বিএসএফের আঘাতে বাংলাদেশি নিহত

যশোরের বেনাপোল সীমান্তে ভারতীয় সীমান্তরক্ষী বাহিনী বিএসএফ-এর ধারালো অস্ত্রের আঘাতে আহত এক বাংলাদেশি যুবকের মৃত্যু হয়েছে।


রোববার বিকালে যশোর মেডিকেল কলেজ হাসপাতালে চিকিৎসাধীন অবস্থায় তৌহিদুল ইসলাম শিকদার (২০) নামের ওই যুবক মারা যান বলে পুলিশ ও তার স্বজনরা জানিয়েছে।

ভোরে বেনাপোলের অগ্রভুলোট সীমান্তের বিপরীতে ভারতের ঝাউডাঙ্গায় বিএসএফ ধারালো অস্ত্র দিয়ে খুচিয়ে আহত করে বলে জানায় পুলিশ।

নিহত তৌহিদুল ইসলাম শিকদার (২০) যশোরের শার্শা উপজেলার গোগা গ্রামের লিয়াকত আলী শিকদারের ছেলে।

বাগআঁচড়া পুলিশ তদন্ত কেন্দ্রের ইনচার্জ মতিয়ার রহমান শিকদার বিডিনিউজ টোয়েন্টিফোর ডটকমকে জানান, তৌহিদুলসহ একদল বাংলাদেশি রোববার ভোরে ভারত থেকে গরু নিয়ে অগ্রভুলোট সীমান্ত দিয়ে দেশে ফিরছিলেন।

এ সময় বিএসএফ সদস্যরা তাদের ধাওয়া করে তৌহিদুলকে ধরে ফেলে।

বিএসএফ তাকে ধারালো অন্ত্র দিয়ে চোখে মুখে খুচিয়ে আহত করে সেখানে ফেলে যায়।

পরে  তৌহিদুলের সঙ্গীরা তাকে বাংলাদেশের ভেতরে নিয়ে আসে।

তাকে প্রথমে একটি বেসরকারি ক্লিনিকে এবং পরে যশোর মেডিকেল কলেজ হাসপাতালে নিয়ে যাওয়া হয়।

সেখানে চিকিৎসাধীন অবস্থায় বিকাল সাড়ে ৪টার দিকে তার মৃত্যু হয়।

খুলনা ২৩ বিজিবি ব্যাটলিয়নের অধিনায়ক লেফটেনেন্ট কর্নেল তায়েফ উল হক বিডিনিউজ টোয়েন্টিফোর ডটকমকে বলেন, অগ্রভূলোট সীমান্তে এক বাংলাদেশি গরু ব্যবসায়ী আহত হয়েছেন বলে তিনি খবর পেয়েছেন। তবে বিস্তারিত জানাতে পারেননি।

The Indian Border Security Force has never quite kept its promise of bringing down the number of Bangladeshis killed at the borders to zero. 

Unofficial reports suggest that at least 21 Bangladeshis were killed and 60 others injured in the last eight months by the Indian Border Security Force. 

At least 75 other Bangladeshis were allegedly abducted by BSF over the same period. 
Apart from shooting to death, there are many instances where Bangladeshis were picked up from the border areas and later tortured to death, raising widespread human rights concern. 

However, differing with the statistics, Maj Gen Aziz Ahmed, director general of Border Guard Bangladesh (BGB), claimed that only 16 people were killed in the border this year; of them, 14 by BSF men. 

“Fourteen Bangladeshis were killed by BSF men this year at the India-Bangladesh border. Two other Bangladeshis were killed over a local feud. The BSF men were not involved in the killing of the latter two,” the BGB chief said. 

“The BSF men do not use lethal weapons anymore and they did not fire at the Bangladeshis with heavy weapons. Those Bangladeshis were killed by rubber bullets. 

“They might have received the rubber bullets from close ranges,” said Maj   Gen Aziz, adding: “Even if someone is hit by a small stone, that person may die it hits at any sensitive part of the body.” 

When asked why so many people were hurt or abducted by BSF, the BGB chief said not all the reported cases could be confirmed. Sometimes BGB was not informed of the incidents, he claimed. 

“Whenever the BGB is informed of any such incident, we take proper measures. There are also many instances where BSF returned those it had earlier abducted or detained.” Maj Gen Aziz said. 

On Friday, a special court of BSF in India’s Koch Behar acquitted BSF member Amiya Ghosh, the only accused in the killing of Bangladeshi teenager Felani Khatun, citing him innocent. 

15-year-old Felani was shot dead by the BSF men while she was entering Bangladesh over the barbed-wire fences along the Anantapur border point in Kurigram on January 7, 2011. 

When contacted, Maj Gen Aziz Ahmed said he had heard about the verdict on media, but had no formal or official information about it. 

“We communicated the BSF authorities and other sources, but none could give us any official or authentic report,” the BGB chief said. 

“The trial of Felani killing was a result of global media outcry and the initiatives taken by the Bangladesh government. If required, the trials of the other killings will also be initiated.”   

Bangladesh and India share a 3,909km border.  

Instances of BSF shooting, killing, torturing and abducting unarmed Bangladeshi civilians in the border areas violate international norms and treaties, which say if citizens of the two countries illegally cross the border, it would be considered trespass and as per law those persons should be handed over to the respective civilian authority.

A special court set up by India’s Border Security Force acquitted BSF Constable Amiya Ghosh of the charge of killing Bangladeshi girl Felani Khatun at the Cooch Behar border.

BSF’s 181 Battalion Constable Amiya Ghosh, the prime accused, could not be found guilty because of “inconclusive and insufficient” evidence against him, the court said in its verdict.

A five-man BSF General Security Forces court headed by its Assam-Meghalaya frontier DIG (Communication) SP Trivedi conducted the hearings at Sonari BSF camp near the North Bengal town of Cooch Behar from August 13.

BSF officials said that the verdict was given on Thursday night and the proceedings of the GSF court were forwarded to the Director General for final approval because the case has been seen as “extra sensitive.”

