লালমনিরহাটে বিএসএফের গুলিতে বাংলাদেশি নিহত

লালমনিরহাটের হাতীবান্ধা উপজেলার জাওরানী সীমান্তে গত সোমবার রাতে ভারতীয় সীমান্তরক্ষী বাহিনীর (বিএসএফ) সদস্যদের গুলিতে এক বাংলাদেশি নিহত হয়েছেন। তাঁর নাম মনোরঞ্জন মণ্ডল (৩০)।

জাওরানী সীমান্তের মেইন পিলার নম্বর-৯১২ ও সাব-পিলার নম্বর-৩-এর কাছে খামারবাড়ী গ্রামের বিপরীতে ভারতীয় গ্রাম কাতাইবাড়ী এলাকায় মনোরঞ্জনকে বিএসএফের সদস্যরা গুলি করে হত্যা করে লাশ নিয়ে যান।

হাতীবান্ধার দইখাওয়া বিওপির কোম্পানি কমান্ডার সুবেদার আমির জানান, সম্ভবত অবৈধভাবে ভারতে ঢোকার সময় বিএসএফ সদস্যদের গুলিতে মনোরঞ্জন মারা যান। নিহত মনোরঞ্জনের বাড়ি মুন্সিগঞ্জের লৌহজং উপজেলার খোলাপাড়া বালিগাঁও গ্রামে। তিনি পেশায় একজন দর্জি। খোঁজ নিয়ে জানা গেছে, ভারতে তাঁর বোন থাকেন।

বিডিআর-বিএসএফ পতাকা বৈঠক : জৈন্তাপুর সীমান্ত কেউ ব্যবহার করবে না

বিডিআর-বিএসএফের পরবর্তী উচ্চপর্যায়ের বৈঠকের আগ পর্যন্ত কেউ সিলেটের জৈন্তাপুর সীমান্ত ব্যবহার করবে না বলে জানিয়েছে বিডিআর। আজ সোমবার বিকেলে বিডিআর ও বিএসএফের মধ্যে পতাকা বৈঠক শেষে এক সংবাদ ব্রিফিংয়ে এ কথা জানানো হয়।

বিকেল চারটা থেকে সন্ধ্যা সোয়া ছয়টা পর্যন্ত জাফলং পার্শ্ববর্তী তামাবিল সীমান্তে এ পতাকা বৈঠক অনুষ্ঠিত হয়।

বৈঠকে বাংলাদেশ প্রতিনিধিদলের নেতৃত্ব দিয়েছেন ২১ রাইফেলস ব্যাটালিয়নের অধিনায়ক জহিরুল আলম আর বিএসএফের প্রতিনিধিদলের নেতৃত্ব দেন শিলং বিএসএফ ১ নম্বর ব্যাটালিয়নের অধিনায়ক কর্নেল শেখর গুপ্ত।

ব্রিফিংয়ে আরও জানানো হয়, সীমান্তে এখন থেকে বিরোধপূর্ণ যে জায়গা রয়েছে, সেখানে বিএসএফ আর আগ্রাসী ভূমিকা পালন করবে না। বিডিআর-বিএসএফ শান্তিপূর্ণ সহাবস্থানে থাকবে।

এ সময় সাংবাদিকেরা তাঁদের কাছে জানতে চান আগেও শান্তিপূর্ণ সহাবস্থানের কথা বলা হয়েছিল, এর পরও গোলাগুলির ঘটনা ঘটেছে। এর জবাবে জহিরুল আলম বলেন, আর এ ধরনের ঘটনা ঘটবে না বলে নিশ্চয়তা দেওয়া হচ্ছে।

গতকাল রোববার দুপুরে জৈন্তাপুরের ডিবির হাওরে মাছধরাকে কেন্দ্র করে ভারতীয় খাসিয়া ও বাংলাদেশিদের মধ্যে কয়েক দফা পাল্টাপাল্টি ধাওয়া ও পাথর ছোড়াছুড়ির ঘটনা ঘটে। সংঘর্ষের একপর্যায়ে ভারতীয় সীমান্তরক্ষী বাহিনী বিএসএফ বাংলাদেশি নাগরিকদের ওপর গুলি চালায়।

Bangladesh Rifles and the Indian Border Security Force traded gunfire for around three hours yesterday after the latter crossed the Jaintapur border in Sylhet and shot at the locals.

At least 15 villagers were injured in the BSF firing, reports our staff correspondent from Sylhet.

The border troops from either side fired over a thousand shots, forcing the villagers to flee their homes, said witnesses.

The skirmish took place a day after BSF intruded into Bangladesh, dug bunkers and retreated following a flag meeting.

Only three days back, the Indian frontier force assured their Bangladesh counterpart of no more shooting at the civilians in the border areas. The assurance came when directors general of the two forces met in New Delhi.

Some 40 Indians entered the Bangladesh territory through Muktapur-Jaintapur at around 10:30am.

An hour later, they were joined by a hundred more. Backed by the Indian guards, they attempted to erect bamboo huts at Mandir Tila in Dibir Haor area, about 300 yards off the no-man's land.

A fight ensued when the villagers asked the intruders to leave. Hurling stones, the two sides chased each other for an hour.

At around 2:00pm, BSF opened fire on the villagers and the BDR personnel.

