BSF kills cattle trader

A cattle trader was beaten to death by Indian Border Security Force (BSF) along the Putkhali frontier in Benapole early Wednesday.

The identity of the victim could not be known immediately.

BSF troops of Putkhali camp caught and beat the cattle trader mercilessly while he was returning home from India through the border, leaving him dead on the spot, BDR sources said.

Later, the BSF troops threw the body into the Ichhamoti river.

Indian police took away the body as it was floating on the Indian side of the river, the sources added.

A flag meeting was held between BDR men of Putkhali camp and BSF of Angrail camp in this regard, said Emdad Hossain, camp commander of 22 Rifles Battalion.

বিএসএফের বাধায় সড়কের উন্নয়নের কাজ আবার বন্ধ

ভারতীয় সীমান্তরক্ষী বাহিনীর (বিএসএফ) বাধায় মৌলভীবাজারের কুলাউড়া উপজেলার শরীফপুর সীমান্তে চাতলাপুর স্থলবন্দরের সড়ক উন্নয়নের কাজ আবার বন্ধ হয়ে গেছে। সড়ক ও জনপথ (সওজ) বিভাগের কর্মকর্তাদের আশঙ্কা, বিএসএফের বারবার বাধার কারণে সড়ক উন্নয়নের কার্যাদেশটি বাতিল হতে পারে।

গত রোব ও গতকাল সোমবার দুই দফা চাতলাপুর চেকপোস্টে গিয়ে দেখা যায়, স্থলবন্দরসংলগ্ন সড়ক উন্নয়নের পিচ ঢালাইয়ের কাজ বন্ধ রয়েছে। সওজের উপসহকারী প্রকৌশলী আবদুল কাইয়ূম প্রথম আলোকে বলেন, সরকারিভাবে এ সড়কটি ১৮ ফুট প্রশস্ত করে উন্নয়ন করার কার্যাদেশ দেওয়া হয়। ঠিকাদার মোসাদ্দেক আহমদ দরপত্র মোতাবেক কাজ শুরু করে প্রায় ২০০ ফুট রাস্তায় পাথর ও বালু বসিয়েছেন। গত ১০ দিনে বিএসএফের বাধায় ওই সড়কে আর পিচ ঢালাইয়ের কাজ শেষ করা যায়নি।

সওজ কর্মকর্তা জানান, কয়েক দিন আগে বিডিআর ও বিএসএফের পতাকা বৈঠকে বিএসএফ সড়কটি ১৮ ফুটের স্থলে ১২ ফুট প্রশস্ত করার দাবি জানায়। বিডিআর রাজি হলে বিএসএফ নতুন করে দাবি জানায়, সড়কটি পুরোপুরি ১২ ফুট করতে হবে এবং রাস্তার পাশে অতিরিক্ত মাটির পথও থাকবে না। গত রোববার সকালে ঠিকাদার ১২ ফুট করে রাস্তার কাজ শুরু করলে বিএসএফের জোর বাধায় কাজ বন্ধ হয়ে যায়। খবর পেয়ে ওই দিন বেলা দুইটার দিকে শ্রীমঙ্গলের ১৪ রাইফেল ব্যাটালিয়নের পরিচালক (অপারেশন) মেজর রাকিবুল হাসান ঘটনাস্থল পরিদর্শন করেন।

মেজর রাকিবুল হাসান ঘটনার সত্যতা নিশ্চিত করে প্রথম আলোকে বলেন, রাস্তা নিয়ে রোববার চাতলাপুর চেকপোস্ট এলাকায় পতাকা বৈঠকে বিএসএফের মেজর প্রজিত চাকমা আসার কথা থাকলেও শেষ পর্যন্ত তিনি আসেননি। এর আগের বৈঠকে বিএসএফ ও বিডিআরের মধ্যে একটি সমঝোতা হলেও বিএসএফ তা লঙ্ঘন করেছে। এ জন্য দফায় দফায় বিএসএফের অন্যায় আপত্তির কারণে চাতলাপুর চেকপোস্ট-সংলগ্ন সড়ক উন্নয়ন কাজটি আবারও বন্ধ হয়ে গেছে।

সওজ কর্মকর্তা আবদুল কাইয়ূম আশঙ্কা প্রকাশ করে বলেন, বিএসএফের এ ধরনের আচরণে শেষ পর্যন্ত সওজ কর্তৃপক্ষ সড়কের উন্নয়ন কার্যাদেশ বাতিল করে দিতে পারে।