“We can make a formal announcement only after the DG’s decision,” said a BSF official wishing not to be named as he was not authorised to talk to media.

The official was reluctant to share details of the proceedings of the GSF court, but said that the charges against Amiya Ghosh could not be “clinching.”

Public Prosecutor of the Kurigam District Judge’s Court Abraham Lincoln, who was assisting Felani’s family, told our Kurigram correspondent that justice had been compromised through the verdict.

“The possibility to stop unabated killing at the border has faded and it is a disrespect to human rights to acquit a self-confessed killer,” Lincoln added.

Decrying the verdict, Felani’s father Nurul Islam said, “A killer of such an inhuman act can in no way be acquitted. I will seek justice at the International Court.”

Her mother Jahanara Begum said, “The Indian government has betrayed us. We do not accept the verdict.”

Border Guard Bangladesh (BGB) acting commanding officer Major Abdullah Al Mahmud said, “BSF has not informed us officially. We are trying to contact and we are still expecting justice of the killing from the court.”

West Bengal-based rights group MASUM’s Kirity Ray lashed out at the BSF for unleashing a reign of terror on the border and said Felani was a victim of it.

“The BSF trial was a shame,” he added. It was the first instance of BSF trying any of its personnel despite frequent border killings.

Felani’s father M Nurul Islam and maternal uncle M Abdul Hanif travelled to Cooch Behar to testify at the court. Lt Col Ziaul Haque Khaled of BGB 45 Battalion and Kurigram public prosecutor Abraham Lincoln also went to assist the witnesses.

Felani, a 15-year-old girl, was shot dead by BSF while she was returning to her home in Bangladesh. As she tried to climb over the barbed-wire fencing along the Anantapur border in Kurigram on January 7, 2011, her clothes got entangled in the wire and the BSF fired at her, hearing her screams.

Her body was left dangling on the barbed wire for nearly five hours and she was reportedly alive for at least four hours after being shot.

The photograph of Felani’s bullet-ridden body hanging from the barbed wire was published in the local and international media, following which there was an outpouring of demand for justice.

কুড়িগ্রাম সীমান্তে বিএসএফের গুলিতে বাংলাদেশি কিশোরী ফেলানী নিহতের ঘটনায় ভারতে বিশেষ আদালতে বিচার শুরু হচ্ছে।


শুক্রবার বিজিবির এক সংবাদ বিজ্ঞপ্তিতে জানানো হয়, কুচবিহারে বিএসএফের এই বিশেষ আদালতে আগামী ১৩ অগাস্ট বিচার কার্যক্রম শুরু হবে। মামলায় সাক্ষ্য দেওয়ার জন্য ফেলানীর বাবা, মামাসহ একটি প্রতিনিধিদল ভারতে যাবে।
২০১১ সালের ০৭ জানুয়ারি কুড়িগ্রামের অনন্তপুর সীমান্তে পঞ্চদশী ফেলানীকে গুলি করে হত্যা করে বিএসএফ ১৮১ ব্যাটালিয়নের চৌধুরীহাট ক্যাম্পের জওয়ানরা।

ফেলানীর বাবা নাগেশ্বরী উপজেলার দক্ষিণ রামখানা ইউনিয়নের বানার ভিটা গ্রামের নুরুল ইসলাম নূরু ১০ বছর ধরে দিল্লিতে কাজ করতেন। তার সঙ্গে সেখানেই থাকতো ফেলানী।

দেশে বিয়ে ঠিক হওয়ায় বাবার সঙ্গে ফেরার পথে সীমান্ত পার হওয়ার সময় কাঁটাতারের বেড়ায় কাপড় আটকে যায় ফেলানীর। এতে ভয়ে সে চিৎকার দিলে বিএসএফ সদস্যরা তাকে গুলি করে হত্যা করে এবং পরে লাশ নিয়ে যায়।

কাঁটাতারের বেড়ায় ফেলানীর ঝুলন্ত লাশের ছবি গণমাধ্যমে প্রকাশিত হলে বিশ্বজুড়ে আলোড়ন সৃষ্টি হয়। বাংলাদেশ সরকার ও মানবিকার সংস্থাগুলোর পক্ষ থেকে কড়া প্রতিবাদ জানানো হয়।

বাংলাদেশের সীমান্তরক্ষী বাহিনী বিজিবির পক্ষ থেকেও বিএসএফের সঙ্গে বিভিন্ন বৈঠকে ফেলানী হত্যার বিচারের জন্য চাপ দেয়া হয়।

বিজিবির সংবাদ বিজ্ঞপ্তিতে বলা হয়, গত মার্চে নয়াদিল্লীতে বিজিবি-বিএসএফ মহাপরিচালক পর্যায়ের বৈঠকে ফেলানী হত্যার বিচার দ্রুত শুরু করা হবে বলে আশ্বাস দেন বিএসএফের মহাপরিচালক।

এরই ধারাবাহিকতায় সম্প্রতি বিএসএফ সদর দপ্তর সম্প্রতি ‘জেনারেল সিকিউরিটি ফোর্স কোর্ট’ গঠন করে এবং আদালতে সাক্ষ্য দেয়ার জন্য বাংলাদেশের দুইজন সাক্ষী, একজন আইনজীবী এবং বিজিবির একজন প্রতিনিধিকে ভারতে যেতে বলা হয়।

সে অনুযায়ী স্বরাষ্ট্র মন্ত্রণালয় কুড়িগ্রামের ৪৫ বর্ডার গার্ড ব্যাটালিয়নের অধিনায়ক লে. কর্নেল জিয়াউল হক খালেদ, কুড়িগ্রাম আদালতের পাবলিক প্রসিকিউটর আব্রাহাম লিংকন এবং ফেলানীর বাবা মো. নুরুল ইসলাম ও মামা মো. আব্দুল হানিফকে ভারতে গিয়ে সাক্ষ্য দেয়ার অনুমতি দিয়েছে বলে বিজিবির পক্ষ থেকে জানানো হয়।

