BSF kills 4

Killings in 3 districts follow fresh Indian assurance of no-firing at border talks
Though the Indian authorities had repeatedly assured Bangladesh of showing restraint and stopping border killings, its border guards killed four Bangladeshis in the last two days in the border areas of Dinajpur, Kurigram and Meherpur districts.
The killings took place on the heels of a four-day deputy director general-level conference between Border Guard Bangladesh (BGB) and India's Border Security Force (BSF) in Shillong, which ended on Thursday.
The victims are Motiar Rahman, 20, of Dakkhin Daudpur village, and Tajul Islam, 26, of Rongaon village in Birampur upazila of Dinajpur, Alamgir Hossain, 25, of Krishna Nanda village in Phulbari upazila of Kurigram and Naharul Islam, 40, of Meherpur Sadar upazila.
The BSF troops at Gobindapur camp opened fire on several Bangladeshi cattle traders at Daudpur of Katla union in Birampur upazila around 4:00am yesterday, reports our Dinajpur correspondent.
Motiar and Tajul died on the spot while the others managed to flee unhurt.
The BSF men took away the bodies, Lt Col Tareq Iftekhar Ahmed, acting commander of Phulbari BGB camp, told The Daily Star.
The Indian soldiers fired four shots during the incident that took place around 170 metres from the zero line on the Indian side of the border, he added.
At a flag meeting between the two border forces in Daudpur area yesterday afternoon, Bangladesh protested the killings and demanded return of the bodies.
The Indian side assured Bangladesh of returning the bodies and stopping recurrence of such incidents.
The Kurigram victim came under BSF attack in Camperchhara area near the zero line at Gorakmondal border in Phulbari upazila.
The BSF men at Narayanganj BOP (border observation post) camp of Cooch Behar district fired shots at Alamgir when he went there around 6:30am yesterday to respond to nature's call, reports our Kurigram correspondent quoting Subedar Emran, Shimulbari company commander of BGB.
Alamgir suffered severe injuries but managed to return home near the Gorakmondal border.
He succumbed to his wounds when his relatives had been rushing him to Phulbari Upazila Health Complex, said Mobassher Ali, chairman of Naodanga Union Parishad.
Police sent his body to Kurigram Sadar Hospital morgue for autopsy.
During a flag meeting with BSF in the afternoon in Krishna Nanda area, Lt Col Ziaul Haque Khaled, commanding officer of 45 Border Guard Battalion, strongly protested the shooting incident.
Rajesh Sohan, commandant of BSF 46 Battalion, claimed that Indian border troops acted in self-defence as about a dozen Bangladeshis attacked them.
Our Kushtia correspondent adds: BSF troops at Bazrapur camp in Nadia district picked up Naharul and killed him when he went near Shewratala frontier of Gangni upazila in Meherpur around 7:30pm on Friday.
Rezaul Karim, camp commander of 35 Border Guard Battalion, could not confirm how Naharul was killed. BSF troops might have strangled him, he suspected.
At a flag meeting yesterday afternoon, BSF promised to return the body by today.
Meanwhile, Indian Home Minister P Chidambaram during his visit to Dhaka in July said New Delhi had ordered BSF not to shoot anyone crossing Indo-Bangladesh border, no matter whatever the circumstances were.
“Let me make it very clear….We have issued strict instructions to our border security forces that under no circumstances should they open fire on anyone trying to cross from either Bangladesh to India or India to Bangladesh. The message has gone down to the last jawan,” he said at a joint press conference with his Bangladesh counterpart Shahara Khatun.
At a home secretary-level meeting in Dhaka in January, the issue was raised to draw New Delhi's urgent attention to this matter.
“On behalf of the government of India and myself, I deeply regret the deaths of Bangladeshi nationals,” GK Pillai, Indian home secretary, told a joint press briefing.
“Our efforts would be to take all necessary steps so that no death takes place on Indo-Bangla borders and this is our commitment to you,” he insisted.
The Bangladesh-India joint statement, made during Indian Prime Minister Manmohan Singh's Dhaka tour in September, also expressed confidence that the Coordinated Border Management Plan would enhance cooperation between the border guards of the two neighbours and stop “loss of lives in the border areas.”
Following repeated pleas from Dhaka, New Delhi agreed in March to equip the BSF troops with non-lethal weapons to stop killing of unarmed Bangladeshis.
“The BSF jawans will carry non-lethal arms in addition to the regular ones,” BSF Director General Raman Srivastava announced on March 12.
The Daily Star could not reach Home Minister Shahara Khatun over the phone yesterday for her comments.
Contacted, Home Secretary Monzur Hossain only said, “The BGB chief has informed me about the killings.”
Asked about Indian promises, a senior home ministry official said, “Bangladesh has been pressing India to stop firing at the borders. Dhaka has raised the issue at almost every bilateral meeting and the Indian side has assured us of taking steps in this regard. But nothing really happens in practice as the killing continues.”

BSF kills 4 in Kurigram, Dinajpur, Meherpur

Despite repeated assurance by Indian authorities of restraint on border, the country’s border force, BSF, killed four Bangladeshi citizens in the bordering areas of Kurigram, Dinajpur and Meherpur since Friday evening.
Two cattle traders were killed in Dinajpur, one in Meherpur while a local in Kurigram.
Our Dinajpur correspondent reported that the BSF troops from Gobindapur camp No. 96 killed two Bangladeshi cattle traders when nearly five to six people went to Daudpur frontier area in Katla union of Birampur upazila to bring cows from Indian side around 4:00am Saturday.
Motiar Rahman, 20, son of one Siddiq Hossain of Dakkhin Daudpur village of the upazila and Tajul Islam, 26, son of one Asir Uddin of Rongaon village died on the spot.
The other cattle traders however managed to flee unhurt.
The BSF men later took away the bodies, Tareq Iftekhar Ahmed, acting commander of Phulbari camp of the BGB 40 Rifles Battalion, told The Daily Star.
The BGB official said the Indian border troops fired four shots during the incident which took place in 170 meters inside the Indian side from the zero line.

During the meeting Krishana Nanda bordering area, Ziaul Haque Khaled, the commanding officer of BGB's Battalion No. 45 who led the BGB side, strongly protested the shooting in the zero line of the frontier.
Rajesh Sohan, the commandant officer of BSF Battalion No. 46, alleged that the Indian border troops were forced to open fire in self-defence as nearly 12 Bangladeshi citizens attacked them.
Our Kushtia correspondent added: BSF troops from Bazrapur camp in Nadia district picked up Naharul Islam, 40, of Meherpur Sadar upazila and killed him when he went near Shewratala frontier area of Gangni upazila around 7:30pm Friday.
Rezaul Karim, camp commander of BGB Rifles Battalion 35, neither could confirm why Naharul went in the frontier area nor how he was killed.
The BSF troops might have been strangled Naharul to death, he speculated.
A flag meeting might be held later in the day.
On July 30, Indian Home Minister P Chidambaram said in Dhaka that India had ordered BSF not to shoot anyone crossing Indo-Bangla border no matter what the circumstances are.

বিএসএফের গুলিতে ৪ বাংলাদেশি নিহত

কুড়িগ্রাম, মেহেরপুর ও দিনাজপুরের বিরামপুর সীমান্তে ভারতীয় সীমান্তরক্ষী বাহিনীর (বিএসএফ) গুলিতে আজ শনিবার ও গতকাল শুক্রবার চার বাংলাদেশি নিহত হয়েছেন।

কুড়িগ্রাম: জেলার ফুলবাড়ী উপজেলার গোড়ক মণ্ডল সীমান্তে বিএসএফের গুলিতে আজ শনিবার ভোরে আলমগীর ইসলাম (২৫) নামের এক বাংলাদেশি নিহত হয়েছেন।

স্থানীয় নাওডাঙ্গা ইউনিয়নের চেয়ারম্যান মোসাব্বর হোসেন মুসা জানান, আলমগীর কৃষ্ণানন্দ বকশী গ্রামের কৃষক ইসমাইল হোসেনের ছেলে। তিন সহযোগীসহ গরু নিয়ে আসার সময় বিএসএফের গুলিতে তাঁর মৃত্যু হয়। শিমুলবাড়ী বিজিবি বিওপির কমান্ডার সুবেদার নিজাম উদ্দিন ঘটনার সত্যতা নিশ্চিত করেছেন।

