় চাষাবাদকারী এলাকাবাসীও আটক, নির্যাতন এবং হত্যাকাণ্ডের শিকার বলেও উল্লেখ করা হয় ওই প্রতিবেদনে।

মানবাধিকার সংস্থাটি বলেছে, নিজের নাগরিকদের জীবন রক্ষায় বাংলাদেশ সরকারের শক্তিশালী পদক্ষেপ নেওয়া উচিৎ। 'অবৈধ সীমান্ত ব্যবসায় লিপ্তরা' ঘটনার শিকার হলেও বাংলাদেশের উচিৎ সীমান্তে সংযম প্রদর্শনে ভারত সরকারের প্রতি জোরেশোরে আহ্বান জানানো।

Indian border security force (BSF) routinely gun down civilians crossing the border with Bangladesh despite negligible evidence of any crime, Human Rights Watch (HRW) said in a report released yesterday.

Over 900 Bangladeshi nationals have been killed by the BSF over the last decade, many of them when they crossed into Indian territory for cattle rustling or other smuggling activities.

However, in several cases “we also found that Bangladeshi nationals were injured or killed due to indiscriminate firing from across the border”, the report said.

HRW found no evidence in any death it documented that the person was engaged in any activity that would justify such an extreme response.

The rights body said the Bangladesh government should vigorously protect the right to life of its citizens, even those who may be involved in illegal trade, and should call upon the Indian government to exercise restraint.

The Indian government should prosecute BSF soldiers responsible for serious human rights abuses, the rights group said.

The 81-page report, “Trigger Happy: Excessive Use of Force by Indian Troops at the Bangladesh Border,” documents the situation on the border region, where both Bangladesh and India have deployed border guards to prevent infiltration, trafficking, and smuggling.

It said the BSF--responsible for guarding against extremists, drug and weapons smugglers and human traffickers--is instead using its muscle to detain, torture and kill with impunity, according to HRW, the New York-based rights group.

HRW found numerous cases of indiscriminate use of force, arbitrary detention, torture, and killings by the security force, without adequate investigation or punishment.

The report is based on over 100 interviews with victims, witnesses, human rights defenders, journalists, law-enforcement officials, and BSF and Bangladesh Rifles' (BDR) members, said a press release of the HRW.

The report said border officials are required to exercise restraint and “act in proportion to the seriousness of the offence.” It suggested India and Bangladesh should take immediate steps to end the killing of hundreds of their citizens at the West Bengal-Bangladesh border by BSF.

“The border force seems to be out of control, with orders to shoot any suspect,” said Meenakshi Ganguly, South Asia Director at HRW. "The border operations ignore the most basic rule of law, the presumption of innocence."

HRW said since both Indians and Bangladeshis have fallen prey to this excessive use of force, both governments need to open a joint independent investigation to turn the situation around.

“Human Rights Watch has repeatedly called upon the Indian government to prosecute those responsible for human rights violations instead of letting its security forces get away with murder,” Ganguly said. “The BSF insists that there are internal investigations, but why then is it so unwilling to reveal whether anyone has been punished for these killings.”