দুই স্কুলছাত্রকে নিয়ে গেছে বিএসএফ

কুষ্টিয়ার দৌলতপুর উপজেলার পাকুড়িয়া সীমান্ত এলাকা থেকে দুই স্কুলছাত্রকে ধরে নিয়ে গেছে ভারতীয় সীমান্ত রক্ষী বাহিনী-বিএসএফ।


এরা হলেন- পাকুড়িয়া গ্রামের রফিকুল ইসলামের ছেলে পাকুড়িয়া মাধ্যমিক বিদ্যালয়ের দশম শ্রেণির ছাত্র আজমত আলী (১৫) এবং পাকুড়িয়ার ভাংগাপাড়া গ্রামের একরাম হোসেনের ছেলে ইনসাফনগর মাধ্যমিক বিদ্যালয়ের একই শ্রেণির ছাত্র মামুন হোসেন (১৫)

বুধবার সকাল সাড়ে ১০টার দিকে সীমান্তে নিজেদের জমিতে কাজ করতে গেলে বিএসএফ তাদের অস্ত্রের মুখে তুলে নিয়ে যায় বলে জানান কুষ্টিয়া-৩২ বিজিবি ব্যাটালিয়নের অধিনায়ক লেফটেন্যান্ট কর্নেল কাজী আরমান হোসেন।

তিনি জানান, সীমান্তের ১৫৩-(১২৩) নম্বর পিলার সংলগ্ন এলাকা থেকে তাদের ধরে নিয়ে যাওয়া হয়।
ঠোটারপাড়া বিজিবি ক্যাম্পের অধিনায়ক হাবিলদার সামসুল আলম জানান, ঘটনার পর পরই প্রতিবাদ জানিয়ে এবং স্কুলছাত্রদের ফেরত চেয়ে বিএসএফকে চিঠি দেয়া হয়েছে।

“তবে এখন পর্যন্ত বিএসএফ সাড়া দেয়নি।”

Members of Indian Border Security Force killed 43 Bangladeshi nationals along the borders of Benapole and Sarsha upazila during the last four years, reports UNB.

Some of them were killed in BSF firing while the rest in torture by the border guards.

Besides, over 400 people were tortured by the Indian border guards during the period, according to Rights Jessore, a local human rights organisation.

Among the victims, Amit and an unidentified youth were killed on January 12,2011 along Gatipara border, Zahid and another unidentified youth were killed along Bedebahadurpur border on January 30, Alauddin was killed along Daulatpur border on January 28, Israfil on Putkhali border on February 1, cattle trader Abdul Alaim was shot dead along Dhannokhola border on June 1, Injin Ali was killed on August 31, Sabuj, Ahmed Ali, Ariful and Saddam were killed on August 9 along Daulatpur frontier.

Besides, Makhan Majnu was shot dead on September 3, Baten along Putkhali border on November 16, Rafiqul Islam was slaughtered along Panchbhulat border on November 30, Arif, Samir and Monir were killed by BSF troops along Daulatpur and Putkhali borders on December 13, 11 and 19 respectively.

Rasheduzzamn was killed on January 21, 2012 along Dhannokhola border, Aklamgir drowned in a water body after being chased by BSF men on September 14 at Daulatpur village, and an unidentified  youth was killed along Kaliani border on July 2 and Joy Shikder was shot dead along Benapole frontier on June 8 in 2012.

On June 12, 2013, Habibur Rahman and Faruq Hossain were shot dead by the Indian border guards at Khedapara in Indian territory.

সীমান্তে হত্যা ‘শূন্যে’ নেমেছে: পঙ্কজ (ভারতের হাইকমিশনার)

এই বছরের শুরু থেকে জুন মাসের প্রথম সপ্তাহ পর্যন্ত সীমান্তে কোনো বাংলাদেশি বিএসএফের গুলিতে নিহত হয়নি বলে দাবি করেছেন ভারতের হাইকমিশনার পঙ্কজ সরণ।

বুধবার তার এই বক্তব্যের ২৪ ঘণ্টা আগেই যশোর সীমান্তে ভারতীয় সীমান্ত রক্ষীদের গুলিতে দুই বাংলাদেশি নিহত হন।

বছরের শুরু থেকে কোনো বাংলাদেশি সীমান্তে নিহত হননি বলে নয়া দিল্লির দূত দাবি করলেও জানুয়ারি মাসেই অন্তত দুই বাংলাদেশি সীমান্তে বিএসএফের গুলিতে নিহত হন।

জানুয়ারি মাসে ওই দুজন চাঁপাইনবাবগঞ্জ সীমান্তে হত্যাকাণ্ডের শিকার হন। ফেব্রুয়ারি মাসে কুড়িগ্রাম সীমান্তে নিহত হন আরেকজন।

এসবের মধ্যেই পঙ্কজ সরণ জাতীয় প্রেসক্লাবে মিট দ্য প্রেস অনুষ্ঠানে বলেন, জানুয়ারি থেকে গত সপ্তাহ পর্যন্ত সীমান্তে হত্যা ‘শূন্যের’ কোটায় নেমে এসেছে।

যশোরে সোমবার রাতে দুজন নিহতের বিষয়ে প্রশ্ন করা হলে তিনি নয়াদিল্লির সঙ্গে আলোচনার আগে কোনো মন্তব্য করতে চাননি।

বিএসএফের হত্যাকাণ্ড বন্ধে আন্তর্জাতিক মানবাধিকার সংগঠনগুলোর সমালোচনার মধ্যে থাকা ভারতের রাষ্ট্রদূত সীমান্ত ব্যবস্থাপনাকে বড় ধরনের ‘চ্যালেঞ্জ’ বলে অভিহিত করেন। এক্ষেত্রে বাংলাদেশ সরকারের সহযোগিতাও চান তিনি।