মেহেরপুর: জেলার মেহেরপুর সীমান্তে বিএসএফের গুলিতে গতকাল শুক্রবার রাতে নাহারুল হোসেন (৩৫) নামের এক বাংলাদেশির মৃত্যু হয়েছে। তাঁর বাড়ি মেহেরপুরের গাংনী উপজেলার তেঁতুলবাড়িয়া ইউনিয়নের শাওড়াতলা গ্রামে। নিহতের বাবা বিশারদ হোসেন জানান, গতকাল রাত আটটার দিকে নাহারুল সেচকাজ করতে জমিতে যান। এর কিছুক্ষণ পরই সীমান্তে গুলির শব্দ শুনে তিনি সেখানে যান। কিন্তু ততক্ষণে বিএসএফ লাশ ভারত সীমান্তের ভেতরে নিয়ে যায়। তেঁতুলবাড়িয়া ইউনিয়ন পরিষদের চেয়ারম্যান নাজমুল হুদা বিএসএফের গুলিতে একজনের মৃত্যুর বিষয় নিশ্চিত করেছেন।

বিজিবির ৩২ ব্যাটালিয়ন কমান্ডার ও মিরপুর সেক্টর কমান্ডার লে. কর্নেল হামিদুন নবী চৌধুরী বলেন, শাওড়াতলা সীমান্তে বিএসএফের গুলিতে একজন বাংলাদেশি মারা গেছে বলে তথ্য পাওয়া গেছে। তবে বিএসএফ কেন এ ঘটনা ঘটাল, তা তদন্ত করা হচ্ছে। ঘটনা শুনে বিজিবি লাশ ফেরত চেয়ে বিএসএফকে আনুষ্ঠানিকভাবে চিঠি দিয়েছে।

দিনাজপুর: দিনাজপুরের বিরামপুর সীমান্তে গতকাল শুক্রবার রাতে ভারতীয় সীমান্তরক্ষী বাহিনীর (বিএসএফ) গুলিতে দুই বাংলাদেশি নিহত হয়েছেন। বিএসএফ দুজন বাংলাদেশি নিহত হওয়ার খবর নিশ্চিত করে বলেছে বিকেলে চিঠি দিয়ে জানানো হবে কখন তাঁদের লাশ হস্তান্তর করা হবে। নিহত দুজন হলেন, কাটলা সীমান্তের দাউদপুর গ্রামের মো. মতিয়ার রহমান (২০) এবং রণগ্রামের মো. তাইজুল ইসলাম (২৬)।

আজ শনিবার দুপুরে দুই দেশের মধ্যে পতাকা বৈঠক অনুষ্ঠিত হয়। বৈঠকের পরে বিএসএফের ১২৩ ব্যাটালিয়নের আগ্রা ক্যাম্পের কমান্ডার রাকেশ কুমার বলেন, সীমান্তে বাংলাদেশের গরু ব্যবসায়ীরা তাঁদের ওপর হামলা চালায়। এরপরে বিএসএফ তাঁদেরকে লক্ষ্য করে চারটি গুলি ছোড়ে। এতে দুই বাংলাদেশি নিহত হন।

এদিকে বর্ডার গার্ড বাংলাদেশের (বিজিবি) ভাইগড় ক্যাম্পের কমান্ডার আবদুল কাদের বীর বলেন, এ ঘটনায় বিজিবির পক্ষ থেকে বিএসএফের কাছে প্রতিবাদ জানানো হয়েছে।

BSF returns body of Bangladeshi farmer

Indian Border Security Force yesterday returned the body of a Bangladeshi farmer, nearly a day after he was shot dead allegedly by Indian Khasias along the border in Companyganj, Sylhet.
BSF handed over the body of Kiron Biswas, 40, son of Suresh Biswas of Kalairag village, to police and Border Guard Bangladesh around 2:00pm.
Nandan Dhar, sub-inspector of Companyganj Police Station, said a group of Khasia people opened fire on Kiron when he was working at a paddy field on Kalairag border around 5:00pm on Sunday.
Later, BSF took away the body into their territory.
Police sent the body to Sylhet Osmani Medical College Hospital morgue for an autopsy.

BSF kills Bangladeshi on Benapole border

Indian Border Security Force (BSF) beat a Bangladeshi cattle trader dead along Benapole border yesterday.
The deceased is Tarikul Islam, 23, son of Hamzer Ali of Panchvulote village in Sharsha upazila.
Afzal Hossain, commander of Border Guard Bangladesh (BGB) Putkhali camp, said the BSF troops at Indian Bornobaria camp caught Tarikul, when he, along with other cattle traders, was returning from India around 5:00am.
The Indian border guards beat up Tarikul mercilessly, leaving him dead on the spot.
The other cattle traders, however, managed to cross the border.

One killed by BSF

Yet another Bangladeshi was shot dead along Indian border at Shibganj upazila in Chapainawabganj early yesterday by the Border Security Force (BSF), despite its pledges to stop killing, instead.
Deceased Shariful Islam, 23, a cattle trader, was the son of Shamsul Haque Kalu of Tarapur-Shahapara union of the upazila.
Killing along the Indian border still continues despite its much assurance that the BSF members would be directed to show restrain and use rubber bullets instead of lethal ammunition to stop it.
According to Border Guard Bangladesh (BGB) sources, Shariful was shot when the BSF troops in Pashchimbanga's Malda district opened fire on a group of cattle traders who were crossing Shingnagar border.
The other cattle traders rescued Shariful but he died on the way to Shibganj Upazila Health Complex, said Lt Col Jahangir Hossain.
Later, police recovered the body and sent it to the Sadar hospital morgue for an autopsy.
BGB officials sent a note to its Indian counterpart protesting the killing, Lt Col Jahangir said.
To prevent border killings, Indian Home Minister Palaniappan Chidambaram, during his visit to Bangladesh in late July this year, told reporters, “We have issued strict instructions to our Border Security Force that in no circumstances should they fire upon anyone trying to cross, either from Bangladesh to India or India to Bangladesh.”

BSF kills Bangladeshi 'again'

Chapainawabganj, Nov 19 (bdnews24.com)—India's Border Security Force (BSF) has shot a Bangladeshi citizen dead despite the Indian government's promise to stop killing along the border.

"The killing took place around 5am on Saturday when a group of Bangladeshi traders crossed the border at pillar no 179 in Shingnogor with cattle," commander of 39 Border Guards Bangladesh (BGB) battalion Lt Col Jahangir Hossain told bdnews24.com.

BGB officials said soldiers of BSF battalion 123 of West Bengal's Doulatpur camp in Maldah opened fire on the cattle traders.

The deceased has been identified as Shariful Islam of Tarapur-Sahaparha in Monkosha union of Shibganj upazila and is the son of Shamsul Haque Kalu.

"His co-traders managed to bring him across into the Bangladesh side of the border in critical condition. He died on his way to Shibganj health complex," said Col Jahangir.

The body has been sent to Chapainawabganj Sadar Hospital for autopsy.

A protest letter has been sent to BSF over the killing, added Jahangir. The issue is discussed in every BGB-BSF meeting.

International human-right outfits Human Rights Watch and Amnesty International have severely criticised the Indian government for continuous killing of unarmed Bangladeshis along the border.

New York-based Human Rights Watch in a statement on July 25 said those against whom there is credible evidence of culpability should be prosecuted as part of an effort to end longstanding impunity for abuses along the border with Bangladesh.

Human Rights Watch found numerous cases of indiscriminate use of force, arbitrary detention, torture, and killings by the security force, without adequate investigation or punishment.

The Bangladeshi government has formally protested the killings.

The BSF chief, Raman Shrivastava, after a four-day visit to Dhaka on Sep 30 claimed to the media that the number of killings was 55 in 2009 but so far in 2011, it came down to seven.

Raman said his forces want "to bring it down to zero level" and have introduced non-lethal weapons in many places.

Over 900 Bangladeshi nationals have been killed by the BSF over the last decade, many of them when they crossed into Indian territory for cattle rustling or other smuggling activities.

BSF hands over three Bangladeshis to BGB

Border Security Force (BSF) of India on Friday handed over three Bangladeshi nationals to Border Guard Bangladesh (BGB).
Of them, two youths were picked up by BSF from border area of Thakurgaon on Friday while a teenage girl was abducted from Manikganj and trafficked to India about seven months ago.
According to our Thakurgaon correspondent: BSF handed over two Bangladeshi youths on Friday evening to BGB following a Company Commander-level flag meeting.
The meeting was held at the zero line of Cochal border under Haripur upazila.
The returnees are Soiful Islam,28, son of J Ali of Podampur village and Aynul Islam,28, son of Begdul Islam of Fotapur village under Thakurgaon Sadar upazila.
BGB commanding officer Lt Colonel Mahfuzul Haque told this correspondent over cell phone that the BSF men of Senpara camp picked up the two youths from the border when they went to the zero line to see the barbed wire fence in the morning.
Our Kushtia correspondent adds: BSF handed over a teenage girl to BGB on Friday. She was trafficked to India through Beanpole border about seven months ago.
A student of class nine at a school in Sadar upazila in Manikganj district, a local gang abducted her on her way to school on March 2 this year.
When the gang demanded Tk2 lakh as ransom, her father filed an abduction case with Manikganj Sadar police station accusing nine people on March 6.
At this, the abductors trafficked her to India on April 19.
Meanwhile, a Bangladeshi national who was injured seriously in BSF firing on Goborda border in India opposite to Baikari border in Sadar upazila of Satkhira on October 28, died at Khulna 250-bed Hospital on Friday.
Victim Tajul Islam, 35, son of Md Ziad Ali of Kushkhali village in Sadar upazila was a cattle trader, reports our Satkhira correspondent.
The BSF men fired on the Bangladeshi cattle traders at Goborda at about 4:15 am on October 27 leaving Tajul Islam injured, sources said.
He, however, managed to return to Bangladesh territory and was admitted to Satkhira Sadar Hospital. He was shifted to Khulna hospital as his condition deteriorated.