Bangladesh border guards shot back at them, leading to a gunfight that continued till the Indians retreated at around 4:45pm.

Lieutenant Colonel Zahirul Alam, commanding officer of 21 Rifle Battalion in Sylhet, said the attack on the villagers was premeditated. Alongside BSF jawans, Indian Khasias took part in it.

He however could not confirm the number of shots exchanged.

Talking to The Daily Star last night, BDR Director General Major Gen Md Mainul Islam termed the incidents "very regrettable”.

He said BSF stopped firing after BDR contacted the Indian side.

He observed the decisions taken at the recent meet do not seem to have been communicated to the BSF ranks at the grassroots level.

Gen Mainul stressed the need for the joint boundary working group to meet immediately to prevent a flare-up.

Of the injured, Abul Kalam, 35, was admitted to Sylhet MAG Osmani Medical College Hospital.

The others--Sumon 25, Abdur Rahman, 30, Mohammad Russell, 20, Ram, 25, Matin Miah, 30, Abdur Rahim, 40, Solaiman Miah, 80, Abdul Halim, 40, Mashuk,35, Sabbir Ahmed, Mokbul Ali, 26, Monir Hossain, 25, Kabir Ahmed, 22 and Akkel Ali--were taken to Jaintapur upazila health complex.

Most of those wounded hail from Dibir Haor, Ghilatail, Naljur and Fulbari areas.

The situation along the Jaintapur border has been tense since early February.

Indians have lately made several attempts to occupy land in Dibir Haor and Kendra Beel areas.

On February 4, BSF abducted nayek Mujibur Rahman from Dibir Haor. They returned him after a flag meeting on the Tamabil frontier.

But on February 14, the Indian border force shot and injured three Bangladeshis.

They fired at the villagers again on February 26 and 28.

BSF digs 25 bunkers inside Bangladesh

Retreats after 19 hours following border talks

Indian Border Security Force dug 25 bunkers following an overnight intrusion into Bangladesh territory through Padua-Protappur border in Gowainghat upazila of Sylhet and retreated yesterday afternoon after 19 hours.

The BSF's retreat from about 100-yard inside the international border came after an emergency flag meeting with Bangladesh Rifles from 1:30pm to 3:30pm on 'no man's land' at Padua-Protappur amidst tension prevailing since Friday night.

Lt Colonel Zahirul Alam, commanding officer of 21 Battalion of BDR, Sylhet, who led the BDR team at the meeting, told The Daily Star at 5:40pm yesterday, "BSF started retreating from the position they took inside Bangladesh territory on Friday. They had already left the bunkers."

BSF commanding officer of Battalion-1, Shillong, S Shekhor led the Indian side at the meeting.

A sector commander-level flag meeting between the BDR and BSF would be held soon to settle the ongoing trouble on Jaintapur, Tamabil and Padua borders, Zahirul said.

Earlier, around 9:00pm on Friday BSF trespassed into Bangladesh territory through border pillars No 1270 and 1271 and dug 25 bunkers while BDR took position in the nearby area and dug eight bunkers.

"We raised strong protests in the meeting and asked them to retreat to their previous position in line with the decision taken in September 2009", said Zahirul Alam adding that the BSF agreed to leave.

Colonel Alam also said that according to a joint decision taken in September 2009, the BSF and BDR had kept themselves at a distance of 200 yards from Padua-Protappur border.

Meanwhile, BDR on Thursday handed over an Indian to BSF, who intruded into Bangladesh through Padua border on the previous day. The BSF also returned a Bangladeshi, held by them from zero line along the same border the same day.

পতাকা-বৈঠকের পর শান্ত

সিলেটের পদুয়া সীমান্তে ভারতীয় সীমান্ত রক্ষীবাহিনী (বিএসএফ) ও বাংলাদেশ রাইফেলসের (বিডিআর) সদস্যরা পরিখা খনন করে মুখোমুখি অবস্থান নেওয়াকে কেন্দ্র করে দুই দেশের সীমান্ত এলাকায় উত্তেজনা দেখা দেয়। গতকাল শনিবার দুপুরে বিডিআর ও বিএসএফের মধ্যে পতাকা-বৈঠকের পর পরিস্থিতি স্বাভাবিক হয়।

২১ রাইফেল ব্যাটালিয়ন ও স্থানীয় সূত্র জানায়, সিলেটের গোয়াইনঘাট উপজেলার পশ্চিম জাফলং এলাকার পদুয়া সীমান্তে ১০ মার্চ আবদুল জলিল নামের পদুয়া এলাকার এক কৃষককে তাঁর কৃষি জমি থেকে বিএসএফ ধরে ওপারে নিয়ে যায়। পরদিন সকালে পতাকা-বৈঠকের মাধ্যমে ওই বাংলাদেশিকে বিডিআর ফিরিয়ে আনে। গত বৃহস্পতিবার থেকে বিএসএফ এই সীমান্তের শূন্য রেখায় বিচরণ শুরু করে। বৃহস্পতি ও শুক্রবার রাতে পদুয়ার পান্তুমাই বাঁশ বাগানের কাছে ১২৭০-৩ এস পিলারের আশপাশে বিএসএফ ২০ থেকে ২৫টি পরিখা খনন করে অবস্থান নেয়। বিএসএফের পরিখা পর্যবেক্ষণ করে বিডিআরও শুক্রবার রাতে সমসংখ্যক পরিখা খনন করে সতর্ক অবস্থান নেয়।