অনুষ্ঠানে টিপাইমুখ প্রকল্প নিয়ে বাংলাদেশের উদ্বেগের বিষয়েও কথা বলেন পঙ্কজ সরণ।

তিনি বলেন, বরাক নদীতে টিপাইমুখ জলবিদ্যুৎ কেন্দ্র করার যে পরিকল্পনা নেয়া হয়েছে তাতে বাংলাদেশকেও অন্তর্ভুক্ত করা হয়েছে। চাইলে বাংলাদেশও সেখান থেকে বিদ্যুৎ নিতে পারবে।

“এই প্রকল্পে উৎপাদিত বিদ্যুৎ ভারতের কাছ থেকে আনতে পারবে বাংলাদেশ। অন্যদিকে টিপাইমুখ নিয়ে নির্দিষ্ট কিছু বিষয়ে বাংলাদেশের উদ্বেগ রয়েছে। এই দুটি বিষয় মাথায় রেখেই আমাদের এগোতে হবে।”

বাংলাদেশ-ভারত সম্পর্ক নিয়ে তিনি বলেন, গত চার বছরে সম্মিলিতভাবে যেসব উদ্যোগ নেয়া হয়েছে তার ফলে দুই সম্পর্ক একটি নতুন উচ্চতায় পৌঁছেছে।

দ্বিপক্ষীয় সম্পর্কের ছয়টি ক্ষেত্র- রাজনীতি ও নিরাপত্তা, উন্নয়ন সহযোগিতা, বাণিজ্য, ব্যবসা ও বিনিয়োগ, পানি বণ্টন, আঞ্চলিক যোগাযোগ এবং দুই দেশের জনগণ পর্যায়ে যোগাযোগ-প্রতিটি ক্ষেত্র নিয়েই কথা বলেন পঙ্কজ সরণ।

ইতিহাসের আলোকে তিনি বলেন, এই দুই দেশ একে অন্যের ক্ষতি না করে সর্বোচ্চ লাভবান হতে পারে।

“সর্বোচ্চ লাভবান হওয়ার জন্য একযোগে কাজ করলে আমরা উভয়ই সুবিধা পেতে পারি।”

ভারত সব সময় বাংলাদেশের স্বাধীনতা ও সার্বভৌমত্বের প্রতি শ্রদ্ধাশীল জানিয়ে তিনি বলেন, “সহযোগিতার অর্থ এই নয় যে, আমরা নিজেদের সার্বভৌমত্ব হারাচ্ছি।”

গত চার বছরে হাসিনা-মনমোহন সরকারের শীর্ষ নেতৃত্বের উভয় দেশ সফরের কথা তুলে ধরেন পঙ্কজ। ভারতের প্রতিশ্রুত ১০০ কোটি ডলার ঋণ ছাড় হচ্ছে বলেও জানান তিনি।

হাইকমিশনার বলেন, এর আওতায় ৭৯৪ মিলিয়ন ডলারের ১৬টি প্রকল্প হাতে নেয়া হয়েছে। এর বাইরে ২০ মিলিয়ন ডলার অনুদান দেয়া হয়েছে, যা ইচ্ছেমতো যে কোনো প্রকল্পে ব্যবহার করতে পারে বাংলাদেশ।

ভারতের অনুদানের ওই অর্থ পদ্মা সেতু প্রকল্পে ব্যবহার করা হবে বলে অর্থমন্ত্রী আবুল মাল আবদুল মুহিত জানিয়েছেন।

হাইকমিশনার বলেন, প্রধানমন্ত্রী শেখ হাসিনাকে আবারো ভারত সফরের আমন্ত্রণ জানানো হয়েছে। তবে সফরের দিন-ক্ষণ এখনো ঠিক হয়নি।

তিস্তার পানি বণ্টন চুক্তি সই এবং স্থল সীমান্ত চুক্তি অনুসমর্থনে ভারত সরকারের প্রতিশ্রুতির কথা আবারো তুলে ধরেন তিনি।

১৯৭৪ সালের স্থল সীমান্ত চুক্তি এবং এর আলোকে ২০১১ সালে সই হওয়া প্রটোকল অনুসমর্থনের জন্য মতৈক্য তৈরিতে ভারত সরকার কাজ করছে বলে জানান তিনি।

বিএসএফের গুলিতে দুই বাংলাদেশি নিহত

যশোরের শার্শায় ভারতীয় সীমান্তরক্ষী বাহিনীর গুলিতে দুই বাংলাদেশি নিহত ও একজন আহত হয়েছেন।

     
নিহতরা হলেন, বেনাপোলের শিবনাথপুর গ্রামের হাবিবুর রহমান (৩০) ও বসতপুর কলোনীর ফারুক হোসেন (৩৫)।

শার্শার পুটখালি ইউনিয়নের ইউপি সদস্য লিয়াকত আলী  সাংবাদিকদেরকে জানান, মঙ্গলবার রাত ১০টার দিকে হাবিব ও ফারুকসহ কয়েকজন মিলে চোরাকারবারীদের কাছ থেকে গরু আনতে পুটখালি সীমান্তের বিপরীতে ভারতের আংরাইলে প্রবেশ করার সময় বিএসএফ তাদের বাধা দেয়।

“এতে বিএসএফ ও চোরাকারবারীদের মধ্যে সংঘর্ষ বাঁধে। বিএসএফের টহল দল এ সময় গুলি ছুড়লে তিন জন আহত হন।”

ইউপি সদস্য লিয়াকত বলেন, আহত তিন জনের মধ্যে ফারুকের মাথায় ও হাবিবের বুকে গুলি লাগে। তাদের প্রথমে বাগআচড়ার বেসরকারি ক্লিনিক ’জোহরা মেডিকেল সেন্টারে’ নেয়া হয়।

সেখানকার কর্তব্যরত চিকিৎসক হাবিবুর রহমান বিডিনিউজ টোয়েন্টিফোর ডটকমকে জানান, আহতদের মাথা ও  দেহে গুলি থাকায় প্রাথমিক চিকিৎসা দিয়ে তাদের যশোর মেডিকেল কলেজ হাসপাতালে পাঠানো হয়।

