Check BSF: Bengal rights group

A West Bengal based human rights group has moved India's National Human Rights Commission (NHRC) for the second time in a month, asking it to rein in the Border Security Force (BSF), which it says is making life difficult for people on the India-Bangladesh border.
   

In its latest petition to the NHRC, Banglar Manabadhikar Suraksha Mancha (MASUM) alleged that the BSF continues a campaign of torture and terror, often falsely implicating villagers on charges of smuggling.

The MASUM had in a separate petition last month also drawn attention of the country’s apex human rights body about 'serious and continuos rights violations' affecting villagers.

While the previous petition focussed on cases in Murshidabad district, the latest petition brings up cases of rights violations in other border districts.

In most cases, BSF seems to implicate villagers as cattle smugglers.

“This is a serious trend which needs to be stopped as soon as possible or else this could lead to a serious disaffection in the border areas,” MASUM chief Kirity Roy told bdnews.com claiming that the villagers in the bordering areas are often subject to needless harassment.

“These incidents show that those live on or near the Indo-Bangladesh Border area have no protection from BSF and police," Roy pointed out in his letter to the NHRC chairman.

To prove its point, MASUM investigated a case in details in the North 24-Parganas district.

Its fact finding team found that on March 13 around 5 am, a BSF team from Kalanchi Border Outpost (BOP) accosted a brick kiln labourer Sahabuddin Biswas of Gobra village.

“BSF personnel, Nur Alam (INT of Kalanchi BOP, Battalion-152, Company-G), Bala Saheb, Monir Ahmed (Company Commander) and Akbar Khan started to assault the victim indiscriminately. The victim asked them the reason for sudden assault upon him. They told that he was involved in cattle smuggling. He protested against such false allegation and told them that he earns his livelihood by working in brick field as a day labourer. But the BSF personnel were not convinced and continued to assault him while abusing him in filthy language,” MASUM’s fact finding report said.

The BSF then took him to Kalanchi BSF Camp. There the victim was kept inside a toilet with his hands tied from back and his legs chained, the report said, adding, he was again subjected to heinous assault by Monir Ahmed, Nur Alam and other BSF personnel.

“Then the victim was handed over to the custody of Akbar Khan of Gobindapur BSF BOP where he was again assaulted by Khan. Then at about 4 pm the victim was produced at Sarapul Block Primary Health Centre and the BSF personnel manufactured one medical fit certificate of the victim but beforehand they threatened him not to reveal the incident of torture to the attending doctor. Then the victim was produced at the Customs Office, Hatathganj and the customs officials took the thumb impression of the victim on some papers on the instruction of BSF personnel. Then at about 5 pm the victim was handed over to the police of Swarupnagar Police Station where he was lodged in police lock-up,” the MASUM told the NHRC in its letter.

At about 7 pm the brother of the victim along with some local people came to the police station and they met 2nd officer (Mejobabu) of the police station namely Bajlur Rahman. The said police officer demanded Rs.50, 000/- from them by telling them the victim would not get bail and suffer three years in jail if the money was not paid. The victim’s family arranged the money by mortgaging landed property and gave the amount to Rahman in presence of one advocate, the report said.

Again Officer-in-Charge of Swarupnagar Police Station Rajashree Banerjee took Rs.3000/- from the victim’s family on the plea that the money was needed for ‘correcting documents’, it added.

Then on March 14 the victim was produced in the court of Additional Chief Judicial Magistrate, Basirhat by police by implicating him in a criminal case vide Swarupnagar Police Station Case no. 155/2013 dated 14.3.2013 under sections 147/148/186/188/413/414 of Indian Penal Code.

The victim got bail from court after serving 17 days in custody. The victim is still under medical treatment and the medical expenses are born by his family.

On May 20 he lodged a written complaint before the Sub-Divisional Police Officer, Basirhat informing the whole incident of BSF torture and illegal practice of the police of Swarupnagar Police Station. But till date there has been no action against the perpetrators, the rights body claimed.

Masum chief Kirity Roy says that many villagers are tortured and falsely implicated in criminal cases and then their families are fleeced mercilessly. "The protectors have become perpetrators of crime."

5 Bangladeshis picked up by BSF

Indian Border Security Force picked up five Bangladeshi nationals from borders in Sunamganj and Thakurgaon on Saturday night and on Sunday.

BSF members picked up four Bangladeshis when they were collecting woods along Laurergarh border in Tahirpur upazila on Saturday night.

Local BGB confirmed this.

The four are: Pahar Ali, 40, Shukur Ali, Nayeb Ali, 50, and Shahjahan Mia, 50.

Meanwhile, BSF soldiers picked up a Bangladeshi from Dabri border in Haripur upazila on Sunday morning.