পদুয়ার পান্তুমাই গ্রামবাসী সূত্রে জানা গেছে, ওপারে বিএসএফ পরিখা খনন করে ভারী অস্ত্রশস্ত্র মজুদ করে। প্রতিটি পরিখায় তিন থেকে চারজন করে বিএসএফ সদস্য অবস্থান নেন। পরে এলাকাবাসীর সহযোগিতায় বিডিআর পরিখা খনন করে একইভাবে অবস্থান নিলে আশপাশের গ্রামে মানুষের মধ্যে আতঙ্ক ছড়িয়ে পড়ে।

পশ্চিম জাফলং ইউনিয়নের ফয়জুর রহমান প্রথম আলোকে জানান, বিএসএফের পরিখা খনন দেখে রীতিমতো যুদ্ধের আতঙ্ক দেখা দেয়। বিডিআর সতর্কতার সঙ্গে শুক্রবার রাতেই পরিখা খনন শুরু করলে স্থানীয় লোকজন এতে সহযোগিতা করেন। সকাল থেকে দুপুর পর্যন্ত টান টান উত্তেজনা ছিল। দুপুর থেকে পতাকা-বৈঠক শুরু হলে পরিস্থিতি কিছুটা স্বাভাবিক হয়। দুপুর একটা ৩০ মিনিটে পতাকা-বৈঠক শুরু হয়। বিকেল সাড়ে তিনটায় তা শেষ হয়।

নাম প্রকাশ না করার শর্তে ২১ রাইফেল ব্যাটালিয়নের একজন কর্মকর্তা জানান, পদুয়া সীমান্তে জমি নিয়ে বিডিআর-বিএসএফের বিরোধ শুরু হলে ২০০৯ সালের সেপ্টেম্বরে দুই পক্ষের মধ্যে অধিনায়ক পর্যায়ে একাধিক পতাকা-বৈঠকের পর একটি সিদ্ধান্ত হয়। সিদ্ধান্তটি হচ্ছে, পদুয়ায় ১২৭০-৩ এস পিলারের কাছে একটি জিরো লাইন চিহ্নিত করে উভয় পক্ষ এর ২০০ গজ অভ্যন্তরে না ঢোকা। বিএসএফ এই নিয়ম লঙ্ঘন করে। গতকাল পতাকা-বৈঠকে ওই সিদ্ধান্তের কথা তাদের স্মরণ করিয়ে দেওয়ার পর বিএসএফ পরিখা থেকে তাদের অবস্থান পরিবর্তন করে।

পতাকা-বৈঠকে বিডিআরের পক্ষে নেতৃত্বদানকারী ২১ রাইফেল ব্যাটালিয়নের অধিনায়ক লে. কর্নেল খন্দকার জহিরুল আলম প্রথম আলোকে জানান, পতাকা-বৈঠকে বিএসএফের পক্ষে নেতৃত্ব দেন অধিনায়ক শেখর গুপ্ত। তাঁকে ২০০৯ সালের সেপ্টেম্বর মাসের সিদ্ধান্তের কথা জানানো হয়। এতে তাঁরা পরিখা থেকে সরে যেতে সম্মত হন। জহিরুল আলম জানান, সীমান্ত পরিস্থিতি শান্ত রাখতে আলোচনা ফলপ্রসূ হয়েছে। বিকেল পাঁচটা থেকে সীমান্ত পরিস্থিতি স্বাভাবিক হয়ে উঠেছে।

গোয়াইনঘাটে পতাকা বৈঠক শেষে পরিস্থিতি শান্ত

সিলেটের গোয়াইনঘাট উপজেলার প্রতাপপুর ও পাদুয়া সীমান্তে আজ শনিবার বিডিআর-বিএসএফের মুখোমুখি অবস্থানের পরিপ্রেক্ষিতে উদ্ভূত পরিস্থিতি মোকাবিলায় বিডিআর-বিএসএফের মধ্যকার পতাকা বৈঠকটি কিছুক্ষণ আগে শেষ হয়েছে।
এই পতাকা বৈঠকে বিডিআর প্রতিনিধিদলের নেতৃত্ব দেন সিলেট ২১ ব্যাটালিয়নের অধিনায়ক কর্নেল জহিরুল হক।

বৈঠকে সিলেটের গোয়াইনঘাটের প্রতাপপুর ও পাদুয়া বিরোধপূর্ণ ভূমিতে বিএসএফের অগ্রবর্তী অবস্থান নিয়ে আলোচনা হয়। এতে সিদ্ধান্ত হয়, বিরোধপূর্ণ জায়গা থেকে বিএসএফ সরে গিয়ে আগের জায়গায় অবস্থান নেবে এবং উচ্চপর্যায়ের অনুমোদন ছাড়া পুনরায় বিরোধপূর্ণ ভূমি নিয়ে একতরফা কোনো সিদ্ধান্ত নেবে না। এই পতাকা বৈঠক শেষে গোয়াইনঘাট সীমান্তে স্বাভাবিক অবস্থা ফিরে এসেছে।