যশোরে নেওয়ার পথেই মারা যান ফারুক। আর হাবিব হাসপাতালে চিকিৎসাধীন অবস্থায় বুধবার সকালে মারা যান বলে লিয়াকত জানান।

তবে আহত আরেক ব্যক্তির পরিচয় জানাতে পারেননি তিনি।

২৩ বিজিবি ব্যাটালিয়নের পুটখালি ক্যাম্প ইনচার্জ সফিউদ্দিন হাওলাদারও দুই বাংলাদেশি নিহত হওয়ার খবর স্বীকার করেছেন।

তবে এ বিষয়ে বিস্তারিত বলতে অপারগতা প্রকাশ করেন তিনি।

BSF kills 2 on Benapole frontier

FIRING ON BANGLADESHI CITIZENS


The Indian Border Security Force (BSF) shot dead two Bangladeshi cattle traders and injured as many others along Putkhali frontier in Benapole of Jessore district early Wednesday.
Deceased Habibur Rahman, 25, hailed from Baropota village while Faruque Hossain, 26, from Basatpur Colony area in Benapole, reports our Benapole correspondent.
The BSF men opened fire when a group of Bangladeshi cattle traders including Habibur and Faruque were returning from India with cattle around 12:30am, said Subedar Shafiuddin (full name was not available immediately) of Putkhali camp of 23 Boarder Guard Bangladesh (BGB).
Habibur died on the spot while Faruque succumbed to his injuries at Jessore Medical College Hospital, the BGB official said.
The cattle traders managed to bring back the body of Habibur.
But the fate of the two other bullet-hit cattle traders could not be known as they were inside the Indian territory, the BGB official said.
BGB has already sent a letter to BSF protesting the killings, said Lt Col Tayeful Haque, commanding officer of BGB-23 battalion.

দুই স্কুলছাত্রকে নিয়ে গেছে বিএসএফ

কুড়িগ্রামের ফুলবাড়ী উপজেলার গোড়কমন্ডল সীমান্ত থেকে শনিবার দুই স্কুলছাত্রকে নিয়ে গেছে ভারতীয় সীমান্তরক্ষী বাহিনী (বিএসএফ)।
 
এরা হলে ফুলমতি গ্রামের ইসলাম হোসেনের ছেলে মিজানুর রহমান (১৩) এবং আবু হোসেনের ছেলে আল আমিন (১২)।
মিজানুর ফুলমতি উচ্চ বিদ্যালয়ের ৮ম শ্রেণি এবং আমিন একই স্কুলের ৭ম শ্রেণিতে পড়ে।

কুড়িগ্রাম ৪৫ বিজিবির অধিনায়ক লে. কর্নেল জিয়াউর হক খালেদ জানান, ভোরে ভারতের অভ্যন্তরে নোম্যান্স ল্যান্ডে প্রবেশ করলে এ দুই স্কুলছাত্রকে আটক করে বিএসএফ। তাদের ফেরত আনার চেষ্টা চলছে।

কুড়িগ্রাম ৪৫ বিজিবি ব্যাটালিয়নের শিমুলবাড়ি কোম্পানি কমান্ডার শহিদুজ্জামান বলেন, বর্ডার গার্ড বাংলাদেশের (বিজিবি) পক্ষ থেকে শনিবার সকালে এ ঘটনার প্রতিবাদ জানিয়ে পতাকা বৈঠকের মাধ্যমে দুজনকে ফেরত চাওয়া হয়েছে।

কিন্তু বিএসএফ থেকে কোনো জবাব আসেনি।

‘বিএসএফকে সামলান’

সীমান্তে জনজীবন দুর্বিষহ করে তোলার জন্য ভারতীয় সীমান্তরক্ষী বাহিনীর (বিএসএফ) কর্তৃত্ব কমিয়ে আনতে এক মাসের মধ্যে দ্বিতীয়বারের মতো দেশটির জাতীয় মানবাধিকার কমিশনের (এনএইচআরসি) কাছে আবেদন জানিয়েছে পশ্চিমবঙ্গের একটি মানবাধিকার সংগঠন।

   
সর্বশেষ আবেদনে বাংলার মানবাধিকার সুরক্ষা মঞ্চ (এমএএসইউএম) বলেছে, বিএসএফ নির্যাতন ও ‘সন্ত্রাসী’ কর্মকাণ্ড চালিয়ে আসছে, প্রায়ই চোরাচালানের মিথ্যা অভিযোগে পড়তে হয় গ্রামবাসীকে।

গত মাসেও এক আবেদনে সীমান্তবর্তী গ্রামগুলোতে বিএসএফ সদস্যদের অব্যাহত মানবাধিকার লংঘনের দিকে মানবাধিকার সুরক্ষায় দেশের সর্বোচ্চ প্রতিষ্ঠানের দৃষ্টি আকর্ষণ করে বাংলাদেশের সীমান্তসংলগ্ন পশ্চিমবঙ্গের এই মানবাধিকার সংগঠন।

আগের আবেদনে মুর্শিদাবাদ জেলায় বিএসএফের মানবাধিকার লংঘনের একাধিক ঘটনাকে তুলে ধরা হয়। আর এবার সীমান্তবর্তী অন্যান্য জেলায় মানবাধিকার লংঘনের দৃষ্টান্ত তুলে ধরা হয়েছে।

এগুলোর বেশিরভাগ ক্ষেত্রে গরু চোরাচালানোর অভিযোগ এনে গ্রামবাসীকে নির্যাতনের ঘটনা ঘটেছে।

“এটা একটা গুরুতর প্রবণতা এবং যত দ্রুত সম্ভব তা বন্ধ করা দরকার। নইলে সীমান্তবর্তী এলাকায় গণঅসন্তোষ তৈরি করতে পারে,” বিডিনিউজ টোয়েন্টিফোর ডটকমকে বলেন এমএএসইউএম প্রধান কিরীটি রায়।