বিএসএফের গুলিতে দুই বাংলাদেশি নিহত

চাঁপাইনবাবগঞ্জের শিবগঞ্জ উপজেলার সিংনগর সীমান্তের ওপারে গত সোমবার রাতে ভারতীয় সীমান্তরক্ষী বাহিনীর (বিএসএফ) গুলিতে দুই বাংলাদেশি নিহত হয়েছেন। আহত হয়েছেন একজন।
নিহত ব্যক্তিরা হলেন শিবগঞ্জের মনাকষা ইউনিয়নের পিয়ালীমারী গ্রামের ইসমাইল হোসেন (২২) ও পাড়চৌকা গ্রামের ফটিক (৩০)। আহত এরশাদ আলী (২৬) পিয়ালীমারী গ্রামের বাসিন্দা।
চাঁপাইনবাবগঞ্জে ৩৯ রাইফেল ব্যাটালিয়নের অধিনায়ক লেফটেন্যান্ট কর্নেল জায়েদ হোসেন জানান, রাত ১০টার দিকে সিংনগর সীমান্তের ১৭২ নম্বর পিলারের কাছ দিয়ে গরু আনার সময় ভারতের ১৫১ বিএসএফের দৌলতপুর ক্যাম্পের সদস্যরা তাঁদের লক্ষ্য করে গুলি করে। এতে ঘটনাস্থলেই মারা যান ইসমাইল ও ফটিক। এ সময় এরশাদের হাতেও গুলি লাগে। তিনি সীমানা পেরিয়ে গ্রামে এলে লোকজন তাঁকে শিবগঞ্জ উপজেলা স্বাস্থ্য কমপ্লেক্সে ভর্তি করেন।
বিডিআর কর্মকর্তা জায়েদ জানান, নিহত ব্যক্তিদের লাশ বিএসএফ নিয়ে গেছে। গুলি করে হতাহত করার প্রতিবাদ জানিয়ে এবং লাশ ফেরত চেয়ে বিএসএফকে চিঠি দেওয়া হয়েছে।

BSF frees five children including abducted 3

Indian Border Security Force (BSF) yesterday handed over five Bangladeshi children, including three abducted by BSF from Haripur border on July 23, to Bangladesh Rifles (BDR).

The handing over was done at a flag meeting held on the border adjoining Pirganj upazila in Thakurgaon near pillar No 340/3-S.

Deputy Commander of 2 Rifles Battalion Major Iftekhar led the Bangladesh side while Assistant Commandant of 20 BSF Battalion Dipak Kumer Mondal led the Indian side.

The returnees are Montu, 6, son of Mohammad Nazrul Islam, Raihan, 8, son of Atabuddin and Shetabul Islam, 8, son of Joynal of Minapur village under Haripur upazila, Krishna Barman, 15, and Anima, 12, children of Madan Lal of Dharmapur village under Thakurgaon Sadar upazila.

BSF picked up Montu, Raihan and Shebatul along with Pania, 15, son of Denial, and Mohammad Shahabuddin, 13, son of Abdul Kuddus -- all from bordering Minapur village, from Haripur border in Thakurgaon district on July 23 morning.

The five children had gone to bring fish from the low-lying area near border pillar No 354 under Haripur upazila where they had set nets, BDR and local sources said.

BSF released Montu, Raihan, and Shebatul but Pania and Shahabuddin were sent to jail following order by an Indian court, BSF sources said, adding that they have to serve minimum two years imprisonment.

Two other returnees -- Krishna and Anima were detained by BSF from Bothgaon border under Atwary upazila in Panchagarh district in 2007 when they were entering India with their parents.

Later Indian authorities released their parents but kept detained the two children as there were 'anomalies' in their papers.

BDR, BSF for peace along Sylhet borders

Bangladesh Rifles (BDR) and Indian Border Security Force (BSF) at a battalion commander-level meeting at Dauki (opposite to Tamabil border) in the Indian state of Meghalaya yesterday agreed to maintain peace in border areas of Sylhet.

BDR 21 Battalion Commander Lt Col Khairul Kadir led the three-member Bangladesh team while Shekhor Gupta, the Commandant of 1 Battalion of BSF, Shillong, headed their four-member team.

Officials of both sides agreed to maintain peace in the region that has seen a tense situation for months, Col Kahirul Kadir said after his return from the meeting.

During the meeting that continued from 11:30pm to 3:15pm, BSF officials expressed sorrow for the recent unwanted incidents on the 20 kilometre Jaintapur-Tambil borders, he said.

"We had asked them to stop intrusion of the Khasia tribesmen into the Bangladesh territory and prevent them from farming here," Col Khairul said.

The borderland related disputes would be tabled in the upcoming meeting of the Joint Boundary Working Group, the meeting was told.

Unprovoked firing on the Bangladeshi civilians by the BSF and Indian Khasia tribesmen, attempt to occupy Bangladesh lands on Sripur, Jaintapur and Tamabil borders were discussed in the meeting, officials said.

The Indians assured their Bangladesh counterpart of taking measures to stop all sorts of unwanted activities in the border areas while both sides agreed to maintain status quo to ensure peace in the region, they added.

Other trans-border problems like smuggling and trespass also came up in the meeting that was held against the backdrop of troubles along the borders in Jaintapur, Tamabil, Sripur since February this year.

The Indian Khasia people aided by BSF had attempted to occupy some 300 acres of farms lands as well as some marshy land in Bangladesh territory on the said borders time and again. They even shot dead a few Bangladesh nationals and injured around a hundred others.

The BDR and BSF traded gunfire on five occasions, triggering panic among the inhabitants of the border villages.

The BSF also intruded into Bangladesh land and dug bunkers on Protappur and Sripur borders. However, they went back following protest by the BDR at a DG-level meeting in March.

The situation worsened again during the last few weeks as the Indian Khasias forcibly continued tilling over 30 acres of croplands inside Bangladesh territory on Amswapnapur, Minatila, Dibir Haor, Kathalbari and Albagan borders in Jaintapur.