উল্লেখ্য, আজ শনিবার ভোর থেকে গোয়াইনঘাটের প্রতাপপুর ও পাদুয়া সীমান্তে বিডিআর ও ভারতীয় সীমান্তরক্ষী বাহিনী বিএসএফ মুখোমুখি অবস্থান নেয়। গতকাল শুক্রবার রাত নয়টার দিকে বিএসএফ বাংলাদেশের সীমান্তের ভেতর ১২৭০ ও ১২৭১ নম্বর পিলার অতিক্রম করে বিরোধপূর্ণ জমি দখল করে নেয়। ওই জায়গায় তারা বাংকার খনন করে। বিডিআরও বাংকার খনন করে।

BDR, BSF to sign 'Joint Record of Discussions' today

The border guards of Bangladesh and India sign the "Joint Record of Discussions" here today, culminating the annual summit-level talks, amidst expectations that each side will seek to address other's main concerns.

The document will be signed at a function by visiting BDR Director General Maj Gen Mainul Islam and his BSF counterpart Raman Srivastava at the latter's headquarters at 10:00 am. It will be followed by a joint press conference.

The Joint Record of Discussions is likely to record that no innocent life should be lost at the border due to the guards' actions as such a development was totally unacceptable because this involves local civilian populations.

It is also likely to bring out Bangladesh's willingness to motivate its people not to undertake any act, which may force BSF to take tough measures.

The Joint Record of Discussions is likely to suggest maintaining status quo and exercising restraint by both BDR and BSF in their moves in the adverse possession of enclaves.

India is understood to have conveyed at the talks that it would take care of Bangladesh's grievances relating to alleged intrusion by BSF and civilians near Jaintia Hills along the border with Sylhet.

Both sides agreed that tension along the border should be scaled down to the extent possible and should not be allowed to affect bilateral relations.

India, which has security concern upper most, in turn is understood to have been assured of Bangladesh's continued cooperation in apprehending northeastern Indian insurgents.

This the two sides hope would help lowering tension along the border substantially as these are the areas where disputes among locals on both sides of the border are sharper.

Sources said the Joint Record of Discussions is likely to reflect recognition in both sides that the resolve at the highest level of leaderships of the two countries should percolate down to the field level to avoid impression of a communication gap and lack of coordination.

BDR delegation led by its chief Mainul had the four-hour talks with Indian team and later met Indian Home Minister Palaniappan Chidambaram and Home Secretary GK Pillai on Monday.

No more killing of 'innocent' by BSF

Assures India at talks of 2 border forces in Delhi

India yesterday assured Bangladesh of "zero tolerance" towards killing of innocent Bangladeshi civilians along the border and border guards of the two countries decided to exercise restraint in adverse possession of enclaves.

The assurance came at the four-hour talks held between BDR and BSF at the latter's headquarters at the Central Government Offices complex here.

It is understood that India would address Bangladesh's serious concerns over alleged intrusion by BSF and setting up of a post in Bangladesh territory near Jaintia Hills in Sylhet region.

Later, BDR Director General Maj Gen Mainul Islam told the Daily Star that he flagged three main concerns of Bangladesh not only during the BDR-BSF talks but also during his separate meetings with Indian Home Minister Palaniappan Chidambaram and Home Secretary Gopal Krishna Pillai in the afternoon.

The three concerns, he said, are--"killing of innocent Bangladeshis at the border, phensydyl manufacturing units on Indian side near Bangladesh border and tension between border security forces of the two countries in adverse possession of enclaves."

Mainul, who headed the Bangladeshi team at the talks, said the Indian side "clearly conveyed to us that they would maintain zero tolerance to killing of innocent Bangladeshis at the borders."

He said, however, Bangladesh also accepted in this context that it too "needs to motivate its people" not to undertake any illegal act across the border.

"We have also agreed to motivate our people," he added.

The BDR chief said that when he raised the issue of smuggling of phensydyl syrup from India, the Indian delegation led by BSF Director General Raman Srivastava reiterated that it would try to locate illegal manufacturing units of the syrup along the border to destroy those.

He said there was nothing wrong with phensydyl per se as it was a cough syrup but when it is mixed with "codeine" then it becomes a "burden for the society."

Mainul Islam said the BDR and BSF also agreed to hold more sector commander level meetings to enhance communication at the ground level.

Describing the BDR-BSF talks and his meetings with Chidambaram and Pillai "cordial and successful," he said "we will see the result soon."

"I am very hopeful of a result, which will strengthen relations between the two countries," he said.

The BDR chief said he has conveyed to the Indian side that when the two countries have agreed to strengthen friendly ties at the highest level and this was reflected in the Joint Declaration of January 12 during Prime Minister Sheikh Hasina's visit to Delhi, this spirit should trickle down to the lower level also.

Mainul, whose delegation members were drawn also from home, water resources and foreign ministries, will visit Agra, Jaipur and Jodhpur before the two sides come out with agreed minutes tomorrow.