সীমান্তবর্তী গ্রামের অধিবাসীদের প্রায়ই অহেতুক নির্যাতনের শিকার হতে হয় বলে অভিযোগ করেন তিনি।
জাতীয় মানবাধিকার কমিশনকে পাঠানো চিঠিতে তিনি বলেন, “এসব ঘটনা প্রমাণ করে যে, ভারত-বাংলাদেশ সীমান্তবর্তী এলাকায় বিএসএফ ও পুলিশ থেকে জনগণের জীবনের কোনো সুরক্ষা নেই।”

অভিযোগের প্রমাণ হিসেবে উত্তর চব্বিশ পরগণা জেলার একটি ঘটনার তদন্ত প্রতিবেদন তুলে ধরে মানবাধিকার সংস্থাটি।

তদন্তে দেখা যায়, গত ১৩ মার্চ ভোর ৫টার দিকে কালঞ্চী সীমান্ত চৌকির বিএসএফর একটি দল গোবরা গ্রামের ইটভাটার শ্রমিক শাহাবুদ্দিন বিশ্বাসকে আটক করে।

“বিএসএফ সদস্য নূর আলম, বালা সাহেব, মনির আহমেদ ও আকবর খান তাকে এলোপাতাড়ি মারধর শুরু করে। শাহাবুদ্দিন বিএসএফ সদস্যদের কাছে তাকে মারধরের কারণ জিজ্ঞাসা করে। তখন তারা বলে যে, সে গরু চোরাচালানের সঙ্গে জড়িত। অভিযোগ অস্বীকার করে সে তাদের জানায় যে, ইটভাটায় দিনমজুর হিসেবে কাজ করে রুটি-রুজির ব্যবস্থা করে। কিন্তু বিএসএফ সদস্যরা তার কথা না শুনে বেপরোয়াভাবে মারতে থাকে- সেই সঙ্গে চলতে থাকে গালি,” বলা হয় তদন্ত প্রতিবেদনে।

প্রতিবেদনে বলা হয়, এরপর বিএসএফ সদস্যরা শাহাবুদ্দিনকে কালঞ্চী ক্যাম্পে নিয়ে যায়। সেখানে তাকে একটি শৌচাগারের মধ্যে পিছন দিকে শিকল দিয়ে হাত-পা বেঁধে রাখা হয়। তারপর মনির আহমেদ, নূর আলমসহ অন্য বিএসএফ সদস্যরা আবারো তার ওপর নির্যাতন করে।

“এরপর শাহাবুদ্দিনকে বিএসএফ’র গোবিন্দপুর সীমান্ত চৌকিতে আকবর খানের হেফাজতে দেয়া হয়, যেখানে খানের হাতে আবারো নির্যাতনের শিকার হন তিনি। বিকাল ৪টার দিকে তাকে সারাপুল ব্লক প্রাথমিক স্বাস্থ্য কেন্দ্রে হাজির করা হয় এবং সেখান থেকে তার একটি চিকিৎসা সনদ সংগ্রহ করা হয়। অবশ্য সেখানে চিকিৎসকের কাছে নির্যাতনের তথ্য ফাঁস না করার জন্য শাহাবুদ্দিনকে আগেই শাসিয়ে রেখেছিল বিএসএফ সদস্যরা।”

তারপর কিছু প্রক্রিয়া শেষে বিকাল ৫টার দিকে শাহাবুদ্দিনকে স্বরূপনগর থানায় হস্তান্তর করে বিএসএফ। সন্ধ্যা ৭টার দিকে এলাকায় কয়েকজনকে সঙ্গে করে থানায় আসেন নির্যাতিতের ভাই। বজলুর রহমান নামের থানার সেকেন্ড অফিসারের (মেজবাবু) সঙ্গে দেখা করেন তারা। ওই পুলিশ কর্মকর্তা তাদের কাছে ৫০ হাজার রূপি দাবি করেন শাহাবুদ্দিনকে ছেড়ে দেয়ার জন্য। ওই অর্থ না দিলে তার জামিন হবে না এবং তিন বছর জেলের ঘানি টানতে হবে বলে তাদের ভয় দেখানো হয়।

জমি বন্ধক রেখে পুলিশ কর্মকর্তাকে ওই অর্থ দেয় শাহাবুদ্দিনের পরিবার, যেখানে একজন আইনজীবীকেও উপস্থিত রাখা হয়। এরপর ওই থানার ওসি রাজশ্রী বন্দ্যোপাধ্যায়কে আরো তিন হাজার রূপি দিতে হয় তাদের। কাগজপত্র ঠিকঠাক করতে ওই অর্থ দাবি করেন তিনি।
এরপর একটি ফৌজদারি মামলা দেখিয়ে ১৪ মার্চ শাহাবুদ্দিনকে বশিরহাটের অতিরিক্ত মুখ্য বিচারিক হাকিমের আদালতে হাজির করে পুলিশ। তখন থেকে ১৭ দিন কারাগারে কাটানোর পর জামিনে বেরিয়ে আসেন শাহাবুদ্দিন। এখনো তিনি চিকিৎসা নিচ্ছেন, যার ব্যবস্থা করতে হিমশিম খেতে হচ্ছে পরিবারকে।

গত ২০ মে বশিরহাটের উপ-বিভাগীয় পুলিশ কর্মকর্তার কাছে পুরো ঘটনা তুলে ধরে একটি লিখিত অভিযোগ দায়ের করেন শাহাবুদ্দিন, যাতে বিএসএফ নির্যাতন থেকে শুরু করে স্বরূপনগর থানা পুলিশের অর্থ হাতিয়ে নেয়ার বিষয়টি তুলে ধরা হয়। তবে এখনো অভিযুক্তদের বিরুদ্ধে কোনো ব্যবস্থা নেয়া হয়নি বলে তদন্তে উঠে এসেছে।

এমএএসইউএম প্রধান কিরীটি রায় বলেন, অনেক গ্রামবাসীই এভাবে নির্যাতনের শিকার হন। তারপর তাদের মিথ্যে অভিযোগে ফাঁসানো হয়। তাদের পরিবারকে পোহাতে হয় সীমাহীন কষ্ট।

“রক্ষকরাই ভক্ষক হয়ে উঠেছেন,” বলেন তিনি।

Check BSF: Bengal rights group

A West Bengal based human rights group has moved India's National Human Rights Commission (NHRC) for the second time in a month, asking it to rein in the Border Security Force (BSF), which it says is making life difficult for people on the India-Bangladesh border.
   