Indian handed over to BSF


Border Guard Bangladesh (BGB) on Sunday handed over an Indian citizen to the members of Indian Border Security Force (BSF) at Roumari border.
He was identified as Monirul Islam, 25, son of late Hakim Uddin of Charmari village under Mankarchar PS in West Bengal.
According to BGB sources, border guards arrested Monirul from Pillar No. 1057 along Dharmapur frontier in Roumari upazila two and half years ago on charge of intrusion.
A company commander level meeting of the BGB and BSF was held at Boraibari border in Roumari at around 4:00pm on Sunday. At the meeting, Monirul was handed over to the BSF members as his jail term ended recently.
Subedar Mahiuddin led the BGB team while BK Singh, Inspector of BSF Shahapara camp led the BSF team at the meeting.

BSF intruders vandalise houses

Panic grips people of a village in Lalmonirhat
The people of bordering Kisamot Nijjoma village under Sree Rampur union of Patgram upazila are now in a state of panic as Indian border guards vandalised three houses at the village on Monday night.
Sree Rampur BGB (Border Guard Bangladesh) camp in-charge Havilder Bashir Ahmed said some 20 to 25 BSF men of Ratanpur and Shalbari camps under Meghliganj Police Station of Cooch Behar district entered the village at around 8:30, vandalised three houses and took away four cows.
Immediately after the incident, BGB personnel visited the village and condemned the attack on the village. They also informed their Indian counterparts of the matter and asked for a flag meeting.
BSF responded positively and sat in a flag meeting on no man's land at Sree Rampur frontier at 10:30am yesterday. But the company commander level meeting between BGB and BSF ended at 1:30pm without any fruitful result as the Indian border guards denied their involvement in the incident.
The BSF team was led by company commander of Ratanpur BSF camp SK Singh while BGB team by Burimari BGB camp commander Helal Uddin Ahmed.
BGB commander Helal Uddin told this correspondent that the meeting ended inconclusively as BSF flatly denied its involvement in the incident at Kisamot Nijjoma village in Patgram upazila. The Indian team told the meeting that no BSF man had intruded into the village on Monday night, he added.
Commander Helal Uddin further said the BGB personnel are always ready to face any unexpected situation on the border. Additional BGB men have been deployed at the bordering village.
The villagers of Kisamot Nijjoma fear fresh BSF attack on the village anytime as the flag meeting yielded no positive results. Moyna Begum, 36, wife of Atikar Rahman of the village, said the villagers are now in a state of panic as the flag meeting has failed to settle the issue.

সীমান্তে হত্যা সুসম্পর্কের অন্তরায়: বিজিবিপ্রধান

ঢাকা, সেপ্টেম্বর ৩০ (বিডিনিউজ টোয়েন্টিফোর ডটকম)- সীমান্তে বাংলাদেশি হত্যা পুরোপুরি বন্ধে কার্যকর পদক্ষেপ নেওয়ার আহ্বান জানিয়ে এতে ভারতীয় কর্তৃপক্ষের আশ্বাস পেয়েছেন বিজিবিপ্রধান মেজর জেনারেল আনোয়ার হোসেন।

ঢাকায় বাংলাদেশ-ভারত সীমান্ত সম্মেলনের পর শুক্রবার যৌথ সংবাদ সম্মেলনে বর্ডার গার্ড বাংলাদেশের মহাপরিচালক আনোয়ার বলেন, সীমান্তে হত্যার ঘটনা অগ্রহণযোগ্য এবং তা দুই দেশের সুসম্পর্ক নষ্ট করছে।

ভারতীয় সীমান্ত রক্ষী বাহিনী- বিএসএফের মহাপরিচালক রমন শ্রীবাস্তব সীমান্তে হত্যার ঘটনা কমে আসার তথ্য তুলে ধরে বলেন, "আমরা এটা শূন্যের পর্যায়ে নামিয়ে আনতে চাই।"

সোমবার থেকে শুরু হওয়া বিজিবি-বিএসএফ মহাপরিচালক পর্যায়ে সম্মেলনে উভয় দেশের সীমান্ত রক্ষী বাহিনীর প্রধান নিজ নিজ দেশের পক্ষে নেতৃত্ব দেন।

সীমান্তে হত্যার বিষয়ে বিজিবি মহাপরিচালক বলেন, "এ কারণে দুদেশের মধ্যে উত্তেজনা ছিলো, তবে স¤প্রতি দুদেশের প্রধানমন্ত্রীদের মধ্যে আলোচনার পর তা কমে এসেছে।"

"আমরা আন্তর্জাতিক রীতি মেনে চলি এবং কোনো ভারতীয় অবৈধভাবে সীমান্ত পার হলে আমরা তার ওপর গুলি চালাই না, শুধু গ্রেপ্তার করি," সীমান্তে নিজেদের সহনীয় আচরণ তুলে ধরে তা বিএসএফকেও অনুসরণ করতে বলেন বিজিবিপ্রধান।

বর্ডার সিকিউরিটি ফোর্স-বিএসএফের মহাপরিচালক রমন শ্রীবাস্তব সীমান্তে হত্যাকাণ্ডের জন্য দুঃখ প্রকাশ করেন।

২০০৯ সালে সীমান্তে নিহতের সংখ্যা ৫৫ হলেও ২০১১ সালে এ সংখ্যা সাত জনে নেমে এসেছে জানিয়ে তিনি বলেন, "আমি আবারো বলছি, আমরা এটি শূন্যের পর্যায়ে নামিয়ে আনতে চাই।"

বিএসএফপ্রধান জানান, নিজেদের সংযত করতে ইতোমধ্যেই অনেক এলাকায় প্রাণঘাতী নয়, এমন অস্ত্র ব্যবহার শুরু করেছে বিএসএফ।

তিনি জানান, ২০০৯ সালে ৫৫ বাংলাদেশিকে হত্যা করে বিএসএফ। ২০১০ সালে সংখ্যাটি ছিলো ৩২ জন। তবে চলতি বছরে সীমান্তে হত্যাকাণ্ডের সংখ্যা সাত।

তিনি দাবি করেন, ২০০৯ সালে অবৈধভাবে সীমান্ত পার করার সময় ৩৭ ভারতীয় এবং ২০১০ সালে ২৩ ভারতীয়কেও হত্যা করে বিএসএফ। তবে ২০১১ সালে এ সংখ্যাটিও পাঁচ জনে নেমে আসে।

রমন জানান, এছাড়া অপরাধীদের হাতে ২০০৯ সালে ১১ বিএসএফ সদস্য আহত হয়। ২০১০ সালে এ সংখ্যা বেড়ে ৫৭-তে দাঁড়ায়। ২০১১ সালে অপরাধীদের হাতে এক বিএসএফ সদস্য নিহতসহ ৭৭ সদস্য আহত হয়।

তিনি আরো বলেন, ২০০৯ সালে ৬৮৫ বাংলাদেশিকে গ্রেপ্তার করে বিএসএফ। ২০১০ সালে ১ হাজার ৬৩৮ জনকে এবং ২০১১ সালে ২ হাজার ৩০০ বাংলাদেশিকে গ্রেপ্তার করা হয়।

এছাড়া ২০০৮ সালে সীমান্তের বেড়া কাটার ঘটনা ঘটে ৩৩৩টি, ২০০৯ সালে ৫৬৬টি. ২০১০ সালে ৯২৪টি এবং ২০১১ সালে ৬৩৮টি।