বিডিআর-বিএসএফ বৈঠক শুরু : সীমান্তে নিরীহ বাংলাদেশি হত্যা করা হবে না: ভারত

ভারতীয় সীমান্তরক্ষী বাহিনীর (বিএসএফ) হাতে নিরীহ বাংলাদেশি নিহত হওয়ার ঘটনা সহ্য করা হবে না বলে বাংলাদেশকে আশ্বস্ত করেছে ভারত। গতকাল সোমবার শুরু হওয়া বিএসএফ-বিডিআরের মহাপরিচালক পর্যায়ের প্রথম দিনের বৈঠকে ভারতের পক্ষ থেকে এ আশ্বাস দেওয়া হয়। বৈঠক শেষে বিডিআরের মহাপরিচালক মইনুল ইসলাম এ কথা বলেন। বৈঠকে মইনুল ইসলামের প্রতিপক্ষ হিসেবে যোগ দেন বিএসএফের মহাপরিচালক জেনারেল রমন শ্রীবাস্তব। খবর বাসসের।

বিডিআরের মহাপরিচালক বলেন, নয়াদিল্লিতে বিএসএফের সদর দপ্তরে অনুষ্ঠিত ওই বৈঠকে তাঁরা সীমান্তে বিএসএফ সদস্যদের গুলিতে নিরীহ বাংলাদেশিদের মৃত্যু, চোরাইপথে বাংলাদেশে ভারতীয় ফেনসিডিলের অনুপ্রবেশ ও সীমান্ত এলাকার অমীমাংসিত ভূমির মালিকানাবিষয়ক তিনটি প্রধান বিষয়ে বিএসএফ কর্তৃপক্ষের দৃষ্টি আকর্ষণ করেন। তিনি জানান, তিনটি বিষয়েই বিএসএফের পক্ষ থেকে গঠনমূলক ব্যবস্থা গ্রহণের আশ্বাস দেওয়া হয়।

বিডিআরের মহাপরিচালক বলেন, তাঁরা ‘অত্যন্ত আন্তরিক ও সফল’ বৈঠক করেছেন। বিএসএফের মহাপরিচালক তাঁকে তিনটি বিষয়েই ইতিবাচক পদক্ষেপ নেওয়ার আশ্বাস দিয়েছেন। এখন সে আশ্বাস তাঁরা বাস্তবে দেখতে চান।

বিডিআরের মহাপরিচালক বলেন, ভারতীয় কর্তৃপক্ষ তাঁদের এই আশ্বাস দিয়েছে যে সীমান্তে বিএসএফ সদস্যদের গুলিতে কোনো নিরীহ বাংলাদেশির মৃত্যু হলে তাঁরা তা কিছুতেই বরদাশত করবেন না। বাংলাদেশে ভারতীয় ফেনসিডিল পাচারের বিষয়টিও গুরুত্বের সঙ্গে দেখবেন বলে বিএসএফের মহাপরিচালক তাঁকে আশ্বাস দেন।

বাংলাদেশের পক্ষ থেকে অমীমাংসিত ভূমির বিষয়টিও বৈঠকে তোলা হয়। বৈঠকে এ বিষয়ে উভয় দেশ সহিষ্ণুতা বজায় রেখে সমাধানের পথে এগোবে বলে জানানো হয়।

দুই দেশের সীমান্ত সমস্যা নিয়ে আলোচনার জন্য উভয় পক্ষ নিয়মিত সেক্টর কমান্ডার পর্যায়ের বৈঠক করতে সম্মত হয়।

আমাদের নয়াদিল্লি প্রতিনিধি জানান, বৈঠকে বিএসএফ সন্ত্রাসীদের অনুপ্রবেশ ঠেকানোর বিষয়টি বিশেষ গুরুত্ব দিচ্ছে। সন্ত্রাসীরা যাতে এক দেশের সীমান্ত অতিক্রম করে অন্য দেশে ঢুকতে না পারে, সে বিষয়ে বিএসএফ বিডিআরের সহযোগিতা চায়। সম্প্রতি ঢাকা থেকে ড়্যাবের সদস্যরা পাকিস্তানভিত্তিক সন্ত্রাসী সংগঠন জইশে মুহাম্মদের পাঁচ সদস্যকে আটক করায় সন্ত্রাসী অনুপ্রবেশের বিষয়টি অগ্রাধিকার দিচ্ছে ভারত।

বিএসএফের সূত্রগুলো বলেছে, এ মুহূর্তে সন্ত্রাসীদের অনুপ্রবেশের বিষয়টি ভারতের বড় ধরনের উদ্বেগের কারণ।

Policy friendly, BSF unfriendly

BDR chief points at need for making the border guards aware of Delhi's intention; plans to take it up during 6-day meeting of two frontier forces in India from today

Director General of Bangladesh Rifles Maj Gen Md Mainul Islam said the desire of Bangladesh and Indian governments for a new phase in bilateral relations should travel down to all levels of Indian border guards.

Unfortunately, this common desire has not been echoed in many cases in the field level personnel of the Border Security Force (BSF) of India, he observed.

Referring to the desire reflected in the joint declaration of Bangladesh and India during the first Delhi visit of Prime Minister Sheikh Hasina in January, the BDR chief expressed the hope the same would be reflected in all levels of BSF.

"This desire is reciprocal, never one-sided," Gen Mainul told The Daily Star on Thursday before his visit to New Delhi today to attend a six-day DG level conference between BDR and BSF.

He was talking at his office about his first fully-fledged meeting with his Indian counterpart. He will lead a 19-member delegation comprising high officials of BDR, home ministry, foreign ministry, Bangladesh-India Joint River Commission and Bangladesh High Commission in New Delhi.