In its latest petition to the NHRC, Banglar Manabadhikar Suraksha Mancha (MASUM) alleged that the BSF continues a campaign of torture and terror, often falsely implicating villagers on charges of smuggling.

The MASUM had in a separate petition last month also drawn attention of the country’s apex human rights body about 'serious and continuos rights violations' affecting villagers.

While the previous petition focussed on cases in Murshidabad district, the latest petition brings up cases of rights violations in other border districts.

In most cases, BSF seems to implicate villagers as cattle smugglers.

“This is a serious trend which needs to be stopped as soon as possible or else this could lead to a serious disaffection in the border areas,” MASUM chief Kirity Roy told bdnews.com claiming that the villagers in the bordering areas are often subject to needless harassment.

“These incidents show that those live on or near the Indo-Bangladesh Border area have no protection from BSF and police," Roy pointed out in his letter to the NHRC chairman.

To prove its point, MASUM investigated a case in details in the North 24-Parganas district.

Its fact finding team found that on March 13 around 5 am, a BSF team from Kalanchi Border Outpost (BOP) accosted a brick kiln labourer Sahabuddin Biswas of Gobra village.

“BSF personnel, Nur Alam (INT of Kalanchi BOP, Battalion-152, Company-G), Bala Saheb, Monir Ahmed (Company Commander) and Akbar Khan started to assault the victim indiscriminately. The victim asked them the reason for sudden assault upon him. They told that he was involved in cattle smuggling. He protested against such false allegation and told them that he earns his livelihood by working in brick field as a day labourer. But the BSF personnel were not convinced and continued to assault him while abusing him in filthy language,” MASUM’s fact finding report said.

The BSF then took him to Kalanchi BSF Camp. There the victim was kept inside a toilet with his hands tied from back and his legs chained, the report said, adding, he was again subjected to heinous assault by Monir Ahmed, Nur Alam and other BSF personnel.

“Then the victim was handed over to the custody of Akbar Khan of Gobindapur BSF BOP where he was again assaulted by Khan. Then at about 4 pm the victim was produced at Sarapul Block Primary Health Centre and the BSF personnel manufactured one medical fit certificate of the victim but beforehand they threatened him not to reveal the incident of torture to the attending doctor. Then the victim was produced at the Customs Office, Hatathganj and the customs officials took the thumb impression of the victim on some papers on the instruction of BSF personnel. Then at about 5 pm the victim was handed over to the police of Swarupnagar Police Station where he was lodged in police lock-up,” the MASUM told the NHRC in its letter.

At about 7 pm the brother of the victim along with some local people came to the police station and they met 2nd officer (Mejobabu) of the police station namely Bajlur Rahman. The said police officer demanded Rs.50, 000/- from them by telling them the victim would not get bail and suffer three years in jail if the money was not paid. The victim’s family arranged the money by mortgaging landed property and gave the amount to Rahman in presence of one advocate, the report said.

Again Officer-in-Charge of Swarupnagar Police Station Rajashree Banerjee took Rs.3000/- from the victim’s family on the plea that the money was needed for ‘correcting documents’, it added.

Then on March 14 the victim was produced in the court of Additional Chief Judicial Magistrate, Basirhat by police by implicating him in a criminal case vide Swarupnagar Police Station Case no. 155/2013 dated 14.3.2013 under sections 147/148/186/188/413/414 of Indian Penal Code.

The victim got bail from court after serving 17 days in custody. The victim is still under medical treatment and the medical expenses are born by his family.

On May 20 he lodged a written complaint before the Sub-Divisional Police Officer, Basirhat informing the whole incident of BSF torture and illegal practice of the police of Swarupnagar Police Station. But till date there has been no action against the perpetrators, the rights body claimed.

Masum chief Kirity Roy says that many villagers are tortured and falsely implicated in criminal cases and then their families are fleeced mercilessly. "The protectors have become perpetrators of crime."

5 Bangladeshis picked up by BSF

Indian Border Security Force picked up five Bangladeshi nationals from borders in Sunamganj and Thakurgaon on Saturday night and on Sunday.

BSF members picked up four Bangladeshis when they were collecting woods along Laurergarh border in Tahirpur upazila on Saturday night.

Local BGB confirmed this.

The four are: Pahar Ali, 40, Shukur Ali, Nayeb Ali, 50, and Shahjahan Mia, 50.

Meanwhile, BSF soldiers picked up a Bangladeshi from Dabri border in Haripur upazila on Sunday morning.

The man was identified as Imani Hossain, 32, of Geuradangi village of the upazila.

Commander of 30 Battalion BGB Lt Colonel Abu Bakkar said the BSF soldiers of Phulbari camp captured Imani while he was trying to enter India at 9am.