BSF chief claims only 7 killed this year; BGB, others count at least 27

In contrast to counts in Bangladesh, the director general of Indian Border Security Force yesterday claimed BSF personnel have killed only seven Bangladeshis along the border so far this year.
Border Guard Bangladesh puts the number at 27 and rights group Ain o Salish Kendra (ASK) at 29.
BSF Director General Raman Srivastava, however, assured his Bangladesh counterpart of bringing down the number to zero.
He was briefing journalists at the BGB headquarters at Pilkhana in Dhaka at the end of a six-day conference between the two border forces.
A top BGB official termed “unrealistic” the number given by the BSF chief.
“Till September this year, 27 Bangladeshi civilians have been killed and 17 injured by BSF,” the official told The Daily Star, requesting anonymity.
According to ASK, 13 of the 29 killed by BSF men in January-September were physically tortured. During the period, 53 other Bangladeshis were wounded by the border force.
Odhikar, another human rights group, said BSF killed 27 Bangladeshis between January and August this year. The number was 74 last year and 98 the previous year, according to a report prepared by the group.
But the BSF chief said 32 Bangladeshi nationals were killed in 2010 and 55 in 2009.
According to BGB sources, the numbers are 60 and 67.
“Incidents of killing in border areas are decreasing gradually. We assure you that incidents of border killing will be lessened to zero as we want friendly relations,” Srivastava told the briefing.
Replying to a query, he said, “What you call border killings are not killings, those are deaths. And we're also sorry for that.
“BSF personnel have stopped using bullets at maximum level. Non-lethal weapons are being used now.”
He added that some killings are the result of self-defence on the part of BSF.
Expressing concern over the increasing number of incidents of cutting barbed wire fence on the border, he said, “Incidents of fence cutting occurred at 333 places in 2008, 556 places in 2009, 924 places in 2010 and at 637 places till September this year.”
Meeting sources said India submitted separate lists of the Indian terrorists, smugglers and currency counterfeiters active in Bangladesh.
Maj Gen Anwar Hussain, director general of BGB, assured his Indian counterpart that his force will not let criminals use Bangladesh land.
Both the chiefs said they agreed to launch a joint border management after October 31 in line with an agreement signed during Indian Home Minister P Chidambaram's visit to Dhaka in July this year.
The joint management is aimed at resolving all outstanding border issues including combating cross-border crimes and enhancing quality of border management as well as to ensure cross-border security.
The BGB chief said his personnel do not shoot anyone in border areas; they rather arrest and hand over the suspects to BSF. “BGB abides by all international rules, and we want BSF to do the same,” said Anwar.

A director-general-level meeting of the border guards of India and Bangladesh began yesterday amidst high hopes for resolution of common boundary-related problems.

 Meanwhile, Raman Srivastava, the visiting Indian Border Security Force (BSF) director general, met Home Minister Shahara Khatun at her office in the Secretariat and promised that no more killing of innocent Bangladeshis will occur in the border areas, Shahara told reporters.

The BSF director general and his counterpart Border Guard Bangladesh (BGB) Director GeneralMaj Gen Anwar Hussain raised boundary issues of their concern yesterday on the inaugural day of the six-day-long conference at the BGB headquarters in the city's Pilkhana.

Anwar Hussain urged Srivastava to stop killing of unarmed Bangladeshis by the Indian force.

He also placed eight other issues including arrest and kidnapping of Bangladeshi nationals by BSF and Indians, border violation, illegal border crossing, and intrusion into Bangladesh territory by BSF and Indian citizens.

The BGB director general demanded that smuggling of various types of drugs be stopped from India to Bangladesh.

The BSF chief also raised the issue of trans-border crimes committed by Bangladeshi people in Indian territory.

BGB top officials demanded stopping of construction of military wire obstacles by the Indian authority within 150 yards of land boundary.

On the first day of the conference, both sides stressed the need for taking confidence building measures, BGB sources told The Daily Star.

During the talks, the Indian side claimed that Indian insurgent groups are active in Bangladesh, which was outright rejected by Bangladesh, meeting sources said.

Border killing high on agenda

BGB-BSF meet starts today
Bangladesh will reiterate its concern over the killings of civilians along its border with India during the director-general level meeting of the border guards of India and Bangladesh in Dhaka today.
Countering terror and effective joint patrolling along the frontier will also be high on the agenda.
The six-day talks between Border Security Force of India and Border Guard Bangladesh will be held in Pilkhana headquarters of BGB.
A 21-member delegation led by BSF Director General Raman Srivastava reached Dhaka yesterday to meet his counterpart Maj Gen Anwar Hussain.
Talking to The Daily Star, Col Hafizur Rahman of BGB said apart from the boarder killing issue, the BGB delegates will raise the issues of women, children and drug trafficking and illegal border crossings.
“The Bangladesh side will also stress the need for confidence building between the two sides and implementation of a coordinated border management plan,” Col Hafizur added.
The two sides are expected to hand over lists of militant hideouts in their respective regions, the official said. A joint memorandum will also be signed on the last day of the talks, September 30.
BSF and BGB man the 4,096km border between the two countries.
Bangladesh has repeatedly voiced concern over the killings of its nationals by BSF which, however, argues that they have no option but to open fire to stop criminals who do not listen to their verbal warnings.
BSF recently promised not to use lethal weapons along the border. However, Bangladeshi nationals continue to die in the hands of BSF.
The recent visit of the Indian premier to Dhaka has created new hope in resolving unsettled border issues as the chiefs of the two countries already signed agreements on the historic land boundary demarcation and exchange of adversely-possessed enclaves.
Asked about items on the Indian agenda, Col Hafizur said BSF will raise the issue of attack on BSF personnel by Bangladeshi people. BSF will also give importance to confidence building between the border guards of the two countries.
Our New Delhi correspondent adds: The two sides are expected to take stock of their recent joint decision to deploy non-lethal weapons along the border and granting of 24-hour unfettered access to Bangladeshi nationals in the Tin Bigha corridor connecting Dahagram and Angapota enclaves.
The last director general-level talks between the forces were held in Delhi in March this year.

India yesterday said it has ordered its Border Security Force not to shoot anyone crossing Indo-Bangla border no matter what the circumstances are.

Visiting Indian Home Minister P Chidambaram said this at a joint press conference with his Bangladesh counterpart Shahara Khatun.

“Let me make it very clear…we have issued strict instructions to our border security forces that under no circumstances should they fire upon anyone trying to cross from either Bangladesh to India or India to Bangladesh. The message has gone down to the last jawan,” Chidambaram said.

"The only situation in which we have said firing may be justified is when a gang actually attacks a BSF jawan or an office. Then he has to protect himself and fire in self-defence,” he added.

The Indian minister who arrived in Dhaka on Friday night for a one-day visit also claimed that the number of people getting killed at the borders has come down to seven this year, which was 33 last year.

However, according to Bangladeshi human rights body Odhikar, BSF killed 17 Bangladeshis and wounded 49 others between January and June. Ain O Salish Kendra (ASK), another rights group, said 14 people were killed during the same period.

Yesterday's joint press conference was held after a meeting between Chidambaram and Shahara at the home ministry.

During the meeting that lasted one and a half hours, the two countries signed "Bangladesh and India Coordinated Border Management Plan" to stop cross-border crimes like smuggling of drugs and trafficking of women and children.

At the press conference, they expressed optimism that the issues of 6.5km border demarcation, transfer of enclaves, exclaves and adversely possessed land would be resolved before Indian Prime Minister Manmohan Singh visits Dhaka on September 6-7.

The Indian home minister said headcounts at the 162 enclaves and exclaves have just been completed and the total population living in those is 51,000. Of them, 34,000 Indians and 17,000 Bangladeshis are living in Indian enclaves and exclaves. Many enclaves and exclaves are unpopulated.

Asked if the inhabitants would be given choice in taking citizenship, he said their fate will be decided by the two prime ministers when they meet in Dhaka.

Chidambaram said the issue of adversely possessed land has almost been resolved apart from one or two points that need to be worked out. He said the Joint Boundary Working Group is working on the un-demarcated 6.5km of border.

Shahara told the media that Bangladesh has sought India's cooperation in the search for two fugitive Bangabandhu killers--Majed and Moslehuddin.

Chidambaram said they may be in India and the Indian government will “leave no stone unturned to apprehend the convicts”. He, however, said India needs more information and intelligence from Bangladesh in this regard.

About the Indian Phensidyl factories along the border, the Bangladesh home minister said those factories have been closed. Phensidyl, a cough syrup, is banned in Bangladesh for its widespread abuse.

At the meeting, the two sides agreed to cooperate in the field of security and expressed their resolve to jointly combat the menace of insurgency, militancy and terrorism.

The 17-member Bangladesh team included State Minister for Home Shamsul Huq Tuku, Bangladesh High Commissioner to India Tariq A Karim, Home Secretary Abdus Sobhan Sikdar, Land Secretary Mokhlesur Rahman, Inspector General of Police Hasan Mahmood Khandaker, Border Guard Bangladesh Director General Major Gen Anwar Hussain.

The Indian delegation included Indian High Commissioner to Bangladesh Rajeet Mitter, BSF Director General Raman Srivastava, Joint Secretaries Kamal Kanti Mittal, Shambhu Singh, Indian Deputy High Commissioner Sanjay Bhattacharyya and Inspector General (G) BSF SK Mishra, and External Affairs Ministry Director Deepak Mittal.