The man was identified as Imani Hossain, 32, of Geuradangi village of the upazila.

Commander of 30 Battalion BGB Lt Colonel Abu Bakkar said the BSF soldiers of Phulbari camp captured Imani while he was trying to enter India at 9am.

লালমনিরহাটে বিএসএফের গুলিতে বাংলাদেশি নিহত

লালমনিরহাটের কালীগঞ্জ উপজেলায় ভারতীয় সীমান্তরক্ষী বাহিনী বিএসএফের গুলিতে এক বাংলাদেশি নিহত হয়েছে।

 
রোববার সকালে বুড়িরহাট সীমান্তে বিএসএফের গুলিতে নিহত সিরাজুল ইসলাম (৩৫) উপজেলার লতাবর গ্রামের মো. আবুল হোসেনের ছেলে।

বিজিবি বুড়িরহাট বিওপির নায়েব সুবেদার মোহন মিয়া জানান, বুড়িরহাট বিওপি এলাকার চন্দ্রপুর সীমান্তের ৯১৩ নম্বর মেইন পিলারের ৮-এসের সাব-পীলার সংলগ্ন মালদহ নদীর পাশে নোম্যান্স ল্যান্ড এলাকায় গরু নিয়ে যাওয়ার পথে ভারতীয় কুচবিহারের কাইতারবাড়ি বিএসএফ ক্যাম্পের টহলরত সদস্যরা গুলি ছুড়ে। গুলির শব্দ শুনে সিরাজুল নোম্যান্স ল্যান্ড থেকে দৌড়ে বাংলাদেশ সীমানায় ঢোকার সময় গুলিবিদ্ধ হয়ে ঘটনাস্থলেই মারা যান।

বিজিবি দইখাওয়া ক্যাম্পের সুবেদার শাহ আলম জানান, ঘটনার প্রতিবাদ জানিয়ে বিএসএফকে চিঠি দেয়া হয়েছে।

কালীগঞ্জ থানার ওসি মো. আমিরুজ্জামান জানান, লাশ উদ্ধার করে লালমনিরহাট হাসপাতাল মর্গে পাঠানো হয়েছে।

এ ব্যাপারে থানায় একটি অপমৃত্যুর মামলা হয়েছে বলেও তিনি জানান।

BSF pick up 2 Bangladeshis

Two Bangladeshi nationals were arrested from Jhenaidah’s Maheshpur upazila border by India’s Border Security Force (BSF) in the early hours of Friday.

Border Guard Bangladesh (BGB)’s Chuadanga 35 Battalion Captain Lt Gen Gazi Mohammad Asaduzzaman confirmed bdnews24.com that Mintu and Toton had been picked up from Sreenathpur border of the upazila.

“Fatehpur BSF nabbed them when they crossed over the zero line. They are being contacted for their return,” he said.

Mintu is son of Abdul Khalek and Toton that of Kanchan Sheikh. Both hail from Matpara village of Shyamkur.