"We have hundred percent will to fulfil the desire of the two leaders of the two countries. But in many cases we don't see the same spirit in the ground level on their side," observed the BDR DG.

He put emphasis on "political will" to solve the problem and improve border situation.

"But this will should be communicated with the true spirit of the political decisions," he said, adding, it is necessary to build confidence between the two nations.

"I would like to tell my counterpart that they must understand the spirit of the two prime ministers," he said.

He said both the premiers agreed in the joint communiqué to comprehensively address all outstanding land boundary issues in line with the spirit of the 1974 Land Boundary Agreement.

"In this context, they agreed to convene the Joint Boundary Working Group to take this process forward."

But the BDR chief observed that lower level BSF personnel do not follow this land boundary agreement in many cases.

"But they should understand the intent of the prime ministers of the two countries. This is a big opportunity for both the countries to improve relations between their brooder guards as both the governments are heading towards a new phase of friendly relations," Gen Mainul added.

He believes the border forces should solve smaller issues at their level. "If these unwanted incidents are stopped at our level, it will improve the friendly relations between the two countries."

As many as 78 Bangladeshis were killed by BSF inside the Indian land since January 2009 till February this year. But no Indian national was killed by the BDR, the force claims.

"Killing of civilians, may be they were trespassers, must stop. This is violation of the border agreement, Indian laws and international human rights."

He added duties have clearly been described in the Joint India-Bangladesh Guideline for Border Authorities 1975. If any citizen trespasses on the land of other country, the border forces can arrest and try them or turn them in to the other side following necessary communications.

"We follow these guidelines. But deaths of our nationals in the hand of BSF is not only unacceptable but also a hatred offence," he observed.

He said forceful occupation of land by BSF has raised a new problem in Sylhet region.

There are some problems about the adverse possessed land. The BSF forcefully possesses some land in Joiynta in Sylhet region since 2006 saying it is adverse possessed land.

The BSF set up a post inside Sylhet border claiming it as "adverse possessed land," which BDR strongly opposed.

At a deputy director general level meeting, BSF promised to remove the post, which is still there.

The BDR chief said he would raise the issue at the DG level meeting, which is scheduled to start in Delhi today.

"I will give them a timeframe to withdraw their post from our land," Gen Mainul said.

He added if there is no unnecessary killing and no intrusion along the border, the friendly relations between the two countries would be strengthened.

He added India should help Bangladesh by shutting down the Phensydyle factories in its land so that the flow of such drugs to Bangladesh stops.

Indiscriminate killing and unprovoked firing by BSF, smuggling, physical verification of border pillars and adverse possessed land, formulation of integrated joint border management, abduction of border people by BSF, and pushing in Indian nationals to Bangladesh are some of the agendas of the upcoming DG level meeting.

"If we can improve the friendly relations solving these problems, we'll go further towards trade issues, which is very important for both the neighbours," Gen Mainul observed.

BSF kills 2

Indian Border Security Force shot dead two cattle traders, one Bangladeshi and one Indian citizen, at the Dharmagarh border in Ranishankoil upazila of Thakurgaon early yesterday.

The victims were identified as Abdul Quaium, 30, son of Abdul Kader of Kathaldangi under Haripur upazila of Thakurgaon and Mohammad Bodhu Miah,32, son of Mongolu of Dakkhin Dinajpur district in India.

Bangladesh Rifles, police and local sources said, BSF members opened fire on a group of cattle traders around 4.30am near Darmagarh border when they were trading cattle.

The Indian national Bodhu Miah died on the spot while Bangladeshi national Abdul Quaium received injuries in the BSF shooting. National Security Intelligence and BDR sources confirmed the death of Indian citizen.

Locals rescued Quaium and rushed him to Ranishankoil Health Complex where the on-duty doctor declared him dead.

BSF personnel took away the body of Bodhu Miah immediately after the incident.

BDR in a letter to BSF strongly protested the unprovoked killing and asked its Indian counter part to refrain from such incident.

Trans-border issues including "adverse possessed lands" would be tabled in the director general-level conference beginning from March 7 in New Delhi, said Bangladesh Rifles (BDR) Chief Maj Gen Md Mainul Islam yesterday.

"The Indian Border Security Force (BSF) are off to occupy our lands on the plea of having adverse possessed lands," Mainul Islam said.

The BDR director general (DG) is expected to lead a 19-member delegation in the five-day DG-level conference.

While visiting Dibir Haor area in Jaintapur, the DG told journalists that steps had been taken to make the border guards better equipped. A major reshuffle in BDR is underway through which facilities of BDR jawans would be increased, he added.

He made the visit amid a tense situation between the border guards of the two countries. Earlier on February 27, BDR and BSF exchanged gunshots over intrusion of Indian nationals into Bangladesh territory.

He regretted that despite repeated urge BSF is not following the border rules and intrude into Bangladesh territory.

He said a new outpost would be set up in Dibir Haor as the existing outposts are less in number than that of the Indian counterpart.

During a briefing at Sylhet BDR headquarters later in the afternoon, he accused BSF of firing at innocent Bangladeshi civilians. "They even made children and quarry labourers their targets," he said.

The BDR jawans were left with no choice but to retaliate, said the BDR chief.