Before leaving Dhaka last night, the Indian minister met Foreign Minister Dipu Moni and called on Prime Minister Sheikh Hasina.

Foreign Minister Dipu Moni yesterday urged India to take effective steps to put a complete stop of frequent incidents of firing by BSF on innocent and unarmed Bangladeshi nationals.

She made the request when visiting Indian Home Minister P. Chidambaram paid a call on her at her office yesterday afternoon, said a press release.

Dipu Moni reiterated the unequivocal position of the government against terrorism and assured that Bangladesh would continue its cooperation with India in this regard.

She noted that the two countries must strengthen efforts to stop criminal activities along the border, particularly drugs smuggling and human trafficking.

Dipu Moni also expressed satisfaction at the level of cooperation between the two countries, particularly in the areas of security, border management and the work to resolve the long pending issue of demarcation of the land boundary and its related issues.

Bangladeshi beaten to death by BSF

A Bangladeshi cattle trader was beaten to death allegedly by Indian Border Security Force (BSF) at Burimari border under Patgram upazila yesterday.

Patgram police recovered the body of the deceased from the Saniyazan River in the morning.

The victim was identified as Mizanur Rahman,25, son of Fazlul Haque of Bamondol village near Burimari border.

Quoting family sources, OC of Patgram PS Murshidul Karim said Mizanur Rahman was caught by BSF men of Changrabandha while he along with four others were bringing cattle from India through Burimari border.

Mizanur was tortured severely. When he died the BSF men threw his body into Saniyazan River, he said.

Mizanur's father said that his son and a few other locals went to India to bring cattle on Wednesday. "My son was tortured to death by BSF yesterday morning,” he said.

However, Burimari BGB camp commander Subedar Baset Miah said, he had no information of torturing any Bangladeshi to death by BSF.

Police sent the body to Lalmonirhat Sadar Hospital morgue for autopsy yesterday.

বিএসএফের পাথরের আঘাতে বাংলাদেশির মৃত্যু

লালমনিরহাট, জুন ৩০ (বিডিনিউজ টোয়েন্টিফোর ডটকম)- ভারতীয় সীমান্ত রক্ষী বাহিনীর (বিএসএফ) ছোড়া পাথরের আঘাতে লালমনিরহাট জেলার পাটগ্রাম উপজেলায় এক বাংলাদেশির মৃত্যু হয়েছে।

বৃহস্পতিবার ভোরে বুড়িমারী সীমান্তের সানিয়াজান নদীতে এ ঘটনা ঘটে বলে জানিয়েছে পুলিশ ও বর্ডার গার্ড বাংলাদেশ (বিজিবি)।

নিহত মিজানুর রহমান (২৫) উপজেলার বুড়িমারী ইউনিয়নের বামন দল গ্রামের ফজলু মিয়ার ছেলে। তিনি গরু কেনা-বেচার ব্যবসা করতেন।

বিজিবি বুড়িমারী ক্যাম্পের কোম্পানি কমান্ডার সুবেদার বাসেদ সাংবাদিকদের জানান, মিজানুর ভোরে সীমান্তের ৮৩৮ নম্বর মেইন পিলারের পাশের সানিয়াজান নদী দিয়ে ভারত থেকে গরু নিয়ে আসছিলেন। এ সময় খোঁষাল ডাঙ্গা ক্যাম্পের বিএসএফ সদস্যরা নদীর সেতুর ওপর থেকে মিজানুরের মাথা লক্ষ্য করে বড় বড় পাথর নিক্ষেপ করে।

পাথরের আঘাতে ঘটনাস্থলেই মিজানুরের মৃত্যু হয় বলে জানান তিনি।

দুপুর ১২টার দিকে বিএসএফ লাশ ফেরত দিয়েছে জানিয়ে তিনি বলেন, বিজিবি এ ধরণের হত্যাকাণ্ডের তীব্র প্রতিবাদ জানিয়েছে।

পাটগ্রাম থানার ওসি মুরশিদুল করিম এহতেশাম জানান, লাশ ময়না তদন্তের জন্য লালমনিরহাট সদর হাসপাতাল মর্গে পাঠানো হয়েছে।

BSF tortures 3 cattle traders: Hands over two other Bangladeshis after abduction

Three Bangladeshi cattle traders, tortured and left unconscious by Border Security Force (BSF) of India on Thursday night at Dhannokhola village of Benapole, were admitted to a local hospital in critical condition yesterday.

They are Saiful Islam, 35, Shahin Ali, 30, and Julfikar Ali, 32, of the village.

Border Guard Bangladesh (BGB) Commander Mosharraf Hossain on Thursday night said BSF of Sutia camp caught the three returning to Bangladesh with cattle through Dhannokhola border.

Meanwhile, our correspondent from Kushtia reports: BSF handed over two Bangladeshis after abducting them eight hours ago from Chuadanga border on Thursday.

The two are Dilu Seikh, 40, son of Joynal Seikh, and Asadul Islam, 36, son of Laltu Mia, residents of Joynagar village in Darshana.

BGB-35 Rifle in Chuadanga said a BSF team from Gede camp in Jalangi thana in West Bengal picked up the men working at a banana orchard on Bangladesh near pillar no 76 around 12:30pm.

BGB and BSF sat at a flag meeting and the men were handed over.

BSF returns bodies of 2 cattle traders, injures 2

Two Bangladeshi cattle traders were seriously injured by Indian Border Security Force (BSF) yesterday while bodies of two others were handed over to members of Border Guard of Bangladesh (BGB) on Sunday and the day before.

BSF yesterday attacked two cattle traders with sharp weapons on Kaijuri border in India opposite to Baikari in Satkhira Sadar upazila, reports our correspondent.

The injured cattle traders are Md Abdur Razzak, 30, son of Md Nesar Ali and Md Baqui Billah, 25, son of Md Manirul Islam of village Kaliani Chhoygharia in Sadar upazila.

Abdur Razzak managed to return to Bangladesh territory and he is now undergoing treatment at a private clinic at Satkhira town.

Baqui Billah was rescued by Indian nationals and admitted to Basirhat hospital, according to a report from across the border.

Razzak said they went to India to buy cattle on June 4.

BSF men of Kaijuri camp in India caught them while they were returning to Bangladesh with cattle and hit them with sharp weapons. Later, the BSF men left them about 200 yards of the zero point on Kaijuri border, he said.

Meanwhile, body of another cattle trader, who was chopped to death by BSF on May 27 on Soladana border in Basirhat of India opposite to Padmashakhra border in Sadar upazila, was returned to BGB after a flag meeting on Sunday.

Victim Ruhul Amin, 28, was son of Ohab Ali of village Komorpur in Debhata upazila.

Quoting bordering villagers BGB said Ruhul Amin and others went to India to buy cattle on May 24.

BSF men of Soladana camp arrested the victim while he was returning to Bangladesh with cattle on river Ichchamati and chopped him to death on May 27, sources from across the border said.

BSF returned the body of another Bangladeshi cattle trader--Abdul Alim, 35, of Horinapota village under Sharsha upazila in Jessore on Saturday, reports our Benapole correspondent.

BSF returned the body five days after he was shot dead at Dhanyokhola border.

Liakat Hossain, 22 BGB commander of check post camp, said Alim was shot dead by BSF on Wednesday night while he was returning home through Indian border along with a group of cattle traders.

Later, the BSF men dragged Alim's body inside Indian territory.