India wants zero killings on border


Salman Khurshid tells PM


Indian External Affairs Minister Salman Khurshid yesterday told Prime Minister Sheikh Hasina that his government wants to see zero casualties along the border with Bangladesh.
Khurshid, who arrived here on Saturday to attend the second Indo-Bangla Joint Consultative Commission (JCC) meeting, also talked about regional connectivity, border haat and power import from India.
In response, Hasina said her government was committed to working for further strengthening and consolidating the existing excellent bilateral relations between the two countries.
She expressed satisfaction over signing of MoUs and protocols during the JCC meet, and said these instruments would help further consolidate the relations of both the countries.
About the upcoming visit of the Indian president, the prime minister said Dhaka is keenly looking forward to welcoming Pranab Mukherjee which will further enhance the relations with the neighbouring country.
After the meeting, held at the PM's office, her Press Secretary Abul Kalam Azad briefed reporters about the outcome, reports UNB.
Khurshid also handed over a cheque for $50 million to Sheikh Hasina as the first instalment of $200m Indian grants to Bangladesh.
The Indian government decided to provide $200m as grant to Bangladesh out of its One Billion US Dollar Line of Credit.
Later, prior to leaving for New Delhi ending his two-day visit, Salman Khurshid addressed a press conference.
On the border killings, the Indian minister regretted the incidents as “unfortunate” saying one incident happened prior to his coming here and another during his Dhaka tour, reports our diplomatic correspondent.
Khurshid added he would consult the matter with the Indian home minister.
Replying to a question about the progress of trial in Felani killing case, the he said an internal inquiry is in progress but he could not detail the latest position of the inquiry.
Referring to the photo of Felani hanging from a barbed-wire fence at the border, he said it was a very sad picture. “Felani is not only a Bangladeshi girl, she is a young child and a daughter of both sides of the border.”
On India-Bangladesh ties, Khurshid said, “I don't see any reason to believe that it will reverse… I don't think there should be a departure. I'm optimistic and I believe that this march forward of history will continue.”
“We are doing whatever we need to do as responsible government at our end to ensure that there is less cause for such things to happen.”
In reply to a question, Khurshid said his government acknowledged with gratitude for what Bangladesh has done to ensure that India's security was not compromised because of people using Bangladesh territory.
“So, I've really no reason to be any doubt that this is something that will stand as test of time will be permanent as nature.”
Khurshid, further said, “I think we've move forward and I've not seen any signs of disagreement and dissent or divergent of views as far as this dimension and aspect of our relationship of India and Bangladesh is concerned.”
On another question about the next general elections, he said it was an internal political matter of Bangladesh. However, he said he understood that there are divergent views about the holding of the elections and hoped that political parties would find ways through consultations and prepare for elections.
About his meeting with Leader of the Opposition Khaleda Zia yesterday evening, Khurshid said it was a courtesy call and bilateral issues including border and recently signing of the two agreements were discussed.
He said Khaleda Zia discussed the existing political and socio-economic situation prevailing in Bangladesh. It was a cordial meeting.
Regarding the implementation of the additional protocol for implementation of 1974 land Boundary Agreement, he reiterated that a constitutional amendment bill will be placed in the next budget session of the Indian parliament beginning on February 21.
He said Manmohan Singh has given him clear instruction to take all parties on board to pass the bill. “This would be a major milestone to be achieved.”
About the Teesta agreement, the Indian minister said it is the unanimous decision of India to sign the deal. However, he mentioned some local factors (West Bengal CM's opposition) delaying the process. He hoped the things would be sorted out in the next fee weeks.
Asked about the youth movement at Shahbagh, Khurshid, smiling, said he could not talk to any of the protestors; he had only seen national flags and heard slogans.
However, he said nobody has clear ideas how much this will bring change in politics. Most people are trying to understand and analysing it.
The external affairs minister also had meetings with Leader of the Opposition Khaleda Zia, Home Minister Muhiuddin Khan Alamgir and Water Resources Minister Ramesh Chandra Sen.

সীমান্তে আর গুলি না করার প্রতিশ্রুতি

ফুলবাড়ী কলেজছাত্র নিহতের পর রোববার এক পতাকা বৈঠকে কুড়িগ্রামের ফুলবাড়ী উপজেলার উত্তর বিদ্যাবাগিশ ঠোস সীমান্তে বর্ডার গার্ড বাংলাদেশ-বিজিবির সঙ্গে এক পতাকা বৈঠকে এ প্রতিশ্রুতি দেয়া হয়।

এর আগেও বিএসএফ আর সীমান্তে গুলি করবে না বলে প্রতিশ্রুতি দিয়েছিল।

শনিবার বিদ্যাবাগিশ ঠোস সীমান্তে বিএসএফের গুলিতে নিহত হন ফুলবাড়ী ডিগ্রি কলেজের স্নাতক প্রথম বর্ষের ছাত্র মারুফ হোসেন মোকছেদুল।

ভারতের পররাষ্ট্রমন্ত্রী সালমান খুরশীদের বাংলাদেশ সফরের সময় এ হত্যার ঘটনা ঘটল।  

কুড়িগ্রাম ৪৫ বিজিবি ব্যাটালিয়নের অধিনায়ক লে. কর্নেল জিয়াউল হক খালেদ বলেন, বিএসএফ সীমান্তে গুলি করে বাংলাদেশি নাগরিককে হত্যার ঘটনায় আনুষ্ঠনিকভাবে দুঃখ প্রকাশ করেছে।

এছাড়া সীমান্তে সব ধরনের অনাকাঙ্খিত ঘটনা এড়াতে তারা সতর্ক রয়েছে বলেও জানানো হয়।

Indian Border Security Force (BSF) shot dead a Bangladeshi youth along the border at Bidyabagish village of Phulbari upazila here yesterday.
The dead is Moklesur Rahman, aged about 22, of the same village. He was a student of Phulbari Degree College.
Border Guard Bangladesh (BGB) sources said Moklesur was assisting a group of cattle traders near the border around 3:00am.
Noticing the incident, BSF men of Kussher Haat camp in Cooch Behar district of West Bengal fired three shots at him, leaving the youth injured.
His associates took him to Phulbari Health Complex. As his condition deteriorated, he was shifted to Rangpur Medical College Hospital, where he succumbed to his wounds around 8:00am.
Subedar Mohammad Ali, Kashipur company commander of 45 BGB Battalion in Kurigram, said they have sent a letter to the BSF in Dinhata of Cooch Behar protesting the killing.