লালমনিরহাটে বিএসএফের গুলিতে বাংলাদেশি নিহত

লালমনিরহাটের কালীগঞ্জ উপজেলায় ভারতীয় সীমান্তরক্ষী বাহিনী বিএসএফের গুলিতে এক বাংলাদেশি নিহত হয়েছে।

 
রোববার সকালে বুড়িরহাট সীমান্তে বিএসএফের গুলিতে নিহত সিরাজুল ইসলাম (৩৫) উপজেলার লতাবর গ্রামের মো. আবুল হোসেনের ছেলে।

বিজিবি বুড়িরহাট বিওপির নায়েব সুবেদার মোহন মিয়া জানান, বুড়িরহাট বিওপি এলাকার চন্দ্রপুর সীমান্তের ৯১৩ নম্বর মেইন পিলারের ৮-এসের সাব-পীলার সংলগ্ন মালদহ নদীর পাশে নোম্যান্স ল্যান্ড এলাকায় গরু নিয়ে যাওয়ার পথে ভারতীয় কুচবিহারের কাইতারবাড়ি বিএসএফ ক্যাম্পের টহলরত সদস্যরা গুলি ছুড়ে। গুলির শব্দ শুনে সিরাজুল নোম্যান্স ল্যান্ড থেকে দৌড়ে বাংলাদেশ সীমানায় ঢোকার সময় গুলিবিদ্ধ হয়ে ঘটনাস্থলেই মারা যান।

বিজিবি দইখাওয়া ক্যাম্পের সুবেদার শাহ আলম জানান, ঘটনার প্রতিবাদ জানিয়ে বিএসএফকে চিঠি দেয়া হয়েছে।

কালীগঞ্জ থানার ওসি মো. আমিরুজ্জামান জানান, লাশ উদ্ধার করে লালমনিরহাট হাসপাতাল মর্গে পাঠানো হয়েছে।

এ ব্যাপারে থানায় একটি অপমৃত্যুর মামলা হয়েছে বলেও তিনি জানান।

Two Bangladeshi nationals were arrested from Jhenaidah’s Maheshpur upazila border by India’s Border Security Force (BSF) in the early hours of Friday.

Border Guard Bangladesh (BGB)’s Chuadanga 35 Battalion Captain Lt Gen Gazi Mohammad Asaduzzaman confirmed bdnews24.com that Mintu and Toton had been picked up from Sreenathpur border of the upazila.

“Fatehpur BSF nabbed them when they crossed over the zero line. They are being contacted for their return,” he said.

Mintu is son of Abdul Khalek and Toton that of Kanchan Sheikh. Both hail from Matpara village of Shyamkur.

India wants zero killings on border


Salman Khurshid tells PM


Indian External Affairs Minister Salman Khurshid yesterday told Prime Minister Sheikh Hasina that his government wants to see zero casualties along the border with Bangladesh.
Khurshid, who arrived here on Saturday to attend the second Indo-Bangla Joint Consultative Commission (JCC) meeting, also talked about regional connectivity, border haat and power import from India.
In response, Hasina said her government was committed to working for further strengthening and consolidating the existing excellent bilateral relations between the two countries.
She expressed satisfaction over signing of MoUs and protocols during the JCC meet, and said these instruments would help further consolidate the relations of both the countries.
About the upcoming visit of the Indian president, the prime minister said Dhaka is keenly looking forward to welcoming Pranab Mukherjee which will further enhance the relations with the neighbouring country.
After the meeting, held at the PM's office, her Press Secretary Abul Kalam Azad briefed reporters about the outcome, reports UNB.
Khurshid also handed over a cheque for $50 million to Sheikh Hasina as the first instalment of $200m Indian grants to Bangladesh.
The Indian government decided to provide $200m as grant to Bangladesh out of its One Billion US Dollar Line of Credit.
Later, prior to leaving for New Delhi ending his two-day visit, Salman Khurshid addressed a press conference.
On the border killings, the Indian minister regretted the incidents as “unfortunate” saying one incident happened prior to his coming here and another during his Dhaka tour, reports our diplomatic correspondent.
Khurshid added he would consult the matter with the Indian home minister.
Replying to a question about the progress of trial in Felani killing case, the he said an internal inquiry is in progress but he could not detail the latest position of the inquiry.
Referring to the photo of Felani hanging from a barbed-wire fence at the border, he said it was a very sad picture. “Felani is not only a Bangladeshi girl, she is a young child and a daughter of both sides of the border.”
On India-Bangladesh ties, Khurshid said, “I don't see any reason to believe that it will reverse… I don't think there should be a departure. I'm optimistic and I believe that this march forward of history will continue.”
“We are doing whatever we need to do as responsible government at our end to ensure that there is less cause for such things to happen.”
In reply to a question, Khurshid said his government acknowledged with gratitude for what Bangladesh has done to ensure that India's security was not compromised because of people using Bangladesh territory.
“So, I've really no reason to be any doubt that this is something that will stand as test of time will be permanent as nature.”
Khurshid, further said, “I think we've move forward and I've not seen any signs of disagreement and dissent or divergent of views as far as this dimension and aspect of our relationship of India and Bangladesh is concerned.”
On another question about the next general elections, he said it was an internal political matter of Bangladesh. However, he said he understood that there are divergent views about the holding of the elections and hoped that political parties would find ways through consultations and prepare for elections.
About his meeting with Leader of the Opposition Khaleda Zia yesterday evening, Khurshid said it was a courtesy call and bilateral issues including border and recently signing of the two agreements were discussed.
He said Khaleda Zia discussed the existing political and socio-economic situation prevailing in Bangladesh. It was a cordial meeting.
Regarding the implementation of the additional protocol for implementation of 1974 land Boundary Agreement, he reiterated that a constitutional amendment bill will be placed in the next budget session of the Indian parliament beginning on February 21.
He said Manmohan Singh has given him clear instruction to take all parties on board to pass the bill. “This would be a major milestone to be achieved.”
About the Teesta agreement, the Indian minister said it is the unanimous decision of India to sign the deal. However, he mentioned some local factors (West Bengal CM's opposition) delaying the process. He hoped the things would be sorted out in the next fee weeks.
Asked about the youth movement at Shahbagh, Khurshid, smiling, said he could not talk to any of the protestors; he had only seen national flags and heard slogans.
However, he said nobody has clear ideas how much this will bring change in politics. Most people are trying to understand and analysing it.
The external affairs minister also had meetings with Leader of the Opposition Khaleda Zia, Home Minister Muhiuddin Khan Alamgir and Water Resources Minister Ramesh Chandra Sen.