বিএসএফের গুলিতে এক জন নিহত

ঢাকা, জুন ০২ (বিডিনিউজ টোয়েন্টিফোর ডটকম)- জয়পুরহাটে বিএসএফের গুলিতে এক বাংলাদেশি নিহত হয়েছে। লাশও নিয়ে গেছে ভারতীয় সীমান্ত রক্ষীরা।

নিহতের নাম মো. ফজলুর রহমান (৪০)। তিনি পাঁচবিবি উপজেলার নন্দাইল গ্রামের কফিল উদ্দিনের ছেলে।

জয়পুরহাট ৩ বিজিবি (বর্ডার গার্ডস বাংলাদেশ) ইন্টেলিজেন্ট কর্মকর্তা মেজর জাকির হোসেন বিডিনিউজ টোয়েন্টিফোর ডটকমকে বলেন, বৃহস্পতিবার ভোর সাড়ে ৪টায় হাটখোলা সীমান্তে বিএসএফের গুলিতে ফজলুর নিহত হন।

পাঁচবিবি থানার ওসি বিমান চন্দ্র কর্মকার বলেন, ফজলুরের লাশ বিএসএফ মথুরাপুর ইউনিটের সদস্যরা নিজেদের জিম্মায় নিয়ে গেছে।

প্রতিশ্রুতি সত্ত্বেও সীমান্তে বাংলাদেশি নাগরিক হত্যার ঘটনা বন্ধ হচ্ছে না। মানবাধিকার সংগঠন অধিকারের প্রতিবেদন অনুযায়ী, গত মে মাসে বিএসএফের গুলিতে চার বাংলাদেশি নিহত হন। আহত হন এক জন।

বেনাপোল সীমান্তে বিএসএফের গুলিতে বাংলাদেশি নিহত

বেনাপোলের ধানখোলা ক্যাম্পের বাঁশ ঘাটা ফাঁড়ির কাছে ভারতীয় সীমান্তরক্ষী বিএসএফের গুলিতে আবদুল আলিম (৩৫) নামের এক গরু ব্যবসায়ী নিহত হয়েছেন।

আজ বুধবার ভোরে এই ঘটনা ঘটে। নিহত আবদুল আলিম শার্শা উপজেলার হরিণাপোতা গ্রামের আবদুল মালেকের ছেলে।

ধানখোলা ক্যাম্পের বিজিবি কমান্ডার মোশাররফ হোসেন জানান, আজ সকালে একদল গরু ব্যবসায়ী গরু নিয়ে দেশে ফিরছিলেন। এ সময় তাঁদের লক্ষ্য করে বাঁশ ঘাটা ফাঁড়ির বিএসএফে জওয়ানরা গুলি ছোড়েন। এতে গুলিবিদ্ধ হয়ে ঘটনাস্থলেই আবদুল আলিম নিহত হন। পরে বিএসএফেরা আলিমের লাশ টেনে নিয়ে যায়। ইউএনবি।

BSF kills 1

The body of a Bangladeshi cattle trader, allegedly stabbed to death by Indian Border Security Force, was seen floating in the bordering Ichhamoti river of Satkhira Sadar upazila yesterday.

The victim was identified as Ruhul Amin, 35, son of Abdul Wahab Ali of Komorpur village of Debhata upazila of the district.

Sources at 41 Battalion of BGB said BSF jawans of Soladana camp chased a group of Bangladeshi cattle traders when they were returning home from India along with their cattle at about 6:00am.

BSF forces caught Ruhul during the chase and stabbed him with rifle bayonet, leaving him dead.

The BSF jawans later dumped the body into Ichhamoti, sources said.

Local people found the body floating at Haraddah border at about 9:00am and informed the police.

The body could not be retrieved as it drifted towards the Indian water territory before the arrival of police, sources added.

Contacted, Shajahan Ali Khan, officer-in-charge of Sadar Police Station, confirmed the incident.

The body could not be recovered till filing of this report at 5:00pm yesterday.

ভারতীয় সীমান্তরক্ষী বাহিনীর (বিএসএফ) গুলিতে একজন বাংলাদেশি গরু ব্যবসায়ী আহত হয়েছেন। আজ শুক্রবার ভোর চারটায় সাতক্ষীরার গাজীপুর সীমান্তের বিপরীতে ভারতের কলাপোতা এলাকায় এ ঘটনা ঘটে।

গুলিবিদ্ধ ব্যবসায়ীর নাম শাহাদাত্ হোসেন (৩০)। তিনি সাতক্ষীরা জেলা সদরের ভাড়ুখালী গ্রামের করিম মোড়লের ছেলে।

সীমান্তের গ্রামবাসী জানায়, শাহাদাত্ হোসেনসহ ১৪-১৫ জন গরু ব্যবসায়ী গতকাল বৃহস্পতিবার সন্ধ্যায় সাতক্ষীরার গাজীপুর সীমান্ত পেরিয়ে ভারতে গরু আনতে যান। আজ ভোর চারটার দিকে ভারতের পশ্চিমবঙ্গের উত্তর ২৪ পরগনা জেলার বসিরহাট মহকুমার কলাপোতা সীমান্ত দিয়ে গরু নিয়ে আসার সময় গাজীপুর সীমান্তের বিপরীতে ভারতের কলাপোতা ক্যাম্পের টহলরত বিএসএফ সদস্যরা তাঁদেরকে লক্ষ্য করে গুলি ছোড়ে। এতে শাহাদাত্ হোসেনের ডান হাতে গুলি লাগে। স্থানীয় লোকজন তাঁকে উদ্ধার করে চিকিত্সার জন্য খুলনার একটি ক্লিনিকে ভর্তি করে।

সাতক্ষীরা বিজিবি ৪১ ব্যাটালিয়নের অধিনায়ক লে. কর্নেল এনায়েত করিম ঘটনা নিশ্চিত করেন বলেন, ঘটনার প্রতিবাদ করে ও পতাকা বৈঠকের আহ্বান জানিয়ে বিএসএফের কলাপোতা ক্যাম্পে চিঠি পাঠানো হয়েছে।

সাতক্ষীরা সীমান্তে বিএসএফের গুলিতে দুই বাংলাদেশি নিহত

ভারতীয় সীমান্তরক্ষী বাহিনীর (বিএসএফ) গুলিতে দুজন নিহত ও দুজন আহত হয়েছে। আজ সোমাবার ভোর সাড়ে চারটার দিকে সাতক্ষীরার গাজীপুর সীমান্তের বিপরীতে ভারতের কলাপোতা এলাকায় এ ঘটনা ঘটে।

নিহত একজনের নাম রেকাতুল ইসলাম (১৫)। সে কালীগঞ্জ উপজেলার বসন্তপুর গ্রামের মুনছুর গাজীর ছেলে। নিহত অপরজনের পরিচয় জানা যায়নি। আহত ব্যক্তিরা হলেন, কালীগঞ্জ উপজেলার মাঘুরালি গ্রামের পোটাল মিঞার ছেলে শাহাদাত্ হোসেন (২৪) এবং শ্যামনগর উপজেলার জাবাখালী গ্রামের ইমান আলী মোল্লার ছেলে আজিজুল ইসলাম (৪২)। আহতদের খুলনা ২৫০ শয্যা হাসপাতালে ভর্তি করা হয়েছে। নিহত ও আহতেরা সবাই গরুর রাখাল বলে জানা গেছে।

নাম প্রকাশে অনিচ্ছুক কয়েকজন রাখাল জানায়, রেকাতুল, শাহাদাত্, আজিজুলসহ তাদের ২৮ জনের একটি দল শ্যামনগর উপজেলার কৈখালী গ্রামের রফিকুল ইসলামের সহযোগিতায় গতকাল রোববার সন্ধ্যায় গাজীপুর সীমান্ত দিয়ে ভারতে গরু আনতে যায়। আজ ভোর সাড়ে চারটার গরু নিয়ে আসার সময় গাজীপুর সীমান্তের বিপরীতে জিরো পয়েন্ট থেকে ভারতের ২০০ গজ ভেতরে বসিরহাট মহকুমার কলাপোতা গ্রামে হেলাতলা ক্যাম্পের বিএসএফ সদস্যরা তাদের লক্ষ্য করে কয়েকটি গুলি চালায়। এতে ঘটনাস্থলেই রেকাতুলসহ দুজন নিহত হয়। রেকাতুলের লাশ বাংলাদেশে নিয়ে আসতে পারলেও অন্যজনের লাশ তারা নিয়ে আসতে পারেনি। শাহাদাত্ ও আজিজুল গুলিবিদ্ধ হয়ে জিরো পয়েন্ট পৌঁছালে স্থানীয় লোকজনের সহযোগিতায় তাদেরকে খুলনা ২৫০ শয্যা হাসপাতালে পাঠানো হয়।

কালীগঞ্জ থানার ভারপ্রাপ্ত কর্মকর্তা (ওসি) সৈয়দ ফরিদউদ্দিন ঘটনার সত্যতা নিশ্চিত করে বলেন, নিহত রেকাতুলের লাশ সাতক্ষীরা সদর হাসপাতাল মর্গে ময়নাতদন্ত শেষে তার পরিবারের কাছে হস্তান্তর করা হয়েছে।

বর্ডার গার্ড বাংলাদেশের (বিজিবি) সাতক্ষীরা ৪১ রাইফেল ব্যাটালিয়নের অধিনায়ক লেফট্যানেন্ট কর্নেল এনায়েত করিম বলেন, ‘নীলডুমুর বিজিবি ব্যাটালিয়নের খাজিয়া সীমান্ত এলাকা একটি লাশ পাওয়া গেছে বলে শুনেছি। তবে বিএসএফের কাছ থেকে এ ব্যাপারে জানতে চাইলে তারা গুলি চালানোর কথা অস্বীকার করেছে।’