Sylhet Sector Commander Col Neamul Islam Fatemi and other officials accompanied the DG during his visit. Mainul Islam also met Shillong BSF Deputy Inspector General (DIG) RK Ravigandhi during his visit at Dibir Haor border.

Throughout February, the Indians have repeatedly attempted to fish in Dibir Haor and Kendri Beel area. But they failed in the face of resistance by locals and BDR jawans.

বিএসএফের গুলিতে এক বাংলাদেশিসহ দুজন নিহত

ঠাকুরগাঁওয়ের রানীশংকৈল উপজেলার ধর্মগড় সীমান্তে ভারতীয় সীমান্তরক্ষী বাহিনীর (বিএসএফ) গুলিতে এক বাংলাদেশি ব্যবসায়ী ও একজন ভারতীয় নাগরিক নিহত হয়েছেন। গতকাল মঙ্গলবার ভোরে এ ঘটনা ঘটে। নিহত ব্যক্তিরা হলেন হরিপুর উপজেলার কাঁঠালডাঙ্গী গ্রামের আবদুল কাইউম ও ভারতের দক্ষিণ দিনাজপুর জেলার মোহাম্মদ বধু মিয়া (৩২)।
কমান্ডার লে. কর্নেল মাহফুজ আলম জানান, এ ঘটনার প্রতিবাদ জানিয়ে বিডিআরের পক্ষে বিএসএফকে চিঠি দেওয়া হয়েছে।

জৈন্তাপুর সীমান্তে উত্তেজনা : ভারতীয় খাসিয়াদের মাছ ধরা নিয়ে বিডিআর ও বিএসএফ গুলিবিনিময়

সিলেটের জৈন্তাপুর উপজেলা সীমান্ত এলাকায় গতকাল রোববার বিডিআর ও বিএসএফের মধ্যে দফায় দফায় গুলি বিনিময় হয়েছে। এর আগে বিএসএফের সহযোগিতায় জৈন্তাপুরের ডিবির হাওরে ভারতীয় খাসিয়ারা মাছ ধরতে এলে সীমান্তে উত্তেজনা দেখা দেয়। বিএসএফের নজরদারিতে মাছ ধরা শেষ হলে ওই গুলি বিনিময়ের ঘটনা ঘটে।

প্রত্যক্ষদর্শী গ্রামবাসী ও বিডিআর সূত্রে জানা গেছে, ভারত-বাংলাদেশ সীমান্তবর্তী ১২৮৪ নম্বর পিলারের প্রায় ৪০০ গজ ভেতরে সকাল নয়টার দিকে বুলেটপ্রুফ জ্যাকেট পরা ৫৮ জন বিএসএফ সদস্যকে সঙ্গে নিয়ে একদল ভারতীয় খাসিয়া জৈন্তাপুরের ডিবির হাওরে মাছ ধরতে নামে। সীমান্ত অতিক্রম করায় ওই এলাকায় টহলরত ২১ রাইফেল ব্যাটালিয়নের ছয়জন বিডিআর জওয়ান বিএসএফকে মৌখিকভাবে বাধা দেয়। কিন্তু বিএসএফ বাধা অতিক্রম করে ডিবির হাওরপাড়ে অবস্থান নেয়। একপর্যায়ে টহলরত বিডিআর জওয়ানেরা ঊর্ধ্বতন কর্মকর্তাদের সঙ্গে যোগাযোগ করলে তাদের সেখান থেকে ফাঁড়িতে চলে আসার নির্দেশ দেওয়া হয়। বেলা ১১টার দিকে বিএসএফ হাওর এলাকা থেকে সীমান্তের ওপারে গিয়ে সতর্ক অবস্থান নেয়। ওপার থেকে বিএসএফের নজরদারিতে ডিবির হাওরে খাসিয়ারা বেলা তিনটা পর্যন্ত মাছ ধরে। ডিবির হাওর থেকে খাসিয়ারা চলে যাওয়ার পরপরই মুক্তারপুর ও হাওয়ায় টিলা ক্যাম্প থেকে বিএসএফ অতর্কিত গুলিবর্ষণ শুরু করে। হাওরপাড়ের মন্দির টিলা থেকে বিডিআরও পাল্টা গুলি ছোড়ে। দফায় দফায় পাল্টাপাল্টি গুলিবিনিময় চলে প্রায় দুই ঘণ্টা। এতে ডিবির হাওরসহ জৈন্তাপুর সীমান্তের পাঁচ থেকে ছয় কিলোমিটার এলাকার গ্রামগুলোতে আতঙ্ক ছড়িয়ে পড়ে। গ্রামবাসীর অনেকেই বসতবাড়ি ছেড়ে নিরাপদ আশ্রয়ে চলে যায়।

২১ রাইফেল ব্যাটালিয়নের একজন ঊর্ধ্বতন কর্মকর্তা নাম প্রকাশ না করার শর্তে প্রথম আলোকে বলেন, ডিবির হাওর থেকে বিএসএফের প্রত্যক্ষ সহযোগিতায় ভারতীয় খাসিয়ারা মাছ ধরে নিয়ে গেছে। বেলা তিনটা ১০ মিনিটে বিডিআরকে উদ্দেশ্য করে বিএসএফ গুলি ছোড়ে। বিডিআরও পাল্টা জবাব দেয়। বিডিআর তিনটা ৩৫ মিনিট পর্যন্ত থেমে থেমে গুলি ছোড়ে। কিন্তু বিএসএফ একনাগাড়ে বিকেল সাড়ে পাঁচটা পর্যন্ত গুলি ছুড়েছে। বিষয়টি ঊর্ধ্বতন কর্তৃপক্ষকে জানানো হয়েছে।