বেনাপোলে বিএসএফের গুলিতে বাংলাদেশি আহত

যশোরের বেনাপোলের সাদিপুর সীমান্তে গতকাল বুধবার রাতে ভারতীয় সীমান্তরক্ষী বাহিনীর (বিএসএফ) গুলিতে এক বাংলাদেশি আহত হয়েছে। তার নাম মুন্না মিয়া (১৫)। সে বেনাপোলের সাদিপুর গ্রামের বিনু মিয়ার ছেলে।

২০ বর্ডার গার্ড বাংলাদেশের (বিজিবি) বেনাপোলের ইমিগ্রেশন চেকপোস্ট ক্যাম্পের নায়েক সুবেদার লিয়াকত আলী জানান, গতকাল রাতে মুন্না মিয়া ও তাঁর কয়েকজন সহযোগী মিলে ভারতে গরু আনতে যায়। গরু নিয়ে ফেরার পথে সাদিপুর সীমান্তে বিএসএফ তাদের লক্ষ্য করে গুলি ছোড়ে। এতে মুন্না মিয়া গুলিবিদ্ধ হয়। তার সহযোগীরা তাকে উদ্ধার করে প্রথমে যশোর ২৫০ শয্যার জেনারেল হাসপাতালে ভর্তি করে। পরে অবস্থার অবনতি হলে তাকে খুলনা মেডিকেল কলেজ হাসপাতালে নিয়ে যাওয়া হয়।

বিএসএফের গুলিতে গরু ব্যবসায়ী নিহত

চাঁপাইনবাবগঞ্জের গোমস্তাপুর উপজেলার রোকনপুর-নীতপুর সীমান্তে শনিবার রাতে ভারতীয় সীমান্তরক্ষী বাহিনী বিএসএফের গুলিতে সানাউল্লাহ (৩২) নামের এক গরু ব্যবসায়ী নিহত হয়েছেন। এ সময় গুলিবিদ্ধ হয়ে গুরুতর আহত হয়েছেন অপর এক গরু ব্যবসায়ী। নিহত সানাউল্লাহ চাঁপাইনবাগঞ্জের গোমস্তাপুর উপজেলার রাধানগর ইউনিয়নের রোকনপুর নগরপাড়া গ্রামের ফজলুর রহমানের ছেলে।

বিজিবি জানায়, রাত ৩টার দিকে কয়েকজন গরু ব্যবসায়ী ভারত থেকে গরু নিয়ে ফেরার পথে সীমান্তের ২২৮/২ আর পিলারের কাছে এলে ভারতের আগ্রাবাদ বিএসএফ ক্যাম্পের জওয়ানরা তাঁদের লক্ষ্য করে গুলি করে। এতে সানাউল্লাহ ঘটনাস্থলেই মারা যান। এ সময় গুলিবিদ্ধ হয়ে আহত হন একই এলাকার খোস মোহাম্মদের ছেলে নাজমুল ইসলাম (৪৫) নামের অপর এক গরু ব্যবসায়ী। হত্যাকাণ্ডের পর বিএসএফ সানাউল্লাহর লাশ নিয়ে গেছে। এ ঘটনায় বিজিবির পক্ষ থেকে প্রতিবাদ জানানো হয়েছে। স্থানীয় সূত্র জানিয়েছে, আহত নাজমুলকে রাজশাহীর একটি ক্লিনিকে ভর্তি করা হয়েছে।

বিএসএফের গুলিতে বাংলাদেশি আহত

দিনাজপুরের বিরামপুর উপজেলার দাউদপুর সীমান্তের ওপারে ভারতীয় সীমান্তরক্ষী বাহিনীর (বিএসএফ) গুলিতে এক বাংলাদেশি নাগরিক আহত হয়েছেন। তাঁর নাম আবদুর রহিম (৩৫)। তিনি উপজেলার দামাড়পাড়া গ্রামের ইসমুত উদ্দিনের ছেলে।

বিজিবি সূত্র জানায়, গতকাল শুক্রবার ভোরে রহিম ভারতে ঢোকেন। কিছুক্ষণ পর তিনি গরু কিনে জামালপুর সীমান্ত দিয়ে দেশে ফেরার সময় ভীমপুর বিএসএফ ক্যাম্পের সদস্যরা গুলি করেন।

বাংলাবান্ধায় ভারতীয় প্রেমিকযুগল আটক পরে ফেরত

পঞ্চগড়ের বাংলাবান্ধা সীমান্তে ভারতীয় প্রেমিকযুগলকে আটক করার পর বর্ডার গার্ড বাংলাদেশ (বিজিবি) তাদের ফেরত পাঠিয়ে দিয়েছে। একটি মোটরসাইকেলে করে তারা বাংলাবান্ধা স্থলবন্দর দিয়ে গত মঙ্গলবার বিকেলে বাংলাদেশের অভ্যন্তরে ঢুকে পড়ে। আটক ব্যক্তিরা হলো দশম শ্রেণীর ছাত্রী ঝরনা পাল (১৫) ও দীপংকর রায় (১৬)। তাদের বাড়ি ভারতের পশ্চিমবঙ্গের জলপাইগুড়ি জেলায়।

প্রত্যক্ষদর্শী ও বিজিবি সূত্রে জানা গেছে, গত মঙ্গলবার বিকেল পাঁচটার দিকে তেঁতুলিয়ার বাংলাবান্ধা স্থলবন্দরে পণ্য আমদানি-রপ্তানির কাজ চলছিল। এ সময় ওই প্রেমিকযুগল ভারতীয় সীমান্তরক্ষী বাহিনীর (বিএসএফ) চোখ ফাঁকি দিয়ে একটি মোটরসাইকেলে করে দ্রুত বাংলাদেশের অভ্যন্তরে ঢুকে পড়ে। পরে বাংলাদেশের দুই কিলোমিটার অভ্যন্তরে স্থানীয় লোকজনের সহায়তায় বিজিবির সদস্যরা তাদের আটক করে।

পঞ্চগড় ২৫ বিজিবি ব্যাটালিয়নের অধিনায়ক লে. কর্নেল সাদেকুল বারী ঘটনার সত্যতা নিশ্চিত করে বলেন, তারা ভুল করে সীমান্ত অতিক্রম করে বাংলাদেশের অভ্যন্তরে ঢুকে পড়েছিল। তাদের বিএসএফের মাধ্যমে ভারতে ফেরত দেওয়া হয়েছে। তারা একে অপরের আত্মীয় ও তাদের মধ্যে প্রেমের সম্পর্ক রয়েছে।

বাংলাদেশে অনুপ্রবেশ করে তিন শ্রমিককে পেটাল বিএসএফ

মৌলভীবাজারের কুলাউড়া উপজেলার চাতলাপুর স্থলবন্দর এলাকায় বাংলাদেশে অনুপ্রবেশ করে তিন শ্রমিককে বেধড়ক পিটিয়েছে ভারতের সীমান্তরক্ষী বাহিনী (বিএসএফ)। গতকাল সোমবার এ ঘটনা ঘটে। এর প্রতিবাদে ব্যবসায়ীরা আমদানি-রপ্তানি বন্ধ করে দিয়েছেন।

প্রত্যক্ষদর্শীরা জানান, বেলা সাড়ে ১১টার দিকে চেকপোস্টের জিরো পয়েন্টের ১৮৬৩ নম্বর সীমান্ত পিলার এলাকার ভারতের অংশে বিরোধের জের ধরে ভারতীয় দুই ব্যবসায়ীর লোকজনের মধ্যে পাল্টাপাল্টি ধাওয়া হয়। এ সময় ক্যাম্প কমান্ডার আর কে চাকমার নেতৃত্বে ১৫ থেকে ১৬ জনের একটি বিএসএফ দল বাংলাদেশ অংশে অনুপ্রবেশ করে দুই ট্রাকচালক ফারুক মিয়া ও আসিক মিয়া এবং হেলপার মো. সেলিমকে বেধড়ক পেটাতে থাকে।

কর্তব্যরত বর্ডার গার্ড বাংলাদেশের (বিজিবি) নায়েক জালাল উদ্দীন ও সদস্য বাবুল আহমেদ জানান, কোনো কিছু বুঝে ওঠার আগেই বিএসএফ সদস্যরা অতর্কিতে বাংলাদেশে ঢুকে ওই তিন শ্রমিকের ওপর হামলা চালান। পরে বিএসএফের কোম্পানি কমান্ডার মনোজ কুমার ঘটনাস্থলে এসে দুঃখ প্রকাশ করেন।

আহত ট্রাকচালক ফারুক মিয়া ও আসিক মিয়া জানান, তাঁরা ভারতীয় এক ব্যবসায়ীর ইট জিরো পয়েন্টে ট্রাক থেকে খালাস করছিলেন। এ সময় বিএসএফের দলটি তাঁদের ওপর হামলা চালায়। এ সময় বিএসএফ সদস্যরা তাঁদের কাছ থেকে প্রায় ২০ হাজার টাকা ছিনিয়ে নিয়ে গেছেন বলে তাঁরা অভিযোগ করেন।

বিজিবি ১৪ ব্যাটালিয়ন কমান্ডার লে. কর্নেল নূরুল হুদা বলেন, বিএসএফের এ আচরণ খুবই দুঃখজনক। এ ঘটনার প্রতিবাদ করে বিএসএফের ঊর্ধ্বতন কর্তৃপক্ষের কাছে চিঠি পাঠানো হবে।

বিএসএফের নির্যাতনে বাংলাদেশি যুবক আহত

রাজশাহীর পবা উপজেলার খানপুর সীমান্তে আবদুল কাদির (৩৫) নামের এক যুবককে ভারতীয় সীমান্তরক্ষী বাহিনী বিএসএফের সদস্যরা নির্যাতন করেছেন বলে অভিযোগ পাওয়া গেছে। তাঁকে গুরুতর অবস্থায় রাজশাহী মেডিকেল কলেজ হাসপাতালে ভর্তি করা হয়েছে। কাদিরের বাড়ি চাঁপাইনবাবগঞ্জের শিবগঞ্জ উপজেলার তারাপুর গ্রামে।

চিকিৎসাধীন কাদির জানান, তিনি একজন গরু ব্যবসায়ী। গত বৃহস্পতিবার দিবাগত রাত আড়াইটার দিকে তিনিসহ ১০-১২ জন ভারতের কাতলামারী এলাকা থেকে গরু নিয়ে খানপুর সীমান্ত দিয়ে বাংলাদেশে ঢুকছিলেন। এ সময় বিএসএফের সদস্যরা তাঁদের ধাওয়া করেন। গরু ফেলে অন্যরা পালিয়ে যেতে সক্ষম হলেও তিনি তাঁদের হাতে ধরা পড়ে যান। কাদির বলেন, বিএসএফের সদস্যরা তাঁর ওপর অমানবিক নির্যাতন চালায়। পরে তাঁরা তাঁকে প্রায় অচেতন অবস্থায় সেখানে ফেলে যান। স্থানীয় লোকজন তাঁকে উদ্ধার করে রাজশাহী মেডিকেল কলেজ হাসপাতালে ভর্তি করে।

সীমান্ত আলোচনায় প্রধান ইস্যু ফেলানি হত্যা

নয়া দিল্লি, মার্চ০৯ (বিডিনিউজ টোয়েন্টিফোর ডটকম)- বাংলাদেশ-ভারত সীমান্ত রক্ষা বাহিনীর বার্ষিক বৈঠকের আলোচনায় দুই মাস আগে সীমান্তে ফেলানি হত্যা ইস্যুটি প্রাধান্য পেতে পারে।

বর্ডার গার্ড বাংলাদেশ (বিজিবি) ও ভারতীয় সীমান্ত রক্ষা বাহিনী বিএসএফ এর শীর্ষ কর্মকর্তারা ভারতের রাজধানী নয়া দিল্লিতে বুধবার তাদের বার্ষিক এই সমন্বয় বৈঠক শুরু করেছেন।

এতে ২০ সদস্যের বিজিবি প্রতিনিধি দলের নেতৃত্ব দিচ্ছেন এর প্রধান মেজর জেনারেল মো. রফিকুল ইসলাম। বিএসএফ প্রতিনিধি দলের নেতৃত্ব দিচ্ছেন রমন শ্রীবাস্তব।

এই সীমান্ত সম্মেলন রোববার শেষ হওয়ার কথা।

অবশ্য শনিবার 'জয়েন্ট রেকর্ড অব ডিসকাশন' স্বাক্ষরিত হওয়ার সম্ভাবনা রয়েছে।

বৈঠকে বাংলাদেশের সীমান্ত রক্ষা বাহিনী বিজিবি দুদেশের সীমান্তে সংযম প্রদর্শনের প্রয়োজনীয়তার ওপর গুরুত্ব আরোপ করবে। অন্যদিকে বিএসএফ অবৈধভাবে সীমান্ত পারাপার না করতে দুদেশের সীমান্তবর্তী জনগণের মাঝে সচেতনতা সৃষ্টির সুপারিশ করতে পারে।

ভারতের স্বরাষ্ট্র মন্ত্রণালয়ের শীর্ষস্থানীয় কর্মকর্তারা জানান, বৈঠকে সন্ত্রাসী ও অন্যান্য অপরাধীদের আন্তঃসীমান্ত চলাচল, সীমান্তপথে অবৈধ অনুপ্রবেশ, নারী ও শিশু পাচার রোধে বাংলাদেশের সীমান্ত রক্ষা বাহিনীর সহযোগিতা চাওয়ার বিষয়ে বিএসএফ জোর দেবে। উভয় পক্ষ যৌথ সীমান্ত ব্যবস্থাপনা পরিকল্পনা নিয়েও আলোচনা করবে।

বিএসএফ বাংলাদেশ-ভারত সীমান্তের যেখানে জিরো লাইন থেকে দেড়শ' মিটার দূরত্বে কাঁটাতারের বেড়া নির্মাণ সম্ভব নয়, সেক্ষেত্রে জিরো লাইন বরাবর কিছু স্থানে কাঁটাতারের বেড়া নির্মাণের ব্যাপারে বিজিবির মতামত জানতে চাইতে পারে।

গত ৭ জানুয়ারি ভোরে কুড়িগ্রামের অনন্তপুর সীমান্ত পার হয়ে দেশে ফেরার সময় কাঁটাতারের বেড়ায় কাপড় আটকে গেলে ফেলানী চিৎকার শুরু করে। তখন বিএসএফ সদস্যরা তাকে গুলি করে হত্যা করে এবং লাশ নিয়ে যায়।

পরদিন বাংলাদেশের সীমান্তরক্ষী বাহিনীর কাছে লাশ ফেরত দেয় বিএসএফ।

কুড়িগ্রামের নাগেশ্বরী উপজেলার বানারভিটা গ্রামের নূর ইসলাম নূরু পরিবার পরিজন নিয়ে দীর্ঘদিন ধরে ভারতের আসাম রাজ্যে বনগাইগাঁও টুনিয়াপাড়া বস্তিতে থাকতেন। তার তিন মেয়ে ও তিন ছেলের মধ্যে ফেলানী ছিল সবার বড়।

ফেলানীকে বিয়ে দিতেই তাকে নিয়ে কুড়িগ্রামে ফিরছিলেন তিনি। ঘটনার দিন সন্ধ্যায় ফেলানীর বিয়ের অনুষ্ঠান ছিলো।

ফেলানির ঘটনায় ঢাকায় ভারতীয় হাই কমিশনার রাজীত মিত্রকে পররাষ্ট্র মন্ত্রণালয়ে তলব করে ওই নৃশংস হত্যাকাণ্ডের তীব্র প্রতিবাদ জানায় বাংলাদেশ।

গত ১৮ জানুয়ারি ঢাকায় ভারতীয় স্বরাষ্ট্র সচিব গোপাল কে পিল্লাইয়ের সঙ্গে বৈঠকেও এ ইস্যুটি তুলে ধরেন স্বরাষ্ট্র সচিব আব্দুস সোবহান সিকদার। পিল্লাই ফেলানি হত্যার ঘটনায় দুঃখ প্রকাশ করেন। তবে তিনি এও বলেন যে, অবৈধভাবে সীমান্ত পারাপার না করতে লোকদের সচেতন করা উচিত বাংলাদেশের।

মানবাধিকার সংগঠন 'অধিকার' এর এক রিপোর্টে বলা হয়, গত এক বছরে সীমান্তে বিএসএফ এর গুলিতে ৭৪ জন বাংলাদেশি নিহত হয়েছে। আহত হয় আরো ৭২ জন।

২০১০ সালের ডিসেম্বরে নিউ ইয়র্ক ভিত্তিক মানবাধিকার সংস্থা হিউম্যান রাইটস ওয়াচ 'ট্রিগার হ্যাপি' শিরোনামে এক রিপোর্ট প্রকাশ করে। এতে বলা হয়, বাংলাদেশ-ভারত সীমান্তে বিএসএফ মানুষ হত্যা করছে এবং তাদের এ অপরাধের কোনো বিচার হচ্ছে না। গত ১০ বছরে শুধুমাত্র পশ্চিমবঙ্গের সঙ্গে বাংলাদেশের সীমান্তে ৯শ'রও বেশি মানুষ নিহত হয়েছে।

দুদেশের মধ্যে ৪,০২৩ কিলোমিটার দীর্ঘ সীমান্তের ২২১৬ দশমিক ৭ কিলোমিটারই হচ্ছে পশ্চিমবঙ্গের সঙ্গে বাংলাদেশের সীমান্ত।