উল্লেখ্য, ডিবির হাওরে মাছ ধরা নিয়ে জৈন্তাপুর সীমান্তে গত ৪ ফেব্রুয়ারি থেকে বিডিআর-বিএসএফ একাধিকবার গুলিবিনিময় হয়েছে। গত ১৪ ফেব্রুয়ারি বিএসএফের গুলিতে তিন বাংলাদেশি আহত হওয়ার ঘটনায় বিডিআর-বিএসএফের উচ্চপর্যায়ে পতাকা বৈঠক হয়। গত ১৯ ফেব্রুয়ারি ভারতীয় খাসিয়ারা ডিবির হাওরে মাছ ধরতে এলে বাংলাদেশি গ্রামবাসীর ধাওয়া খেয়ে ওপারে চলে যায়।

সিলেটের জৈন্তাপুর সীমান্তে বাংলাদেশের ডিবির হাওর থেকে আজ রোববার মাছ ধরে নিয়ে গেছে একদল ভারতীয় খাসিয়া। আজ সকাল থেকে দুপুর পর্যন্ত খাসিয়ারা মাছ ধরে। এ সময় ভারতীয় সীমান্তরক্ষী বাহিনী (বিএসএফ) খাসিয়াদের সহযোগিতা করতে বাংলাদেশে প্রবেশ করে। এই নিয়ে বিকেল তিনটা থেকে সাড়ে পাঁচটা পর্যন্ত বিডিআর-বিএসএফের মধ্যে দফায় দফায় গুলিবিনিময় হয়েছে।

প্রত্যক্ষদর্শী গ্রামবাসী ও বিডিআর সূত্র জানায়, জৈন্তাপুরের ডিবির হাওরে আজ সকাল নয়টার দিকে বিএসএফের সহযোগিতায় একদল ভারতীয় খাসিয়া মাছ ধরতে নামে। সীমান্ত অতিক্রম করায় ওই এলাকায় টহলরত ২১ রাইফেল ব্যাটালিয়নের ছয়জন বিডিআর জওয়ান বিএসএফকে বাধা দেন। কিন্তু বিএসএফ তখন বাধা অতিক্রম করে ডিবির হাওরপাড়ে অবস্থান নেয়। একপর্যায়ে টহলরত বিডিআর জওয়ানেরা সেখান থেকে ফাঁড়িতে চলে আসেন। বিডিআর চলে আসায় বেলা ১১টার দিকে বিএসএফও হাওর এলাকা থেকে সীমান্তের ওপারে গিয়ে সতর্ক অবস্থান নেয়। ওপার থেকে বিএসএফের নজরদারির মধ্যে ডিবির হাওরে খাসিয়ারা প্রায় বিকেল তিনটা পর্যন্ত মাছ ধরে। ডিবির হাওর থেকে খাসিয়ারা চলে যাওয়ার পর বিএসএফ অতর্কিতভাবে গুলিবর্ষণ করে। এরপর বিডিআরও পাল্টা গুলি ছোড়ে। এভাবে পাল্টাপাল্টি গুলিবিনিময় চলে প্রায় দুই ঘণ্টা। এ সময় ডিবির হাওরসহ জৈন্তাপুর সীমান্ত এলাকার গ্রামগুলোতে আতঙ্ক ছড়িয়ে পড়ে। অনেকে বসতবাড়ি ছেড়ে নিরাপদ আশ্রয় নিয়েছে।

২১ রাইফেল ব্যাটালিয়নের সহ-অধিনায়ক মেজর আবদুল্লাহ আল মামুন ভূঁইয়া সাংবাদিকদের জানান, ডিবির হাওর থেকে বিএসএফের প্রত্যক্ষ সহযোগিতায় ভারতীয় খাসিয়ারা মাছ ধরে নিয়ে গেছে। আজ বিকেল তিনটা ১০ মিনিটের দিকে বিডিআরকে উদ্দেশ করে বিএসএফ গুলি ছুড়লে বিডিআরও পাল্টা জবাব দেয়। বিডিআর তিনটা ৩৫ পর্যন্ত থেমে থেমে গুলি ছোড়ে। কিন্তু বিএসএফ একনাগাড়ে বিকেল সাড়ে পাঁচটা পর্যন্ত গুলি ছোড়ে।

উল্লেখ্য, বাংলদেশের ডিবির হাওরে মাছ ধরা নিয়ে জৈন্তাপুর সীমান্তে ৪ ফেব্রুয়ারি থেকে বিডিআর-বিএসএফ একাধিকবার গুলিবিনিময়ের ঘটনা ঘটে। ১৪ ফেব্রুয়ারি বিএসএফের গুলিতে তিন বাংলাদেশি আহত হওয়ার ঘটনায় গত ১৭ ফেব্রুয়ারি বিডিআর-বিএসএফের উচ্চপর্যায়ে পতাকা বৈঠক হয়।
